Annexation of Tract 13945 to CFD 88-1
(Annexation No. 2)
Dear Directors:
We are the owners of Tract 13945 and have applied for and consent to the
annexation of Tract 13945 to CFD 88-1 far purposes of providing fire
protection facilities. We further consent to the authorization to the
board to impose a special tax on Tract 13945 pursuant to this
annexation.
We will be unable to attend the public hearing, but request this letter
be entered into the record of the hearing to attest as to our consent.

I have received your letter dated March 13, 1991 concerning the
proposed adoption of California Vehicle Code Section 21107.8 at the
Terra Vista Town Center, which is owned by Western land Properties,
a Lewis Homes affiliate.
Z wanted you to know, and request that you inform the City Council
at tonight's meeting, that Western Land Properties has no objection
to the implementation of the proposed resolution, and looks forward
to its' passage.

SUBJECT: PARK FEE UPDATE (ITEM F-2 ADV ERTISED PUELIC
HEARIN GS)
Prior to the March 20th City Council meeting, staff sent a copy
of the current park fee structure and related Ordinances and
Resolutions as well as the proposed fee structure to Bill Bothel,
Executive Director, BIA (letter dated March 18, 1991).
Per Council's direction, on March 27th, staf! contacted
Mr. Bothel by phone to insure that he had received the
information and to request any comments the BIA might have
regarding the item be received by the City in writing no later
than Monday, April lat. No written comments were received Prom
the BIA by this date.
Tuesday morning, April 2nd, staff received a phone call from
Frank Williams, newly appointed Legislative Advocate for the BIA.
Monday was his first day on the job. He stated that the Park Fee
Update had been assigned to him and he requested that he be able
to provide written comments by Tuesday, 5 P.M. No comments were
received.
In phone conversation Wednesday morning, April 3rd, Mr. Williams
indicated that he would be requesting a continuance oP the Public
Hearing. Staff reminded him that the item was originally on the
March 20th City Council Agenda and at that time a Public Hearing
had been set for April 3rd. Staff also informed him that this
item had been publicly advertised in the Daily Bulletin on
March 22, 1991.
