their development application. The following items do not legally require any public testimony, although
the Committee may open the meeting for public input.

ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT DRC2003 701178 - CHARLES
JOSESH ASSOCIATES - A proposed expansion of an existing public storage.facility, adding 9.18 within
covered RV and boat storage in the Open Space District, located north of Arrow Route, south of Foothill
Boulevard along the west side of Day Creek Channel — APN: 0229-021-50 and 53. Related Files:
Development District Amendment to be filed prior to Planning Commission review and approval.
Design Parameters: The proposed facility would be located between Jack Benny Drive and
Foothill Boulevard in the Southern California Edison (SCE) utility corridor on two parcels with a combined
area of about 13.65 acres (595,000 square feet). As the site is located within the SCE utility corridor, the
project site is rectangular with approximate dimensions of 1,900 feet (north to south) by 310 feet (east to
west). The proposed facility would have an overall area of 11.78 acres (513,360 square feet) leaving the
remainder of the property undeveloped. This undeveloped area is located at the north side of the project
site immediately adjacent to Foothill Boulevard and is about 250 deep, i.e. the storage facility will be
about 250 feet south of Foothill Boulevard. The applicant has not indicated what is proposed on this
undeveloped part of the project site. The site is currently used as an outdoor nursery. The vacant
property to the west will be an office/commercial complex that is currently in plan check review by the
Building and Safety Department. To the east of the property, are the Day Creek Flood Control Channel
and another Southern California Edison (SCE) utility corridor. To the south, is a recreational vehicle and
boat storage facility similar to the subject project while to the north is the continuation of the utility
corridor. The northernmost two-thirds of the site is in the Industrial Park (IP) District, Subarea 7, while
the southernmost one-third of the site is in General Industrial (GI) District, Subarea 8. An application to
change the development district designations of the project site to Utility Corridor (UC) is pending. The
property to the south is General Industrial (GI) District, Subarea 8. The properties to the west are
designated as either General Industrial (GI) District or Subarea 8 or General Commercial (GC) District.
The subject property is generally level with an elevation at the north and south sides of about 1207 feet
and 1,170 feet, respectively.
The project will be comprised of enclosed/covered structures and open storage areas with the capacity
for storing 320 recreational vehicles and boats. Of the 320 spaces, 227 will be enclosed or covered
while the remaining 77 will be open. The enclosed and covered storage structures will have a combined
area of 141,626 square feet, while the open storage area will cover about 47,000 square feet.
No storage will be permitted or is proposed within the 80-foot wide SCE easement (beneath the power
lines) or within 100 feet of the SCE tower. As this project is an extension of the existing storage facility
located on the south side of Jack Benny Drive, with the same owner/operator, the management and
sales office located there precludes the need for an office on the project site. Furthermore, the
architecture of the proposed facility will match the existing facility (see attached pictures). Along the
perimeter of the site, will be an 8-foot high screen wall. At the south side of the site, there will be three
tower elements with an overall height of 24 feet and a raised screen wall with a height of 17 feet. The
tower elements will have pitched roofs with Spanish roof tiles. There will be slight articulation in the
screen walls at various intervals and vertical metal vine trellises to create variety in the screening fagade.
The buildings incorporate two different building finish/materials: stucco finish and river rock.
Staff Comments: The following comments are intended to provide an outline for Committee discussion.
Major Issues: The following broad design issues will be the focus of Committee discussion regarding this
project.
1. Enhance the north side of the facility by incorporating some of the elements/features proposed at
the south side such as tower elements, horizontal and vertical articulation of the walls, and add
landscaping.

2. Raise the height of the screen wall at the north side to minimize visibility of the stored vehicles as
seen from Foothill Boulevard.
3. For continuity with the existing facility, use split-face block along the base of the screen walls and
tower elements instead of river rock.
Secondary Issues: Once all of the major issues have been addressed, and time permitting, the
Committee will discuss the following secondary design issues.
None.
Policy Issues: The following items are a matter of Planning Commission policy and should be
incorporated into the project design without discussion.
1. All ground-mounted equipment, utility boxes including transformers, and back-flow devices shall be
surrounded by a minimum of two rows of shrubs spaced a minimum of 18 inches on center.
2. All signs are subject to the City's Sign Ordinance.
3. The maximum height of all light standards, including the base and measured to the top of the lamp
head, is 15 feet.
4. All wrought iron fences and sliding gates shall be painted black or a similarly dark color.
5. Decorative paving shall be provided at the primary vehicular access point on to the site.
Staff Recommendation: Staff recommends that the project be approved with the noted revisions to be
verified by staff and forwarded to the Planning Commission for review and action.

No action. The Committee provided the applicant some input regarding the project but emphasized that
they would not take action on this application until the related zoning issue was resolved (the zone was
changed to allow this land use) and that the project being presented to the Committee had a reasonable
chance for approval.
The Committee offered the following preliminary comments:
a. If a storage faculty is proposed for this site, the north end of the project, as it abuts Foothill
Boulevard, must have a substantially higher quality of design than is typical for storage facilities and
incorporate improvements per the Foothill Boulevard Visual Improvement Master Plan. The
architecture should be equal, or better, in quality to the recent commercial developments to the west
and the east of the project site. The facility should not be located too close to Foothill Boulevard.
Even though the setback is 45 feet along this street, that was deemed to be too close for such a land
use as the screen wall would be about 300 feet in length.

b. All vehicles parked in the facility must be fully screened and not be visible from the street. They
added that there should be a fully enclosed building instead of a just a series of metal canopies and a
screen wall.
c. Need to confirm what SCE will allow in terms of physical improvements on their property and, in
particular, under the power lines.
