AN ORDINANCE OF THE CITY COUNCIL OF THE C1TY OF RANCh0

A. Recitals.
(i) On June 26, and continued to July 24, August 14, September 11,
October 9, November 13, December 11, and December 17, 1991, and January 8,
January 22, and Feh~mry 26, 1992, the Planning Connission of the City of
Rancho ~ conduc~d d~y noti~d public h~rin~ o==erni~ the
reo~,me/lded adoption of the Etiwanda North Specific Plan, hereinafter referred
to as tb~ "Plan."
(ii) On April 1, 1992, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearinq ccr~erning the adoption of
the plan.
(iii) The Plan cumprises approximately 6,850 acres located generally
north of Wilson Avenue (with a pertion north of Highland Avenue), south of the
National Forest (with porticr~ within the National Forest), east of tba
extension of Milliken Avenue, and west of the City limit of the City of
Fontana, all as referenced in the rand Use Map, Exh/bit 17, of the Plan.
(iv) On file in the City Clerk's office, and incorporated herein by
this reference, is a full, true, and correct copy of the Plan.
(iv) All legal prerequisites prior to the adoption of th~ Ordinance
Ordinance.
NOW, ~HEREPDRE, the City Council of the City of Rancho Cucamonga does
hereby find, determine, and ordain as follows:
1. In all respects as set forth in Recitals, Part A, of this
Ordinance.
2. Prior to the adoption of this Ordinance, this Council has
reviewed the Final Environmental Impact Report for the Plan and General Plan
90-03B and certified the Report, including adoption of a Statement of
Overriding Consideraticrs, in cc~pliance with the California Environmental
Quality Act of 1970, as ~, and the Guidelines prcmulgated thereunder.
3. Prior to the adoption of this Ordinance, this Council has adopted
General Plan Amendment No. 90-03B.
4. This Council hereby finds that the Plan has been drafted to
include, in text and acccnpanyirr3 diagrams, all of the information as follows:
a. The distribution, location, and extent of the land uses,
including open space, within tba are covered by the Plan; and

of major cureportents of public and private traction, sewage, water,
drainage, ~lid w~te disposal, energy, and other essentia~ infrastructure
proposed to be located within the area of the Plan and nccded to support the
land uses described in the Plan; and
c. The standards and criteria by which develoEmBnt will proceed
for land uses within the Plan and ~ for the conserratic1, develcimmnt
and utilizatic~ of natural resources, where applicable, within the area of the
Plan; and
d. A description of the implementation measures, including
regulations, programs, public works projects, and financing measures necessary
to carry out those provisions referenced in sub~ a, b, and c above
within the area of the Plan.
5. This Council hereby adopts Specific Plan 90-01, the Etiwa~_a
North Specific Plan, on file in the City Clerk's office and incorporated
measure set forth, in full, in the "Etiwarr]a North Specific Plan Mitigation
M~nitoring Plan" attached hereto and incorporated herein by this reference.
6. ~he Mayor shall sign and the City Clerk shall certify as to the
adoption of this Ordinance and shall cause the same to be published within
fifteen (15) days after its passage at least once in the Inland Valley Daily
Bulletin, a newspaper of general circulation pub]{-~h_ea_ in the City of Ontario,
California, and circulated in the City of Rancho C~, California.
