Adjourned Regular Meeting
. A. `CALL TO ORDER
An adjourned regular meeting of the Rancho Cucamonga City CouncillFire Protection District/Redevelopment
Agency was held on Wednesday, April 1, 2009, in the Tri-Communities Room in City Hall, located at 10500 Civic
Center Drive, Rancho Cucamonga, California. Mayor Pro TemNice ChairmanNice President L. Dennis Michael
called the meeting to order at 3:35 p.m.
Present were Councilmembers/Boardmembers/Agencymembers: Sam Spagnolo, Diane Williams and Mayor Pro
Tem/Vice PresidenWice Chairman L. Dennis Michael. Mayor/PresidenUChairman Donald J. Kurth arrived at 4:40
p. m.
Also present were: Jack Lam, City Manager/Executive Director; Pamela Easter, Assistant City Manager; Fabian
Villenas, Principal Management Analyst; Erika Lewis-Huntley, Management Analyst II; Captain Joe Cusimano,
Rancho Cucamonga Police Department; Chief Peter Bryan, Rancho Cucamonga Fire Protection District; Deputy
Fire Chief Mike Bell, Rancho Cucamonga Fire Protection District; Kevin McArdle, Community Services Director;
Kristen Compean, Intern and Debra McKay, Assistant City Clerk/Records Manager.
Absent was Councilmember/Boardmember/Agencymember: Rex Gutierrez

B. PUBLIC COMMUNICATIONS
No communication was made from the public.
C. ITEM of DISCUSSION
C1. UPDATE ON THE HEALTHY RC PROGRAM AND GREEN SUSTAINABILITY
Pamela Easter, Assistant City Manager, presented an update on the Healthy RC Program. She noted that the Healthy
RC Program is composed of three initiatives. Erika Lewis-Huntleywill be addressing the Mind and Body initiatives and
Fabian Villenas will be discussing the Earth initiative. The update included the Healthy RC Program goals and an
outline of the steps that have been taken to date. It was noted that Healthy RC inspires a lifestyle that embraces a
healthy Mind, Body and Earth, through lifelong learning and enrichment, active and healthy living and environmental
sustainability.
Erika Lewis-Huntley, ManagementAnalyst II, described Healthy Cities, which consistof programs, policies and plans
that promote and protect health and foster greater equity. She introduced the core team, addressed the three
components of the Healthy RC program and discussed the vision statement and the Mind and Body goals.
Fabian Villenas, Principal Management Analyst, addressed the Earth initiative. He discussed the Preamble
Statement, which indicates that the sustainability Action Plan will provide the foundation for the City to set a course
towards achieving environmental sustainability. The proposed actions focus on policies and City operations initiatives
that will facilitate the integration of a healthy mind, body, and Earth, in keeping the Healthy RC initiative. He introduced
the members of the green team, highlighted the steps taken to date and celebrated some of the 2008/09 successes.

Erika Lewis-Huntley discussed other 2008/09 successes and a video clip was shown that highlighted an Arbor Day
celebration held in the City of Rancho Cucamonga. Pamela Easter outlined the next steps and welcomed the City
Council's comments or suggestions.
In response to Councilmember Spagnolo, Fabian Villenas confirmed that AB 32 and SB 375 might be suspended but
noted that some of the goals were tied to these laws and some were not. He did not expect that this would not impede
work on the Healthy RC Program. Councilmember Spagnolo noted that he recently attended an Islamic health fair
and suggested that the team have a booth at such fairs. In response, Pamela Easter indicated that plans are
underway to have a booth at an upcoming Community Services health fair and welcomed the opportunity to
participate in other fairs.
Mayor Pro Tem Michael concurred with the Healthy RC concept and had not realized that it included sustainability. In
response to Mayor Pro Tem Michael, Fabian confirmed that the City's work in limiting second hand smoke was listed
in the current efforts.
Councilmember Williams did not want to wait for the General Plan to be adopted to begin implementing some of the
Healthy RC goals. She suggested that staff work with developers to implement some of the goals.
In response to Mayor Pro Tem Michael, Fabian Villenas confirmed that the results of staffs interviews with the
Council members would be incorporated.
MOTION: Moved by Williams, seconded by Spagnolo, to concur with the Healthy RC Program's vision and goals.
Motion carried 3-0; Mayor Kurth and Councilmember Gutierrez were absent.
C2. DISPATCH PROJECT BRIEFING AND CONSIDERATION OF GOALS
Mike Bell, Deputy Fire Chief, briefed the Council/District/Board on the dispatch project and the goals that have been
established by the Dispatch Executive Committee.
MOTION: Moved by Williams, seconded by Spagnolo, to endorse the Fire Dispatch Project's goals. Motion carried
4-0; Councilmember Gutierrez was absent.
