RESOLUTION NO. 94-235
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, RECITING THE FACT OF THE GENERAL
MUNICIPAL ELECTION HELD IN SAID CITY OF RANCHO CUCAMONGA ON THE
8TH DAY OF NOVEMBER, 1994, DECLARING THE RESULT THEREOF AND
SUCH OTHER MATTERS AS ARE PROVIDED BY LAW
C. ITEMS OF BUSINESS WITH NEWLY ELECTED OFFICIALS
ADMINISTRATION OF OATHS OF OFFICE - Oaths of Office will be administered by the Honorable
Judge Charles Havens, Presiding Judge, San Bernardino County Superior Court. Oaths to be
administered to:
William J. Alexander, Mayor
James Curatalo, Councilmember
Diane Williams, Councilmember

This is the time and place for the general public to address the City Council. State law prohibits the
City Council from addressing any issue not previously included on the Agenda. The City Council may
receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five
minutes per individual.

the foregoing agenda was posted on December 1, 1994, twenty-four (24) hours prior to the meeting per
Government Code 54953 at 10500 Civic Center Drive.
RESOLUTION NO. 94-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA COMMENDING
DENNIS L. STOUT FOR HIS SERVICES AS MAYOR
Ilq/EREAS, Dennis L. Stout became the first directly elected Mayor to the City of Rancho
Cucamonga in 1986; and
WHEREAS, Dennis L. Stout has served as the City Council's Mayor for eight years,
providing leadership during a time of tremendous growth of this community; and
W//EREAS, Dennis L. Stout guided the tremendously successful completion of the Adult
Sports Complex, which includes two soccer fields, three adult sot'tball fields, one 90 foot baseball
field and a 6,000 seat minor league baseball stadium which has become a focal point for family
entertainment in the community; and
WHEREAS, Dennis L. Stout lead the parmership with General Dynamics for the conversion
of the former missile plant to a multi-use entertainment/office/commercial center focused on an
Arnold Palmer designed public golf course, the first of its kind for the Inland Valley; and
WHEREAS, Dennis L. Stout has always strived to ensure the safety of the community, and
during his tenure the injury traffic accident rate was reduced by 56% ~'om 426 in 1986 to 242 in
1994, which is phenomenal in light of a population increase of 32,000; and
Itq/EREAS, Dennis L. Stout lead the transition of a County operated library to the larger,
better equipped City library without any additional costs to the taxpayer; and
Itq-/EREAS, Dennis L. Stout's dedicated concem for public safety moved him to consolidate
the City and the local Fire District to provide better services to this community; and
WHEREAS, Dennis L. Stout has always served with pride as Mayor of this community and
has worked endless hours to develop and implement a safe community for all its citizens, to provide
family oriented enterlainment, and has captured the historic significance along with the beauty of
this fine City called Rancho Cucamonga.
NOW, THEREFORE, BE IT lIESOL VED that the CITY COUNCIL of the CITY OF
RANCHO CUCAMONGA on behalf of its citizens, does hereby commend Denms L Stout for his
outstanding leadership while serving as a member of the City Council and extends best wishes for
continued success hi his future endeavors.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, COMMENDING
CHARLES J. BUQUET II FOR HIS SERVICES AS A MEMBER
OF THE CITY COUNCIL
WHEREAS, Charles J. Buquet II won a seat on the City Council in 1982 and has been
involved with every aspect of the City since incorporation in 1977, and served as Mayor Pro Tem
from 1982-1984 and again from 1992-1994; and
WHEREAS, Charles J. Buquet II's appointments to SANBAG and Omnitrans were
Chah-man of SANBAG's Major Projects Standing Subcommittee, a member of the Commuter Rail
Subcommittee and the Habitat Conservation Plan; and
WHEREAS, Charles J. Buquet II served as Chairman of the Board of Directors of Ornnitrans
and spearheaded the conversion of the Omnitrans fleet to compressed natural gas and other
alternative fuel uses; and
WHEREAS, Charles J. Buquet II's regional involvement helped shep'&r~"d the location,
funding, and development of Rancho Cucamonga's Metrolink Station, the Milliken Extension. the
Haven Avenue Widening Project; and the Foothill Interchange Improvements; and
WHEREAS, Charles J. Buquet II's involvement as a Sheriff Reserve Officer gave him keen
insights into law enforcement needs and issues and he worked hard to insure a strong law
enforcement program by serving on the City Council's Law Enforcement Subcommittee and serving
as Co-Chair of the Anti-Graffiti Task Force; and
WHEREAS, Charles J. Buquet II also served on the Parks and Recreation Subcommittee,
was active in streamlining efforts at City Hall, spearheaded the creation of the City Council's Public
Works Subcommittee and served as a member since its creation, stayed on top of State and Federal
funding issues, testified often before the State on behalf of the City and made certain the City got
its fair share return of tax money; and
WHERF__,,AS, Charles J. Buquet II has always been a dedicated public servant and has always
wanted the best for the community as evidenced by his dedication to these numerous appointments;
and
WHEREAS, Charles J. Buquet II as a member of the Rancho Cucamonga City Council has
demonstrated outstanding leadership, dedication and competence in improving the economic and
social well being of the community for the citizens of Rancho Cucamonga.
NOW, THEREFORE, BE IT RESOLVED that the CITY COUNCIL of the CITY OF
RANCHO CUCAJl4ONGA, on behalf of its citizens, does hereby commend Charles J. Buquet II for
his outstanding leadership while serving as a member of the City Council and extends best wishes
for continued success in his future endeavors.

APPROVAL OF RESOLUTION CERTIFYING MUNICIPAL
ELECTION RESULTS
It is recommended that the City Council approve the attached Resolution in order to
certify the municipal election results of November 8, 1994. Attached to the
Resolution (Exhibit "A") is the Certificate of Registrar of Voters along with the
Statement of Votes Cast.

A RESOLUTION OF THE CITY COUNCIL OF THE CFFY OF RANCHO
CUCAMONGA, CALIFORNIA, RECITING THE FACT OF THE GENERAL
MUNICIPAL ELECTION HELD IN THE CITY OF RANCHO CUCAMONGA,
ON NOVEMBER 8, 1994, DECLARING THE RESULT AND SUCH OTHER
MATTERS AS PROVIDED BY THE PROVISIONS OF LAW
WHEREAS, a general municipal election was held and conducted in the City of Rancho
Cucamonga, California, on Tuesday, November 8, 1994, as required by law; and
WHEREAS, notice of the election was duly and regularly given in time, form and manner
as provided by law; that voting precincts were properly established; that election officers were
appointed and that in all respects the election was held and conducted and the votes were cast,
received and cahvassed and the returns made and declared in time, form and manner as required
by the provisions of the Elections Code of the State of Califomia for the holding of elections in
cities: and
WHEREAS, the Registrar of Voters of the County of San Bernardino canvassed the returns
of the election and has certified the results to this City Council, the results are received, attached
and made a part hereof as Exhibit "A".
NOW, THEREFORE, the CITY COUNCIL of the CITY OF RANCHO CUCAMONGA,
California, does hereby resolve, declare, determine and order as follows:
SECTION 1: That there were 71 voting precincts established for the purpose of holding
said election consisting (of consolidations) of the regular election precincts in the City of Rancho
Cucamonga as established for the holding of state and county elections.
SECTION 2: That said regular municipal election was held for the purpose of electing the
following officers and ballot measure of said City as required by the laws relating to cities in the
State of California, to wit:
A Mayor of said City for the full term of four years;
Two members of the City Council of said City for the full term of four years;
Shall the office of City Clerk be Appointive;
SECTION 3: That the number of votes given at each precinct and the number of votes
given in the City to each of such persons above named for the respective officers for which the
persons were candidates, and the above stated ballot measure were listed in Exhibit "A" attached.
SECTION 4: That the whole number of votes cast in said City was 31,643.

SECTION 5: That the name of the person voted for at said election for Mayor of the City
Council of said City is as follows:
William J. Alexander
That the names of persons voted for at said election for Member of City Council of said
City are as follows:
James V. Curataio and Diane Williams
That the number of votes given at each precinct and the number of votes given in the City
to each of such persons above named for the respective officers of which said persons were
candidates were as listed in Exhibit "A" attached.
SECTION 6: The City Council does declare and determine that:
William J. Alexander was elected Mayor of the City Council of said City for the full term
of four years:
James V. Curatalo was elected as Member of the City Council of said City for the full term
of four years;
Diane Williams was elected as Member of the City Council of said City for the full term
of four years;
SECTION 7: The City Clerk shall enter on the record of the City Council of the City, a
statement of the result of the election, showing: (See Exhibit "A")
( 1 ) The whole number of votes cast in the City;
(2) The names of the persons voted for;
(3) For what office each person was voted for;
(4) The number of votes given in the City to each person;
(5) The ballot measure voted for;
(6) The number of votes given in the City to the measure;
SECTION 8: That the City Clerk shall immediately make and deliver to each of such
persons so elected a Certificate of Election signed by the City Clerk and duly authenticated; that
the City Clerk shall also administer to each person elected the Oath of Office prescribed in the State
Constitution of the State of Califomia and shall have them subscribe to it and file it in the Office
of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective
office to which they have been elected.

SECTION 9: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.

the California Elections Code, I did canvass the returns of the votes cast for each elective
office and/or measure(s) at the General Election held on November 8, 1994 in the
CITY OF RANCHO CUCAMONGA - MEASURE "V"
I further certify that the Statement of Votes Cast, to which this certificate is attached,
shows the total number of ballots cast in said City or District, and the whole number of
votes cast for each candidate and/or measure(s) in said City or District in each of the
respective precincts therein, and that the totals of the respective columns and the totals as
shown or each candidate and/or measure(s) are full, true and correct.
