frame of this agenda, a full staff report cannot be prepared until Monday,
January B. We will deliver it.
Essentially, the major points of the alternative are ae Follows:

Subject: Playfield Allocation Spring/Summer 1990
Recommendation:
To accept the proposed rescheduling of Alta Loma Little
League from Heritage Park to Red Hill Park March 21 through
the end of August, as outlined in the January 3 memorandum to
A. L.L. L. Board and attached as Exhibit A.
To amend the light-use policy to allow Red Hill and Heritage
lights to be used on Sunday evenings until 10:00 p.m. to
accommodate adult sfotball play. See Exhibit C.

The renovation projects for Red Hill and Heritage Parks are

Heritage~Park was scheduled to be completed. Due to the
displacement of existing adult softball leagues, a compromise
has been prepared that least inconveniences Alta Loma Little
League (A.L. L. L.), American Youth Soccer Organization
(A.Y.S.O.) and adult softball players. This allocation would
accoaunodate all groups. See Exhibit H & C. (Information
requested pertaining to our park use by different sport
groups/users is the Park Facilities Matrix attached labeled
Exhibit D.)
Analysis:
Exhibit A has been reviewed by A.L.L. L. and A.Y.S.O. Hoth

that it is a compromise by everyone. No one is thrilled that
the renovation program causes some inconvenience, however,
there has been a great deal of understanding by all
organizations.

The effect of accepting Staff's proposal is summarized for
your reference.
1. Alta Loma Little League will have its 1990 season at Red
Hill (as they had agreed to do earlier).
2. Heritz~e Park reconstruction will be phased.
3. Phase I would close Che west fiel3 for renovation at the
same time that a new field adjacent to it is built.
4. The east field would be used by adult softball. Also,
Sunday games would be programmed at Red Hill.
5. After Phase I is completed, Alta Loma Little Leaque
would return to Heritage for the 1991 season with two
ball fields from the west side renovation. The east
side would be closed for renovation as Phases II in 1991.
6. The adults would then all return to Red Hill.

Staff's recommendation, and they concur that, "Heritage needs
to be renovated and that decisions should be made for long-
term benefits of the parks--not short-term impact of sport
u5ere.'~

The following summarizes numerous conversations I have had
with Alta Loma Little Leagve Board Members. I would be happy
to attend any board meeting you may have scheduled to discuss
items you deem important. The Community Services Department
exists to facilitate successful programming by our
constituents.
Item #1...Heritage Park will serve as the site for A. L.L. L.
practices January 27 through March 20, 1990.
Item #2...The A.L. L. L. will start their season at Red Hill on
March 21 and continue through July 29, 1990. Playoffs will
be conducted at Red Hill at fields determined by the sports
division within the Community Services Department. All
necessary fencing will be acquired by the City.

ready to accommodate baseball.
Item #10...COmmunity Services will work with A. L.L. L, to
accommodate baseball play the summer of 1991 while the last
field at Heritage Park is being renovated. Initial thoughts
are to share the new Etiwanda lighted baseball field that
will be constructed the summer of 1990.
As stated above, I would be available to meet with the Board
to discuss the items mentioned or other matters the Board may

The regular programming for adult softball is as follows:

still accommodates them. By utilizing Heritage Park east
field (A. L. L. L. will use Red Hill), we have tha ability to

Friday.

SUBJECT: Heritage Park Soccer Field Renovation
SUMMARY
In January of 1989, the Engineering Division and the Community Services
Department planned a three year athletic field renovation schedule for Red Nill
and Heritage Parka. The rehovatione were to correct sub-standard field
conditions each as compaction, poor grading and drainage. Two (2) Memorandums
dated January 10, 1989 and June 6, 1989, are attached for your information, and
reflect prior ached~:ling changes which were made to accommodate the user groups.
To date, the 1989 schedule for Aad Hill Park has been accomplished with only some
irconvanienca is the uses groups. Vri!1 recently the 1990 Heritage Park
echedu le, and the 1991 Red Hill schedule has Deen agreed !o by both Citrus Little
League and Alta Loma Little League.
Further, at the suggest ion of Alta Loma Little League, anew Capital Project has
been echedu led to coincide with the 1990 Heritage Park soccer field renovation.
The project will add an additional Dall field to the soccer field overlay on the
west aide of the park.
ARALYSIS
The athletic field renovation echedu lea were designed to accomplish the goal of
providing the highest goal lty fields possible. Our objective in reaching this
goal, was to inconvenielTL2 the user groups ae littls ae poeeibls.

Due to the overlay configurationr the soccer field renovation will also encompass
the removal end replacement o£ 808 of the ball Field tuzf asses. Taking this into
consideration the remaining 208 of turf will also be renovated for the Bake of
continuity.
Hermudagreas turf has bean selected for the following reasons:

SUBJECT: Athletic Field Renovation Schedule
After reviewing the concerns and requests of the various athletic
groups regarding the field renovations at Red Hill and Heritage
Parks, we are able to affect a scheduling change for the 1990-
1991 baseball field renovations at Red Hill. The effect of this
change will be the elimination of any impact or displacement of
Citrus Little League during their normal season (January 1,
through July 31), while retaining an acceptable gcowing season
(fall) for the establishment of cool season turf in the
construction zones.
The request by Alta Loma Little League to reschedule renovation
of the Heritage Park Soccer Fields to August 1 though January
Due to the time needed to accomplish regrading, irrigation
restoration and turf establishment, we would be well into the
beginning of the rain season prior to the tucf establishment
period. Heavy rains at that time could cause major damage to the
project. Additionally, the establishment of the new bermudagrass
turf would not occur during the cooler months of late Fall and
early Winter, as that would be the approximate time in which the
seeding would' occur. As you know, bermudagrass needs warm
weather to grow vigSrously and become established, which is one
reason the original schedule needs to be adhered to.

The work planned for Heritage Park and Red Hill Park has been re-prioritized
to accommodate our communication to the affected youth sport teams using these
facilities.
The work scheduled cited below will accomplish our goals during the three year
work program scheduled for these two sites: and allow our departments to make
the necessary scheduling arrangements with the youth sport organizations using
these two parks.
The schedule below will affect this summer's Adult Softball and GYSA Soccer
programs. Our hope 15 to still have a softball season but on a limited basis
since they will not be able to use Red H111 from April 1st to July 1st. Our
plan is to limit participation to teams having 90% Rancho Cucamonga residents
during this time frame and scheduling games in other locations. The projected
loss of revenue for this time period is 58,000 for these programs. CYSA
Soccer wilt be relocated to area school facilities.
