SUBJECT REPORT ON ANNUALINSPECTIONSREGARDINGMILLSACTAGREEMENTS-
Evaluation and examination of 16 historic properties to determine compliance with
items listed on contracts
BACKGROUND. The Milts Act Agreement provides a positroe and tangible incentive to owners of
potential landmarks who may be hesitant about designation The first contract was approved by
the City Counal on April 4, 1990, and the most recent one on November 5, 1997 The contract runs
for 10 years and is automatically renewed for an additional year unless canceled
Per contract, periodic examinations of the interior and exterior of the premises are required to
determine compliance Once improvements have been completed, a penod~c maintenance visit is
scheduled
By committing to the Mills Act, qualified property owners have been able to rehabilitate or restore
their historic bwldings Offering owners of historic properties the opportunity to gain benefits has
resulted in a contribution for the continuation of the Cdy's heritage
ANALYSIS Property tax reduction agreement provisions were met by most property owners As
indicated in the attached material (Exhibit "A"), the pride owners take for their property is manifested
in the care and improvement of each particular historic landmark All improvements have enriched
the existing architecture and contributed to the enhancement of the City
A total of 16 houses were inspected by the end of 1998 Most property owners did not limit
themselves to items listed on the agreement They had taken the initiative to refurbish and/or
restore depleted areas of their properties At the end of each inspection, they were informed of an
annual examination that would be scheduled to determine continued compliance with the contract
When the inspections become due, property owners are noted in case they desire to be present
In summary, the inspections clearly indicate that the subject property owners have taken the
initiative to improve other areas, whether ~t be mtenor or exterior, in a fashion that promotes the
historical significance of the Orange Grove and Vineyard communities

CONCLUSION This is an informational item only and does not regwre Historic Preservation
Commission action Staff is extremely pleased that the individuals representing each of these
properties have contributed to the community strength of Rancho Cucamonga Their investment
of heart, time, and resources has made an immeasurable contribution to our past and our future
Staff will continue to work with property owners to clarify any questions they might have regarding
possible improvements In addition, staff will continue to seek out properties for contract
agreements, giving first priority to potential landmarks identified m the historic resources listing By
making available good incentives for the designation and preservation efforts, great contributions
are being made towards maintaining the identity of the entire community

Comments: In addition to all the improvements fisted on the Mills Act Agreement, property owners have
added a south wing to the house. It is se~sm~cally safe and has been designed to be structurally independent
of the original house. The addition includes a bathroom, a bedroom, and a studio The new structure ~s
covered with natural rock. The interior features --doors, windows, and trims--have been treated to resemble
the existing ones. Property owners aze presently working in landscaping, pnmanly, the azea m front of the
house The azea to the west of the property has been replaced with vineyards They have also added more
gravel to the dnveway and a row of trees along both sides of ~t The entrance, which has been rebuilt with
native rock, had wrought imn gate.

Comments: In addition to all the improvements listed on the Mills Act Agreement, property owner has taken
the initiative to plant approximately 70 roses along the 200 ft. dnveway and azound the house. During the
inspection property owner pointed out that instead of covenng the hazdwood floors with carpet, she would
rather keep them exposed. They aze not only m great condition but they enhance the combination of styles
found m the house -Italian Renaissance and Beaux Arts. The walls m the great room are also in great
condition and do not need to be refinished. Plumbing leading to the kitchen sink, laundry and downstairs
bathroom has been replaced Most of the house has been re-wired. Property owner is considenng replacing
screen; and adding a fenced gazden to the north side of the property. Due to financial constraints, the
property owner was granted an extension to complete improvement dated yeaz 2002 -trim 11 palm trees

The kitchen has been remodeled and two bathrooms completed in the past two years To repaint the outside
of the house will cost approximately $24,000; therefore, property owners ant~c~pate to complete this task in
parts over the next few yeazs.
