DISCUSSION OF ESTABLISHING GOALS FOR SMART LIBRARY GROWTH C. COMMUNICATIONS FROM THE PUBLIC This is the time and place for the general public to address the City Council and Library Board, State law prohibits t~e Council and the Board from addressing any issue not previously included on the agenda. The Council and the Board may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual. D. ADJOURNMENT I, Debra J. PUBLIC LIBRARY Memorandum DATE: September 5, 2000 TO: Mayor Alexander and Members of the Rancho Cucamonga City Council FROM: Deborah Kaye Clark, Library Director SUBJECT: Agenda for the Joint Meeting of the City Council and Library Board of Trustees Enclosed in this notebook you will find the following: 1. The proposed agenda for the joint meeting of the City Council and the Library Board of Trustees on September 12, at 5 p.m. 2. The Goals for Discussion. The goals in this notebook were those recommended by the consultant firm working with staff. The Library Board is conducting a study session on topics for the Joint Meeting on September 7th and will be reviewing the goals as part of the process. They may ask for additions, changes or revisions. Updated Goals for Discussion will be delivered to Council Members in their in baskets at City Hall on Friday, September 8th and will also be available at the Joint Meeting, September 12. 3. Background Report on the process of developing the proposed Goals 4. Appendices covering the results of the recent library services survey, funding mechanisms for library buildings, cyberservices and library statistics. Review of demographics and identification of need. View of cyberservices of the future. Summary of possible options for the Library Master Plan. 5:45 p.m. Break 6:00p.m. Discussion of goal possibilities relating to short term, intermediate and long term goals to identify additional options and achieve consensus. Consultant to moderate discussion. 6:45 p.m. Summarize group findings and consensus. Final comments. 7:00 p.m. Adjournment -2- Goals Proposed to Meet the Challenges After consideration of numerous options to expand library services to meet the current and future demand from the community, project consultants recommend the following short term, intermediate term and long term goals: Short Term Goals (0 to 2 years) 1. Expand book collection through off site storage. 2. Continue and expand "weeding" efforts to make more room for new books. 3. Identify means of increasing capacity of existing library, including the installation of more shelving and compact (sliding) shelving. (Have begun to address this goal by obtaining a proposal to provide compact shelving for 10,000 new volumes for a cost of $32,000.) 4. Increase hours of operation--mornings, evenings and weekends. (Have begun to address this goal in the 2000/2001 budget by adding morning hours and additional Sunday hours.) 5. Expand on-line access to library services to the community (24 hours X 7 days). Examples: See "Appendix IV: Cyberservices" for information on technology enhancements possible. 6. Expand bookmobile and other outreach services. (Examples: "Kidsmobile Project; satellite collection in Senior Center; Cyberlibrary in Terra Vista Town Center, etc.) 7. Continue to nurture relationship with School Districts and other non profit partners. 8. Create funding mechanism for library system growth. Examples: See "Appendix III Funding Mechanisms" for information on Proposition 14 Application package. Intermediate Term Goals (2 to 5 years) 1. As the eastern side of the City develops, develop a 6,000-10,000 sq. ft. interim branch library, on a location which allows for future expansion 2. Develop a new 25,000-35,000 sq. ft. Main Library (expandable) with different emphasis than current library (youth library, homework center, etc.). Target Proposition 14 as a possible source for funding. Long Term (5-20+ years) 1. As the community grows, expand Main Library as necessary. 2. As the eastern side of the community develops, expand interim branch to 20,000- 30,000 sq. ft. or develop a new facility to replace the interim branch. 3. As the entire community reaches build-out, evaluate mission of the existing Archibald Library to validate match with the needs of the surrounding community. lligl f!
