DEVELOPMENT CO - A review of a master plan for nine smgle-
story office/industrial bwldmgs ranging from 4,300 to 10,000 square
feet (approximately 44,000 square feet total) on a 3 5 acre site m the
Industrial Park Distract (Subarea 7), located on the southwest side of
White Oak Avenue, east of Elm Street - APN 208-352-92

PRE-APPLICATION REVIEW DRC2001-00641 -NET DEVELOPMENT
CO - A review of a master plan for nine single-story office/industrial
buldings ranging from 4,300 to 10,000 square feet (approximately 44,000
square feet total) on a 3 5-acre site in the Industrial Park District
(Subarea 7), located in on the southwest side of White Oak Avenue, east
of Elm Street - APN 208-352-92
The site is part of the Rancho Cucamonga Business Park Master Planned Development In
1991, a master plan was approved that proposed the development of office buildings totaling
71,000 square feet to be interlinked with other office and medical facilities by pedestrian paseos
and plazas Later, in 1998, the master plan was revised to allow for the development of a
57,000 square foot nursing home as a compatible ancillary use to the neighboring hospital
complex The plan presented by Net Development Co proposes to divide the 3 5-acre site into
nine separate lots each with a single office or industrial bwlding
Issues that may help the Commission in its review are as follows
Is the Master Plan based on logical planning boundaries and site conditions, rather than
being limited by individual parcel lines (Commercal/Industrial Design Guidelines)
Are the buildings laid out to create plazas and logical pedestrian connections Does the
design avoid creating vehicle/pedestrian conflicts (Commercial/Industrial Design
Gwdelines)
3 Does the plan create a strong entry statements (Commercal/Industrial Design Gwdelines)
Does the Site Pian take advantage the site's positive features (i a the long curved street
frontage) to its potential

5 Does the location of planters screen unattractive views and features such as parking lots,
loading and storage areas, etc (Commercial/Industrial Design Gwdelines)
Is sufficent architectural treatment provided to all bwlding elevations
(Commercal/Industrial Design Gudelines)
Does the architecture prowde focal points to create strong entry statements and a sense
of places Are towers, spirals, domes, trellises, fountains, or plazas provided
(Commercial/Industrial Design Gudelines)
Does the architectural style have a timeless quality rather than a trendy quality that may
quickly become "dated' (Commeraal/Industrial Design Guidelines)
Are two primary bwlding materials provided in sufficient "quantity" in the overall
architectural themes (Commercial/Industrial Design Guidelines)
Engineering provided the following comments to be considered in any future application
submittals for this pro/ect
Plot lines-of-sight for all driveways on the inside of the White Oak Avenue curve, using a •
design speed of 40 mph or 550 feet Toes of slopes, bwldings, and permanent
obstructions like monument signs shall be located outside the Imes-of-sight

Driveways at the protected on-site aisles shall be perpendicular (radial) to the street
Parking stalls perpendicular to the entry aisles shall be at least 50 feet from the curb face
on White Oak Avenue
4 Install ultimate sidewalk along west side of White Oak Avenue from the protect boundary
to Ciwc Center Dnve This wdl include the handicapped access ramp at the northwest
corner of Ciwc Center Dnve and White Oak Avenue and limits of improvements up to the
end of curb return
This development may have to accept drainage from the existing lot to the north and east
