Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. 5:00 p.m. (Nancy) DEVELOPMENT REVIEW 94-22 - BOSTON MARKET - The design review of detailed site plan and elevations for a 3,046 square foot restaurant on Pad N, within the Terra Vista Town Center in the Community Commercial District of the Terra Vista Community Plan, located at the northwest comer of Foothill Boulevard and Spruce Avenue - APN: 1077-421-76. 5:15 p.m. (Beverly) DESIGN REVIEW FOR TRACT 14139- N X - The design review of building elevations and detailed site plan for Tract 14139, a residential subdivision of 119 single family lots on 54 acres of land in the Low Residential District (2-4 dwelling units per acre), located at the southwest corner of Etiwanda Avenue and 25th Street- APN: 225- 082-01 PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony,although the Committee may open the meeting for public input. 5:15 p.m. (Scott) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 95 09 FRITO-LAY - A request to construct a 254,607 square foot warehouse addition, an 8,190 square foot maintenance building, and a 1,200 square foot lunch room addition to an existing manufacturing facility in the General Industrial designation (Subarea 5) of the Industrial Area Specific Plan, located on 37 acres of land at the northeast comer of Archibald Avenue and 4th Street - APN: 210-071-28. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. Design Review Committee Action: Members present: Heinz Lumpp, Dan Coleman Staff Planner: Nancy Fong The Committee determined that the revised plans have addressed the items listed under April 4, 1994 meeting and recommended approval with the following conditions: 1. Eliminate the light fixtures on the hip roof tower. 2. Add sconce light fixtures on the columns of the colonnade consistent with the ones in the center. 3. Change the color of the awning from striped black, red, and white colors to a solid color and eliminate the internal illumination. CONSENT CALENDAR COMMENTS 5:15 p.m. Beverly Luttrell April 18, 1995 DESIGN REVIEW FOR TRACT 14139-CENTEX - The design review of building elevations and detailed site plan for Tract 14139, a residential subdivision of 119 single family lots on 54 acres of land in the Low Residential District(2-4 dwelling units per acre), located at the southwest comer of Etiwanda Avenue and 25th Street- APN: 225-082-01 Design Review Committee Action: Members Present: Heinz Lumpp, Dan Coleman Staff Planner: Beverly Luttrell As a result of a grading plan check submitted by the applicant, the Building and Safety Division noted that the grading concept proposed was inconsistent with the rough grading plan that was originally approved with the tentative map. The applicant made some changes to the precise plan, and submitted for review by the Design Review Committee since it still was not exactly the same as the original approval. The Design Review Committee approved the conceptual grading design, but noted that the applicant should make every effort to eliminate the need for retaining walls, and should provide deepened footings wherever possible to eliminate any unnecessary grading. DESIGN REVIEW COMMENTS 5:15 p.m. Scott Murphy April 18, 1995 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 95-09 FRITO-LAY - A request to construct a 254,607 square foot warehouse addition, an 8,190 square foot maintenance building, and a 1,200 square foot lunch room addition to an existing manufacturing facility in the General Industrial designation (Subarea 5) of the Industrial Area Specific Plan, located on 37 acres of land at the northeast corner of Archibald Avenue and 4th Street- APN: 210-071-28. Design Parameters: Frito-Lay currently occupies the northern portion of the 37-acre parcel located at the northeast comer of Archibald Avenue and 4th Street. Main access to the site is currently obtained from Archibald Avenue. A truck access is provided to 4th Street and is used primarily for exiting the site. The southern portion of the site is undeveloped. The applicant is proposing to construct a 245, 368 square foot addition to the south side of the existing building. The south side of the addition will consist of 44 dock-high doors for distribution of the products. A 9,239 square foot office area will be provided within the mezzanine of the warehouse. ;A 1,200 square foot addition is proposed for the lunch room along the west side of the building. The applicant is proposing to match the existing building with the addition. The existing maintenance building will be replaced with an 8,190 square foot building located at the east side of the property, south of the warehouse addition. The warehouse addition and maintenance facility are proposed as concrete tilt-up construction. With the additions to the building,the applicant will be expanding the parking areas for both automobiles and trucks. Forty automobile parking spaces will be added to the parking area along Archibald Avenue. Two hundred seventy-six truck parking stalls are proposed along the southern portion of the site. Also, 87 stalls will be provided for smaller trucks within the southern portion. The applicant anticipates using the 4th Street driveway as the main access for truck and the Archibald Avenue driveway as the main access for automobiles. In doing so, the conflicts between trucks and automobiles will be minimized. Staff Comments: The following staff comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1. With the truck parking area located at the southern portion of the site, staff is concerned about .the visibility of the truck parking from public view. To address this concern, the applicant has provided a screen wall along the street frontages. The screen wall is designed to be 10 feet high when viewed from within the parking area. Berming will be provided on the street side of the wall to create the appearance of an 8-foot wall from the public right-of-way. The applicant has provided a line-of-sight section to demonstrate how the parking will be screened. The wall should screen the majority of the trucks from view. Extensive landscaping along the street frontages will further minimize the view of the trailers. 2. The maintenance building is located in closer proximity to 4th Street than the existing location. The line-of-sight section demonstrates that the public will not see into the roll-up doors to the working area. Given the limited visibility, staff has no objection to the maintenance building location. DRC COMMENTS DR 95-09 - FRITO-LAY April 18, 1995 Page 2 3. Planning Commission design policies require the use of two primary building materials. Primary building materials include concrete, sandblasted concrete,textured block,brick, granite, marble, and similar materials approved by the Design Review Committee. The warehouse addition is proposed as painted concrete tilt-up. An additional material should be incorporated into the design. Secondary Issues: Once the major issues have been addressed, and time permitting, the Committee will discuss the following secondary issues: 1. Additional variation should be provided in the perimeter wall design. The variations could include changes in materials, texture, and/or color. 2. The landscape fingers along the southerly Archibald entry drive should be expanded and additional landscaping should be provided to compliment the existing landscaping on the south side of the drive aisle. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: 1. Chain link fencing should not be provided within public view. Any open fencing within public view should be wrought iron/tubular steel. Staff Recommendation: Staff recommends that the Design Review Committee approve the application with conditions to address the previously stated concerns. Design Review Committee Action: Members Present: Heinz Lumpp, Dan Coleman Staff Planner: Scott Murphy The Design Review Committee reviewed the application and recommended approval of the project subject to the following conditions: 1. The height variation in the Archibald Avenue and 4th Street screen walls should be eliminated. The walls should be maintained at 10-feet in height across the frontages. 2. Because of the setback from the street and the design of the existing building, the sandblast finish at the warehouse and maintenance buildings should be eliminated. In exchange, the screen walls along the street frontage should be sandblasted rather than a combination of sandblasting and painting. 3. The portions of the wall projecting closer to the street should be provided with additional relief by introducing a form liner to the panel construction. 4. The owner of the railroad easement along the east side of the property should be contacted to determine if a wing wall can be constructed within the easement to screen the parking area to the north. 5. The lunchroom addition soffit should be designed with an aggregate stucco finish to tie in with the screen wall design.
