A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING AND
CERTIFYING THE FINAL SUPPLEMENTAL ENVIRONMENTAL
IMPACT REPORT IN THE ADOPTION OF AMENDMENT NO. 2
TO THE REDEVELOPMENT PLAN FOR THE RANCHO
REDEVELOPMENT PROJECT
WHEREAS, the Rancho Cucamonga Redevelopment Agency (the "Agency") has
initiated Amendment No. 2 to the Redevelopment Plan for the Rancho Redevelopment Project
(the "Amendment'); and
WHEREAS, the Planning Commission of the City of Rancho Cucamonga has
forwarded to the Agency its report that the proposed Amendment is in conformity with the
General Plan of the City of Rancho Cucamonga; and
WHEREAS, the Draft Supplemental Environmental Impact Report prepared on
the Amendment was sent to the Planning Commission and the Commission held a public
hearing to receive public input on the adequacy of the Draft Supplemental Environmental
Impact Report; and
WHEREAS, all actions required to be taken by applicable law related to the
preparation, circulation, and review of the Draft Supplemental Environmental Impact Report
have been taken; and
WHEREAS, pursuant to public notice duly given, the City Council of the City of
Rancho Cucamonga (the "City Council") and the Agency held a full and fair public hearing on
the proposed Amendment and Final Supplemental Environmental Impact Report on June 6,
2001; and
WHEREAS, all legal prerequisites to the adoption of this Resolution have
occurred.
NOW, THEREFORE, THE RANCHO CUCAMONGA CITY COUNCIL DOES
HEREBY RESOLVE:
SECTION 1: The Final Supplemental Environmental Impact Report is an
adequate and complete document in accordance with the State
CEQA requirements and the local CEQA guidelines.
SECTION 2: The mitigation monitoring program has been prepared in
accordance with the State government requirements contained in
Section 21081.6 of the Public Resources Code.

SECTION 3: The Final Supplemental Environmental Impact Report determined
that impacts would be less than significant without mitigation for
historical resources, air quality (consistency with AQMP and
sensitive receptors), operational noise activities, traffic, police
protection and electricity.
SECTION 4: The Final Supplemental Environmental Impact Report identified
impacts related to the project that would be less than significant
when project activities are in compliance with reasonable policies,
rules and regulations related to applicable laws, but for which
would be further reduced by additional recommended measures
that would further benefit the habitat, paleontological and
archaeological resources, air quality for operational activities,
noise for construction activities, and fire protection. Impacts and
mitigations are identified in Sections 3.1 Biological Resources; 3.2
Cultural Resources; 3.3 Air Quality; 3.5 Noise; and, 3.6 Public
Services and Utilities of the Supplemental Environmental Impact
Report.
SECTION 5: The Final Supplemental Environmental Impact Report identified
significant impacts related to the project which are potentially
significantly adverse, but which will be mitigated to less than
significant level by conditions imposed upon the project in the
area of air quality for construction activities. This impact and
mitigation measures are identified in Section 3.3 Air Quality of the
Supplemental Environmental Impact Report.
SECTION 6: All feasible mitigation measures, which are within the jurisdiction
of the City of Rancho Cucamonga, as identified in the Final
Supplemental Environmental Impact Report have been
incorporated into the project and represent the fullest extent to
which the project-related impacts can be reasonably avoided
and/or substantially lessened.
SECTION 7: The Final Supplemental Environmental Impact Report did identify
a project alternative (Less Intense Development), which would
have similar impacts to the proposed project and substantially
achieve the project objectives, and therefore was determined to
be the environmentally superior alternative.
SECTION 8: The City Council shall make available the Supplemental
Environmental Impact Report and other related materials, which
constitute the record of the proceedings upon which its decision is
based at the Rancho Cucamonga City Hall, 10500 Civic Center
Drive, Rancho Cucamonga, California.

SECTION 9: When considering the whole record, there is no evidence that the
project will have the potential for adverse effects on historic
resources, wildlife resources or the habitat on which wildlife
depends.
SECTION 10: Five days after the approval of this resolution, the City of Rancho
Cucamonga shall submit a fee of $25.00, required by the County
of San Bernardino, for the filing of a Certificate of Fee Exemption
and de minimis findings pursuant to AB 3158 and the California
Code of Regulations.
SECTION 11: That the Mayor shall sign this resolution and the City Clerk shall
attest and certify to the passage and adoption thereof.
