HomeMy WebLinkAbout03-237 - Resolutions RESOLUTION NO. 03-237 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, ADOPTING THE FIVE- YEAR CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEARS 2003/04 THROUGH 2007/08 AND TWENTY-YEAR TRANSPORTATION PLAN BEGINNING IN FISCAL YEAR 2003/04 FOR THE EXPENDITURE OF MEASURE "I" FUNDS WHEREAS, San Bernardino County voters approved passage of Measure "I" in November, 1989 authorizing San Bernardino Associated Governments, acting as the San Bernardino County Transportation Authority, to impose a one-half of one percent retail transactions and use tax applicable in the incorporated and unincorporated territory of the County of San Bernardino; and WHEREAS, revenue from the tax can only be used for transportation improvement and traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 89-1 of Authority; and WHEREAS, Expenditure Plans of the Ordinance requires each local jurisdiction receiving revenue from the tax to expend those funds pursuant to a Five-Year Capital Improvement Program and Twenty-Year Transportation Plan adopted by resolution of the local jurisdiction; and WHEREAS, Expenditure Plans of the Ordinance also require that each local jurisdiction annually adopt and update the Five and Twenty-Year Plans. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rancho Cucamonga, State of California, hereby adopts the Measure "I" Five-Year Capital Improvement Program and Twenty-Year Transportation Plan, a copy of which is attached to this resolution. Hanson, Senior Civil Engineer 909 477-2740 Ext, 4065 Page 2 of 2 Resolution No. 03-237 Page 5 of 6 City of Rancho Cucamonga MEASURE I FIVE YEAR CAPITAL IMPROVEMENT PLAN EXPENDITURE STRATEGY 2003/04 The City intents to expend its Measure I funds generally as shown on our 20 year plan (attached). However, at present, we show funds being accumulated over several years for one large project, the Haven Avenue widening and storm drain project extending from Base Line Road to the 210 Freeway ($500,000 per year for a total of$2,000,000 in four years). These funds could be reallocated in any given year depending upon a change in priorities. Including the projects budgeted for FY 2003/04 and projects encumbered during FY 2002/03; the City is projecting a Measure I fund balance of near zero at the close of FY 2003/04. Resolution No. 03-237 Page 6 of 6 CITY OF RANCHO CUCAMONGA 20 YEAR LOCAL MEASURE 1 TRANSPORTATION PLAN The 20 Year Local Measure I Transportation Plan for the expenditure of Measure I funds will use the City's General Plan Circulation Element as a basis (copy attached). It is anticipated that the funds will be allocated in the following manner: Percent Type of Improvement 30 Maintenance, Rehabilitation and Repair of Existing Roadways 10 Traffic Signal Improvements 20 Street Widening 10 Intersection Improvements 10 Railroad Crossing Improvements 20 Slurry and Chip Seal of Existing Streets
