Henderson, AICP, Principal Planner BY: Scott Murphy, Associate Planner SUBJECT: REVIEW OF INTEGRAL PUBLIC ART FOR FOOTHILL MARKETPLACE BACKGROUND: On December 4, 1990, the Historic Preservation Commission recommended to the City Council a Point of Interest Designation for the Foothill Marketplace site, generally located on the south side of Foothill Boulevard between I-15 and Etiwanda Avenue. As a part of this recommendation, the Commission placed a condition on the project requiring the integration of public art into the design of the buildings that reflected the familial and wine-making past of the southern Etiwanda area. The City Council subsequently approved the Point of Interest designation, including in their Resolution the condition for integrated public art. On May 5, 1992, the Historic Preservation Commission reviewed the proposals submitted by the applicant, The Wattson Arno Company. After considering the various designs, media, and styles, the Commission directed the applicant and staff to pursue murals that depicted a realistic style and utilized subtle colors and tones so as not to "fight" with the design and colors of the buildings. The Commission suggested that the works of Rebecca Guzak and Susana Sheid seemed to meet this criteria. Additionally, the Commission stated that several smaller murals be provided across the site instead of one 20 X 40 foot mural. As a supplement to the pictoral representations of the history, the Commission suggested that the ideas provided by Linda Quinn might be incorporated into the center. The use of grape leaves on an arch or stamped into the concrete was rather appealing. The Commission was also receptive to the idea of a bas-relief located in the center of the main plaza. Finally, the Commission felt it essential that narrative text be provided to describe the Etiwanda history. By providing the different media, the Commission felt that all segments of the community would be able to view and understand the history of southern Etiwanda. ZtLm 3 HPC STAFF REPORT REVIEW OF INTEGRAL ART PROGRAM June 4, 1992 Page 2 DISCUSSION: Following the Historic Preservation Commission meeting, staff met with the applicant and the artists to further define the scope of the art and offered suggestions on locations, content, and style. The applicant has been pursuing that direction with the artist and has provided the compilation of the various discussions. At the time of staff report preparation, staff had not reviewed the proposal. As a result, staff will verbally update the Commission at the meeting on any areas of concern and/or consideration. RECOMMENDATION: Staff recommends that the Historic Preservation Commission consider the proposal and, if found to be acceptable, forward a recommendation of approval to the Planning Commission for incorporation of the public art into the design of the Foothill Marketplace center.
