DEVELOPMENT REVIEW 93-13 - WESTE~q PROPERTIES - The design
review of elevations for Building X within the Terra Vista
Town Center, located at the northeast corner of Foothill
Boulevard and Haven Avenue - APN: 1077-421-70.
BACKGROUND: At the meeting on October 13, 1993, the Commission reviewed
the revised elevations of Building X and deliberated on the issue of
whether the building met the design standards of the center. The
Commission agreed that the applicant had tried to address their design
concerns by adding storefront glass and architectural details to the
building but the effect was not successful. The majority of the
Co~mission determined that the proposed scale and design of Building X
did not provide compatibility to Building Y, nor did it have the same
level of architectural excellence required for this center and
specifically the buildings at this intersection. The Commission, with a
majority vote, directed staff to prepare a Resolution of Denial for
adoption at the meeting on October 27, 1993.
RECOMMENDATION: Staff recommends that the Commission review the
attached Resolution of Denial. If the Corm~ission concurs with it,
adoption of the resolution would be appropriate.

Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga
Planning Commission to order at 9:00 p.m. The meeting was held in the Rains
Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho
Cucamonga, California.

Nancy Fong, Senior Planner, presented the staff report.
Mike Lasley, Western Properties, referenced several items on the September 21,
1993, letter to the applicant.
Staff reminded the applicant that the purpose of the workshop was to review
the revised elevation of Building X.
Tom Bond, Architects Pacifica, architect for Western Properties, described the
improvements he had made to Building X.
Commissioners Chitiea and Vallette stated that they concurred with the
recommendations as outlined in the staff report.
Commissioner Melcher stated he did not find that the design of Building X
matched the scale and excellence of the entire center.
Commissioners Vallette and Chitiea remarked they had raised the same concerns
at previous workshops.
Commissioner Tolstoy expressed disappointment with the building design.
Mike Lasley indicated a willingness to change some of the detail elements to
pre-cast concrete.

Tom Bond explained that the Mission style of architecture includes the use of
contrasting the simple with the very detailed elements.
Chairman McNiel felt that the design for the building should be given the same
attention as the entrance to a very important building or center.
Commissioner Melcher stated that Building X appears to be a misfit when
compared to the rest of the center because it is the only single-story
building that has a gable roof, except for one theater and Montgomery Wards
which are major anchors.
Tom Bond explained that the building scale relates to the pedestrian height
yet it is still a very tall one-story building.
The Commission agreed that the applicant had tried to address the design
concerns with additional storefront glass and architectural details but the
outcome was not successful.
Commissioners Vallette and Tolstoy believed that Building X, as proposed,
could be further improved with changing the mass and scale of the building in
order to meet the architectural standards of the center.
Commissioners Melcher and Chitiea and Chairman McNiel felt that the scale of
Building X does not provide for compatibility with Building Y and the design
does not have the same level of architectural excellence as in the rest of the
center.
MOTION: Moved by Melcher, seconded by Chitiea, carried 3-2-0 with Tolstoy and
Vallette voting no, to deny the design of Building X and direct staff to
prepare a Resolution of Denial for adoption at the meeting on October 27,
1993~ as a Consent Calendar item.

DEVELOPMENT REVIEW 93-13 - WESTERN PROPERTIES - The design review
of elevations for Building X within the Terra Vista Town Center,
located at the northeast corner of Foothill Boulevard and Haven

BACKG~DUND: On August 25, 1993, the Planning Commission reviewed the revised
elevations for Buildings X and Y. The Co~%~ission found Building Y acceptable but
felt Building X needed refinement. The Commission then approved Building Y with
the condition that Building X be subject to further review. Attached for the
Commission's reference are copies of the approval letter with the conditions of
approval for Development Review 93-13 and the draft minutes of the meeting for
August 25, 1993. The applicant has refined the elevations of Building X by
adding plaster trim with scored lines to resemble pre-cast concrete trim around
the arches at the north and south sides of the building. Two smaller pre-cast
concrete medallions were added to the north elevation.
STAFF COMMENTS: Staff reviewed the revised elevations and determined that the
applicant has improved them per the Com~ission's direction. However, staff feels
that ti~e elevations can be further enhanced by the following treatment:
The proposed plaster trim with scored lines around the arches at the north
and south elevations should be changed to pre-cast concrete material.
Pre-cast concrete trim should be added to the east and west sides of the
south gable entry.
3. Pre-cast concrete trim should be added to the arch at the east elevation.
RECOMMENDATION: Staff reco~ends that the Commission review the revised
elevation. If the Co~ission finds it to be acceptable and concurs with staff's
recommendation, then approval of Building X through minute action would be
appropriate.

Tom Bond, Architects Pacifica, architect for Western Properties, described to
the Commission the changes he had made to buildings X and Y.
Commissioner Vallette stated that both buildings need to have additional
architectural embellishments such as stone treatment around arches, windows,
etc.,, similar to the approved elevations.
Commlssioner Tolstoy remarked that the west elevation of building X still
looked like the back side of a building.
Commissioner Melcher felt that this west elevation was acceptable.
Chairman McNiel agreed with Commissioner Tolstoy's comment on the west
elevation.
Commissioner Melcher questioned whether the proposed location of the trash
enclosure area is appropriate so close to Foothill Boulevard.
Mike Lasley, Western Properties, stated the locations is shown on the original
approved plans.
Co~issioner Tolstoy asked if the parking next to the trash enclosure will be
for loading and unloading.
Mike Lasley indicated that they can stripe the parking spaces next to the
trash enclosure area as a loading space.
Brad Buller, City Planner, suggested the Commission make a decision on
Buildings X and Y. He suggested the Commission could come to a consensus to
approve Building Y and to bring Building X back for another workshop. He
pointed out that the Commission should provide direction to staff and the
applicant regarding whether the proposed sign location for Leaps and Bounds at
the south elevation of building Y is acceptable. He observed the approved
sign program allows the sign to be located at the facia instead of the parapet
wall.
The consensus of the Commission was that the elevation for Building Y is
acceptable. The majority of the Commission felt that the elevation for
Building X needs improvement.
Motion: Moved by Melcher, seconded by Vallette, carried 4-0-1 with chitiea
absent, to approve the revised elevations of Building Y; to direct the
applicant to revise and resubmit Building X for Commission review at a future
workshop; to find the sign location on the parapet wall of the south elevation
of Building Y acceptable, so long as there is only one tenant, however, sign
placement to revert to the facia (lower sign band area) consistent with the
approved sign program when two or more tenants occupy the building; and to
prov:~de that all secondary issues identified in the August 11, 1993, staff
report be approved by the City Planner.

RESOLUTION NO.
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, DENYING WITHOUT PREJUDICE
DEVELOPMENT REVIEW NO. 93-13, THE DESIGN REVIEW OF
ELEVATIONS FOR BUILDING X, A 5,350 SQUARE FOOT RETAIL
BUILDING, WITHIN THE TERRA VISTA TOWN CENTER, LOCATED AT
THE NORTHEAST CORNER OF FOOTHILL BOULEVARD AND HAVEN
AVENUE IN THE COMMUNITY COMMERCIAL DISTRICT, AND MAKING
FINDINGS IN SUPPORT THEREOF - APN: 1077-421-70.
A. Recitals.
1. Western Properties has filed an application for the approval of
Development Review No. 93-13 as described in the title of this Resolution.
Hereinafter in this Resolution, the subject Development Review request is
referred to as "the application."
2. On August 11, August 25, October 13, and October 27, 1993, the
Planning Commission of the City of Rancho Cucamonga conducted a meeting on the
application and concluded said meeting on that date.
3. All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced meetings on August 12, August 25, October 13, and
October 27, 1993, including written and oral staff reports, this Commission
hereby specifically finds as follows:
a. The application applies to property identified as Pads X and
Y, located at the northeast corner of Foothill Boulevard and Haven Avenue and
is presently improved with landscape and hardscape; and
b. The properties to the north and east of the subject site are
developed with a shopping center, the property to the south is developed with
an office park, and the property to the west is developed with a mixed-use
business park; and
c. Buildings X and Y are part of the Terra Vista Town Center and
were approved as two-story office buildings; and
d. The applicant requested to change the approved elevations for
Buildings X and Y from a two-story to a single-story building design, and from
office to retail use; and

e. The Commission stated that the northeast corner of Foothill
Boulevard and Haven Avenue is very important and that the architecture should
be of significance; and
f. The Commission initially reviewed the new elevations at the
meeting on August 11, 1993, and the applicant agreed with the Commission that
additional exhibits were necessary to better depict and address the concerns
raised by the Commission. The commission did not find the two buildings, as
presented, consistent with the standard set with the original project approval
for these two building pads. At that time, the Commission directed the
applicant to revise the two single story buildings with a design that matches
the same level of sophistication as the approved elevations; and
g. At the meeting on August 25, 1993, the Commission found the
revised elevations of Building Y to be acceptable but determined that Building
X was not. The Commission approved Building Y with the condition that
Building X be subject to further Commission review; and
h. At the meeting on October 13, 1993, the Commission
deliberated on the issue of whether Building X meets the design standards of
the center. The Commission agreed that the applicant had tried to address
design concerns by adding storefront glass and architectural details to the
building but the effect was not successful. The majority of the Commission
determined that the proposed scale of Building X does not provide
compatibility to Building Y and the design does not have the level of
architectural excellence required for a building at this intersection. The
Commission, with a majority vote, directed staff to prepare a Resolution of
Denial for their adoption at the meeting on October 27, 1993.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced meeting and upon the specific findings of facts
set forth in paragraphs I and 2 above, this Commission hereby finds and
concludes as follows:
a. That the proposed project is consistent with the objectives
of the General Plan; and
b. That the proposed project is in accord with the objective of
the Terra Vista Planned Community and the purposes of the district in which
the site is located; and
c. That the architecture of Building X is not consistent with
the architectural standards established in the Terra Vista Town Center through
Conditional Use Permit 88-12.
4. Based upon the findings and conclusions set forth in
paragraphs 1, 2, and 3 above, this Commission hereby denies the application
without prejudice.

We strongly oppose the iss;,auce of a l~mit for a church use wiflfin the Burke - Trademark
Business Center.
We "purclumed" our offices, 10261 space D, with the intention of being located in a
BUSINESS ENVIRONMENT. We invested over $265,000 to have the right to that type of
autosphere. The Industrial use should not be abandoned.
Parking: I00 - 200 cars (or any more than allowed by previous allotmen0 would severely tax the
park like atmosphere.
Assessment: Condo projects rely upon tenants to contribute monthly to a Common Area
Msintenancc (CAM) fund which is based upon the size (sq. footage) of the owned or leased space.
Currently, we have 4 - 6 people in our 3168 sq. ft. space using the "Common area." If you allow
this use, they will be paying the same CAM as we do, yet cause our CAM to increase significantly,
due to the increase in wear and tear on the asphalt, water usage, and replacement of plants, shrubs,
etc.
Potential Damage: The congregation of people, families would cause severe damage tO plants,
bushes, trees, ~ound cover and lawns planted for low density of people: Large assemblies of
people would surely cause a heavy toll on the types and designed use of the landscaping.

Most church congregations use their facilities numerous times a week, not just one day.
Th~,~£o~, we foresee potential safety concerns with children playing or running around.
Frequently large mseks are delivering to the various co,~.~anies f~m 7am to 6 or 7pm and many of
us work later and have our business meetings until 8 - 10pm. Because many of the businesses
now here and those who will purchase in the future are small, we frequently work on the
weekends.

ANALYSIS:
ae
General: The applicant is proposing to operate a church within the Burke
Trademark Business Center. Church services will be conducted from 9 a.m.
to 11 a.m. and 6 p.m. to 7 p.m. on Sundays and 7:30 p.m. to 8:30 p.m. on
Wednesdays. No office hours are proposed at this time. For further
details about the use, please refer to Exhibit "A."
B. Issues: In analyzing the proposed Conditional Use Permit, two specific
issues should be considered as follows:
Land Use Compatibility: The use is proposed within the Burke
Trademark Business Center, where a variety of uses are either
permitted or conditionally permitted as per the Industrial Park Land
Use designation of the Industrial Area Specific Plan. Currently, the
space to the east contains a medical clinic while the space to the
west is vacant. All existing tenants in the park operate primarily
during peak weekday business hours. Given the proposed off-peak
hours for church services, staff does not anticipate any
compatibility problems. Numerous churches have been operating
successfully in the industrial area for years with no reports of land
use compatibility problems.
Parking: With the proposed church, the site will have a surplus of
6 parking spaces. This fact, combined with the off-peak hour use of
the church, should allow for a significant surplus of on-site parking
at all times. Therefore, staff does not anticipate any parking
concerns will arise from locating this church within the Burke
Trademark Business Center.
Fire District: The Rancho Cucamonga Fire Protection District reviewed the
conceptual plans and at this time feels the upgrades required for this use
will include a conspicuously displayed commercial type fire extinguisher,
emergency lights near all exits, panic hardware, fire sprinklers (if not
already provided), and a manual fire alarm. Based on the size of the
facility, the maximum occupancy will be required to be posted to the
satisfaction of the Fire District.
Building and Safety Division: The Building and Safety Division reviewed
the conceptual floor plan and indicated a change of occupancy plan check
is necessary, including submittal of detailed plans, prepared by a
licensed architect or engineer, for review and approval prior to
occupancy. The plans will help determine the maximum occupancy for the
use at any one time.
Environmental Assessment: Part I of the Initial Study has been completed
by the applicant. Staff has completed Part 'II, the Environmental
Checklist, and has found no significant adverse environmental impacts as a
result of this project. If the Com~aission concurs with staff's findings,
then issuance of a Negative Declaration would be in order.

RECOMMENDATION: Staff recommends that the Planning Commission issue a
Negative Declaration and approve Conditional Use Permit 93-42 through adoption
of the attached Resolution of Approval with conditions.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING CONDITIONAL USE
PERMIT NO. 93-42 A REQUEST TO ESTABLISH A CHURCH IN A
LEASED SPACE OF 3,168 SQUARE FEET WITHIN THE BURKE
TRADEMARK BUSINESS CENTER, LOCATED WITHIN THE INDUSTRIAL
PARK DISTRICT (SUBAREA 6) OF THE INDUSTRIAL AREA SPECIFIC
PLAN AT 10261 TRADEMARK STREET, SUITE B, AND MAKING
FINDINGS IN SUPPORT THEREOF - APN: 210-441-19.
A. Recitals.
1. Church of Christ of Rancho Cucamonga has filed an application for
the issuance of Conditional Use Permit No. 93-42, as described in the title of
this Resolution. Hereinafter in this Resolution, the subject Conditional Use
Permit request is referred to as "the application."
2. On the 27th day of October 1993, the Planning Commission of the
City of Rancho Cucamonga conducted a duly noticed public hearing on the
application and concluded said hearing on that date.
3. All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on October 27, 1993, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
a. The application applies to property located at 10261
Trademark Street, Suite B within the Burke Trademark Business Center, which
has a Trademark Street frontage of 307.97 feet and lot depth of 754.35 feet
and is improved with a multiple tenant industrial park with 407 parking
spaces; and
b. The property to the north and south of the subject site is
vacant, the property to the east is a multiple tenant industrial park and
vacant, and the property to the west is a concrete flood control channel and
vacant; and
c. The applicant proposes to conduct church services from
9 a.m. to 11 a.m. and 6 p.m. to 7 p.m. on Sundays and 7:30 p.m. to 8:30 p.m.
on Wednesdays; and

d. The application is located adjacent to an existing medical
clinic, which operates primarily during regular weekday business hours. All
other contiguous space is currently vacant.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
a. That the proposed use is in accord with the General Plan,
the objectives of the Development Code, and the purposes of the district in
which the site is located.
b. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the public health, safety, or
welfare or materially injurious to properties or improvements in the vicinity.
c. That the proposed use complies with each of the applicable
provisions of the Industrial Area Specific Plan.
4. Based upon the findings and conclusions set forth in paragraphs
1, 2, and 3 above, this Commission hereby approves the application subject to
each and every condition set forth below:

before the Planning Commission for consideration
and possible termination of the use.
Occupancy of the facility shall not commence
until such time as all Uniform Building and Fire
Code regulations have been complied with. Prior
to occupancy, plans shall be submitted to the
Rancho Cucamonga Fire Protection District and
the Building and Safety Division to show
compliance. The building shall be inspected for
compliance prior to occupancy.

The maximum occupancy of the facility shall be
limited as specified by the occupancy
requirements of the Rancho Cucamonga Fire
Protection District and posted as such to the
satisfaction of the Fire District prior to
occupancy.
Any signs proposed for the facility shall be
designed in conformance with the comprehensive
Sign Ordinance and/or any applicable Uniform
Sign program for the Burke Trademark Business
Center and shall require review and approval by
the Planning Division prior to installation.
Church services shall be conducted entirely
within an enclosed building, except for off-site
special events approved through a separate
Temporary Use Permit.
Hours of operation for services or other large
assemblies shall be limited to weekends and
after 5:30 p.m. on weekdays, excluding national
holidays.
Pursuant to provisions of California Public
Resources Code Section 21089(b), this
application shall not be operative, vested or
final, nor will building permits be issued or a
map recorded, until (1) the Notice of
Determination (NOD) regarding the associated
environmental action is filed and posted with
the Clerk of the Board of Supervisors of the
County of San Bernardino; and (2) any and all
required filing fees assessed pursuant to
California Fish and Game Code Section 711.4,
together with any required handling charges, are
paid to the County Clerk of the County of San
Bernardino. The applicant shall provide the
Planning Department with a stamped and conformed
copy of the NOD together with a receipt showing
that all fees have been paid.
In the event this application is determined
exempt from such filing fees pursuant to the
provisions of the California Fish and Game Code,
or the guidelines promulgated thereunder, except
for payment of any required handling charge for
filing a Certificate of Fee Exemption, this
condition shall be deemed null and void.

10) No exterior modifications to the building are
approved by this permit.
5. Based upon the facts and information contained in the proposed
Negative Declaration, together with all written and oral reports included for
the environmental assessment for the application, the Planning Commission
finds that there is no substantial evidence that the project will have a
significant effect upon the environment and adopts a Negative Declaration
based upon the findings as follows:
a. That the Negative Declaration has been prepared in
compliance with the California Environmental Quality Act of 1970, as amended,
and the State CEQA guidelines promulgated thereunder; that said Negative
Declaration and the Initial Study prepared therefore reflect the independent
judgment of the Planning Commission; and, further, this Commission has
reviewed and considered the information contained in said Negative Declaration
with regard to the application.
b. That, based upon the changes and alterations which have been
incorporated into the proposed project, no significant adverse environmental
effects will occur.
c. Pursuant to the provisions of Section 753.5(c) of Title 14
of the California Code of Regulations, the Planning Commission finds as
follows: In considering the record as a whole, the Initial Study and Negative
Declaration for the project, there is no evidence that the proposed project
will have potential for an adverse impact upon wildlife resources or the
habitat upon which wildlife depends. Further, based upon substantial evidence
contained in the Negative Declaration, the staff reports and exhibits, and the
information provided to the Planning Commission during the public hearing, the
Planning Commission hereby rebuts the presumption of adverse effect as set
forth in Section 753.5(c-l-d) of Title 14 of the California Code of
Regulations.
6. The Secretary to this Commission shall certify to the adoption of
this Resolution.

ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 93-40 - LEE - A
request to establish a gymnastics school in a leased space of
12,650 square feet within an existing multi-tenant industrial park
(Subarea 2) of the Industrial Area Specific Plan at 9017 Arrow
Route - APN: 209-012-19. Staff recommends issuance of a Negative
Declaration.
PROJECT AND SITE DESCRIPTION:
Site Characteristics: The project site is within the existing Arrow
Business Park which contains seven buildings consisting of 157,336 square
feet on 8.7 acres.
Parking Calculations: See attached Exhibit "G."
ANALYSIS:
General: The applicant is proposing to locate within a ~2,650 square foot
leased space within an existing multi-tenant industrial park. The
proposal comprises all of Building 4 in the southwestern portion of the
project site. Specific class sizes and times are proposed by the
applicant and are discussed in the following section of the report. The
applicant is proposing to offer gymnastics, karate, tiny tots, and mommy
and me programs. No noise issues are anticipated since the project will
not share any common walls with adjacent businesses. The majority of the
interior space is devoted to various gymnastics equipment including uneven
bars, parallel bars, and balance beams, etc., with a large portion taken
up with a floor exercise area. A karate and dance area occupies a portion
of the building with the remainder being utilized by locker rooms,
observation/snack bars, an instructors' room, and a gym shop.
Issues: The primary issues involved with this type of use in an
industrial district are parking, compatibility with surrounding uses,
noise, and vibration. The following addresses these issues:
Availability of Parking: This issue concerns the availability of
parking, loading, and unloading areas and the potential for an
additional impact of increased traffic within the site. There are
371 total spaces within the project site, with 25 spaces allocated to

this unleased space based on the manufacturing ratio of 1 space per
500 square feet).
The proposed gymnastics school facility is considered a "commercial
school" for the purposes of calculating parking. This is because of
the fact that specific structured class times have been proposed
rather than an "open" timeframe as would be the case with a "health
studio or spa." Based on this interpretation, a total of 22 spaces
would be required for the project, anticipating a maximum of 50
students and 5 faculty members at any one time. The highest
concentration of students would occur in the evenings from 8-9 p.m.
when the parking demand for the remainder of the center would be very
low (see Exhibit "A-5). Additionally, class sizes during the weekday
morning time slots would be limited to 12 for "Mommy and Me" programs
and 8 for "Tiny Tots" programs (10 a.m. - 1 p.m., Monday through
Friday). Maximum occupancy has been noted as a condition of
approval. It is anticipated by the applicant that the after school
tumbling program on weekdays at 2 p.m. has the potential for 25
students. With class size limited to this number, the parking
provided will be sufficient. Saturday morning is also anticipated to
be a heavy use time for the gymnastics facility which would not pose
a conflict with other businesses in the site.
Compatibility with Surrounding Uses: There are a variety of uses
operating within the business park as can be seen in Exhibit "D." An
existing karate school is located within the center and occupies
1,920 square feet. No problems or complaints have been reported on
this business through either the Business License or the Code
Enforcement Divisions. In looking at the mix of uses within the
site, staff believes that the gymnastics studio would not create any
adverse impacts that would be incompatible with the surrounding
users.
Noise and Vibration Conflicts: Potential noise and vibration
conflicts could arise from the use of sound systems for the various
activities within the school. The fact that the tenant will be the
sole occupant of a freestanding building will mitigate any noise or
vibration concerns that might otherwise be present. In addition, as
is the case with all Conditional Use Permits, if the use causes
adverse effects upon adjacent businesses, the Planning Commission
could review the CUP for possible modification or revocation.
Technical Issues: The Fire District has indicated that the proposed use
may be considered a public assembly depending upon the occupant load. The
applicant must contact the Building and Safety Division for a change in
occupancy determination (see Exhibit "F").

ENVIRONMENTAL ASSESSMENT: Upon review of Part I of the Initial Study and
completion of Part II, the Environmental Checklist, staff has found no
significant impacts related to a gymnastics school locating within this multi-
tenant industrial center.
FACTS FOR FINDINGS: The Planning Commission must make the following findings
before approving this application:
That the proposed use is in accordance with the General Plan, the
objectives of the Development Code, and the Industrial Specific Plan
(Subarea 2) in which the site is located;

in the vicinity; and
C. That the proposed use complies with each of the applicable provisions of

CORRESPONDENCE: This item has been advertised as a public hearing in the
Inland Valley Daily Bulletin newspaper, the property has been posted, and
notices were sent to the adjacent property owners within 300 feet of the
project.
RECOMMENDATION: Staff recommends that the Planning Commission approve
Conditional Use Permit 93-40 through adoption of the attached Resolution of
Approval and issuance of a Negative Declaration.

Inland Valley Gymnastics Academy: Mission Statement
It is the goal of the Inland Valley Gymnastics Academy to have the finest
training equipment and facilities available. The Arrow Business Park, located
at 9017 Arrow Route, Rancho Cucamonga, California, is believed to be ideally
situated to allow the area to develop a first class, first rate training and
educational facility.
The Inland Valley Gymnastics Academy is dedicated to providing gymnastics
training classes and activities that will:
o Encourage and Maintain Physical Fitness
o Improve Coordination
o Develop Courage and a Winning Attitude In Youth
o Improve Mental Processes and Encourage Discipline
Basic physical qualities such as strength, balance, agility, flexibility and
muscular endurance are important to good health. Inland Valley Gymnastics
promotes these qualities that are vitally important in the successful performance
of all sports. Basic good health, good posture, and positive attitudes are
necessary for efficient, happy everyday living.
Gymnastics improves movements involving the entire body. The sport provides
a continual challenge and increased coordination through progressively difficult
stunts. It is this challenge that leads to the development of self confidence and
poise. These traits are carried on to all aspects of daily living and provide
motivation and aid in successful, meaningful accomplishments.
Inland Valley Gyinnastics Staff
An outstanding group of instructors has been selected to ensure the finest
gymnastic coaching available. Only fully trained, safety certified instructors are
used in the Academy. Instructors are selected based upon experience and are
fully equipped to coach all levels of gymnastics.
Basic gymnastic fundamentals will be taught during each session and lead to the
development of advanced techniques. Training guidelines include the
following:
1. Gymnasts are assigned to groups according to age and ability.
2. Training on the various equipment apparatus is through group rotation.
3. Individual progress and advancement is monitored periodically.
The student/coaching ratio is kept low to allow for maximum individual
attention.
Classes will be conducted Monday through Saturday and will vary in length and
frequency. Enrollment in the Academy is on a monthly basis. The Academy
has the finest equipment available including: balance beams; parallel bars;
uneven parallel bars; vaulting run; high bar; ring tower; pommel horse; mini
tramps; and large exercise and a tumbling floor. Also for the convenience of
parents and spectators, an observation area will be provided.
Classes and Schedules:
In addition to providing a high quality sports and youth development program,
the Academy management feel that working as a active participant in the
community is key to long term success. As such, the Academy plans to work
closely with City and School representatives to develop a service plan to make
the facilities as accessible to as many individuals as possible. Though subject
to change based upon community needs, initial class schedules include the
following:
Mornmy and Me Programs: Monday through Friday 10:00 a.m.- Noon
Each class will be approximately 45 minutes long and will be geared to
approximately 12 students. The class will be structured for fun,
development and exercise for both parents and young children
Tiny Tots: Monday Through Saturday Daily
Each class will be approximately one hour long and will be geared to
physical development and fun with young children. Class sizes will be
limited to eight.
Tumbling and After School: Monday through Friday 2:00 p.m. - 4:00 p.m.
These classes will be geared towards Junior High and High School
Cheerleaders and general conditioning.
Academy Gymnastics Program: Monday through Friday 3:00 p.m.- 7:00 p.m.
Each class is one hour and fifteen minutes long. Class sizes will be
approximately 10 participants and will be structured to stress the
fundamentals of gymnastics.
Team Gymnastics Program: Monday through Friday 5:00p.m.- 9:30 p.m.
Team gymnastics stress competition and progressively move students into
more challenging training. Team members travel to other gymnastic
competitions where performance standards are closely monitored.
Open
Gym Workout: Saturday
Open workout periods allow participant in the gymnastics programs to
practice events or just come and have fun with friends. Though
monitored by trained staff, the open workouts are generally unstructured.
Parking Requirements:
The operating philosophy of the Inland Valley Gynmastics Academy is to stress
quality and safety. As such, although parents are always welcome to attend and
watch workouts from the convenience of a viewing room, they are not
permitted into the training area while classes are taking place.
Our experience has taught us that this separation is not only essential to
maintaining a quality work environment, but it usually results in between 80%
and 90 % of parents simply dropping off their children and then returning to
pick them up at a later time. The current facility used to house existing
gymnastic teams that will become the basis for this business venture shares
about twenty parking spaces with five other businesses and has proven to be a
workable arrangement.. The direct parking spaces available at the Arrow
Business Park (Thirty-Nine solely dedicated to the gymnastic facility) will
provide more than ample space requirements to meet the needs of the business.
The attached chart compares available space to the anticipated maximum needs
for the facility. This chart demonstrates that even at a maximum operating
level, the site's 39 parking spaces will never fully be needed.
In addition to these 39 direct access spaces, there is well in excess of 50+
additional spaces within the business park to provide for more than enough of a
safety margin for use. The heaviest use of the gymnastics facility will be
between the hours of 5:00 p.m. and 8:00 p.m. Monday through Friday and on
Saturday morning. This schedule should work especially well with the
surrounding tenants who typically operate on a standard work schedule.
A Final Word:
We hope this information is sufficient to answer your questions regarding the
Conditional Use Permit (Non-Construction) being requested. Should there be

presently improved with a multi-tenant industrial park;
b. The property to the north of the subject site is multi-family
residential and a park site, the property to the south consists of a
manufacturing/general industrial building, the property to the east is a large
industrial building, and the property to the west is a large industrial
building and vacant land;
c. The subject property consists of a variety of office and
light industrial/multi-tenant uses;
d. Adequate parking exists on the site for the proposed use; and

e. Adjacent businesses will not be affected by any potential
noise generated from the facility because this is a single occupant building.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
a. That the proposed use is in accord with the General Plan, the
objectives of the Development Code, and the purposes of the district in which
the site is located.
b. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the public health, safety, or
welfare or materially injurious to properties or improvements in the vicinity.
c. That the proposed use complies with each of the applicable
provisions of the Development Code.
4. Based upon the facts and information contained in the proposed
Negative Declaration, together with all written and oral reports included for
the environmental assessment for the application, the Planning Commission
finds that there is no substantial evidence that the project will have a
significant effect upon the environment and adopts a Negative Declaration
based upon the findings as follows:
a. That the Negative Declaration has been prepared in compliance
with the California Environmental Quality Act of 1970, as amended, and the
State CEQA guidelines promulgated thereunder; that said Negative Declaration
and the Initial Study prepared therefore reflect the independent judgment of
the Planning Commission; and, further, this Commission has reviewed and
considered the information contained in said Negative Declaration with regard
to the application.
b. That, based upon the changes and alterations which have been
incorporated into the proposed project, no significant adverse environmental
effects will occur.
c. Pursuant to the provisions of Section 753.5(c) of Title 14 of
the California Code of Regulations, the Planning Commission finds as
follows: In considering the record as a whole, the Initial Study and Negative
Declaration for the project, there is no evidence that the proposed project
will have potential for an adverse impact upon wildlife resources or the
habitat upon which wildlife depends. Further, based upon substantial evidence
contained in the Negative Declaration, the staff reports and exhibits, and the
information provided to the Planning Commission during the public hearing, the
Planning Commission hereby rebuts the presumption of adverse effect as set
forth in Section 753.5(c-l-d) of Title 14 of the California Code of
Regulations.

5. Based upon the findings and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Commission hereby approves the application subject
to each and every condition set forth below.
Plannin~ Division
1) The total number of students on-site at any one
time shall be limited to 50.
2)
If the operation of the facility causes adverse
effects upon adjacent businesses or operations,
including but not limited to, parking, noise,
and/or vibration, the Conditional Use Permit
shall be brought before the Planning Commission
for consideration and possible revocation.
3)
Approval of this request shall not waive
compliance with all sections of the Industrial
Area Specific Plan, Development Code, and all
other applicable City ordinances.
4)
Prior to occupancy, plans shall be submitted to
the Building and Safety Division and the Rancho
Cucamonga Fire Protection District for review
and approval. Occupancy of the facility shall
not commence until such time as all Uniform
Building Code and State Fire Marshal's
regulations have been complied 'with. The
building shall be inspected for compliance
prior to occupancy.
5)
Any signs proposed for the facility shall be
designed in conformance with the Uniform Sign
Program for the Arrow Business Park and shall
require review and approval by the Planning
Division prior to installation.
6. The Secretary to this Commission shall certify to the adoption
of this Resolution.

DESIGN, AND SURFACE
TREATMENTS FOR THE METROLINK STATION AT MILLIKEN AVENUE AND THE
SANTE FE RAILWAY TRACKS
BACKGROUND/ANALYSIS: The City has received $3.5 million from SANBAG for the
installation of a Metrolink Station in Rancho Cucamonga. The funding, albeit
limited, is administered by the San Bernardino Associated Governments
(SANBAG), who have been in close contact with the City during the site
selection process. After lengthy deliberation the site of Milliken Avenue was
chosen by the City Council. Staff is currency in negotiation with the owner
of the site, General Dynamics, for acquisition of an ultimate 10 acre site.
The team of L.D. King, Inc. and Parsons-DeLeuw has been chosen as engineers,
and the team of RJM Design Group and Wol f-Lang-Christopher as Landscape and
Structure Architects - Designers. These teams have been meeting with a
committee of representatives from staff, the Southern California Regional Rail
Authority (SCRRA), SANBAG, and General Dynamics. Numerous topics have been
discussed, including, platform locations, ingress/egress, permanent and
temporary parking needs, bus, car, and pedestrian circulation activities and
site constraints.
One of the many key items discussed was the need for separation of the varied
modes of transportation to the station. Staff has found some existing
Metrolink stations mix pedestrians, cars, taxis, Omni vans and busses in the
same focus area. This was seen as unacceptable for safety reasons.
Therefore, the proposed layout has made a concerted effort to separate these
activities and still provide a central element to the site.
Another key element was the requirement of SCRRA to provide two platforms.
This has been found to be essential to operate trains both to and from the Los
Angeles area. SCRRA staff members indicated some stations currency in use
are being "skipped" by some trains due to insufficient platform areas.
Surface treatments such as sandblasting, rock salt, and coloring of concrete
have been integrated throughout the site including the platform. Hardscape
options will be presented. No stamped concrete or "Bomanite" texture is used
or proposed. Some interlocking pavers have been suggested in the parking lot
areas along with striping delineation. The subject proposal is the result of
these discussions to-date and is submitted to the Commission for review,
comment and approval.

The Central Theme element and protective structures will be submitted for
Commission approval at a later date.
Final design is scheduled to be completed by February 1, 1994, with
advertisement of bids to follow immediately thereafter. This will keep us on
target to open the Metrolink Station on September 1, 1994.
RECOMMENDATION: Staff recommends that the Planning Commission approve the
proposed layout, including plaza and platform configuration, and circulation
elements for the Metrolink Station to allow final design of these elements to
commence.
