Whilc the Agency desired the above It did not necessarily want to pass on all proposals since this wouiJ pose additional time in the development review process, especially for those YetjthesAgency had wasnuncertainieven about those since the Agency felt's Indirectly perhaps, these could affect other projects which did relate to specific redevelopment proposals. The Agency thus asked staff to look at some type of policy resolution for its discussion. Staff has looked at all classes of projects possible in the project area. First it should be noted that aside from possible agreements that the Agency might approve with a developer or project owner, there is no difference in the review of projects or difference in the application of development standards for projects in tile project area. Thus, all private projects that might relate to sore financing arrangement areesubjectpto either write disposition agree entsscievelopmplacement. ntc grneements.) owner participation agreements, etc These automatically require Agency review and approval by taw. Also, all public projects require the same. These projects are in a specific class and are easy to define. The least stringent "direct* review process is for these projects to be placed on consent calendar of the Agency. If there is further review necessary, the project may be pilled. Hubbs, City Engineer Cha�ae of Street Nave From Center Avenue to Ivy Lane in Tra t 9 5 it has been brought to Staff's attention that Tract 9458 and Tract 9480 were both recorded with *Center Avenue' as a north /south street extending south of Base Line to Palo Alto Street. These two streets are parallel and within 200 feet of each other. This error was discovered during construction and the easterly street was renamed to Ivy Lane and Posted as such. Tract Map 9458, however, was never amended to reflect the change. This has resulted in certain confusion with Ue County Assessor's records that requires correction. Attached for Council action is a Resolution ordering Tract Map 9458 to be amended to reflect the fact that *Center Avenue• has changed to •Ivy Lane-. Because street names and home addresses currently reflect this change residents in the area will not ba affected. In the case of the eviction of Licensee by anyone owning or obtaining title to the premises on which the PIPELINE is located, or the sale or abandonment by Licensor of said premises, Licensor shall not be liable to Licensee for any damage of any nature whatsoever or to refund any payment made by Licensee to Licensor hereunder, except the proportionate part of any recurring rental charge which may have been paid hereunder in Advance. 10. All notices to be given hereunder shall be given in writing, by depositing same in the United States mail duly - egistered or certified, with postage prepaid, and addressed to the Licensee or Licensor as the cue may be at the address show on the signature page hereof, or addressed to such other address as be parties hereto may from time to time designate. 11. The project received a point rating in excess of the required threshold and is therefore eligible for Planning Com- mission review. In addition, the Conceptual Grading Plan has been reviewed by the Grading Committee and given conceptual aoproval. ANALYSIS: As noted above, the project would consist of 44 patio and 322 townhouse units as indicated on the Detailed Site Plan, Exhibit "O ". The units are arranged in clusters around common open space areas, parking pods, and recreational facilities as sham in Exhibit 'L ". The project site has been divided Into three planning areas; Area "A" consists of zero lot line patio homes of 1.230 to 1,403 square feet, Area '8" consists of two -story town- house units of 1,046 to 1,534 square feet, and Area "C" consists of 15., stacked townhouse units of 740 to 1,133 square feet. The elevations and floor plans are indicated on the attached Exhibits "I ". 'J ", and "K ". The parking provided meets the standard; of the Zoning Ordinance and adequate guest parking has been provided throughout the project • site. The patio homes have been designed with a variety of ecterior treat- ments and materials. All patio home units have been provided with an asphalt shingle roof. The two -story townhouse and stacked town- house units have been designed with a similar atchitectzral treatment and are designed with asphalt shingle roofs am stucco exteriors with wood fascia. The two -story townhouse units hava low profile stucco garden walls with a brick cap and the stacked townhouse units have low profile walls provided with horizontal wood siding. Each unit has been provided with ground floor patios or balconies in accordance with the Planned Development standards. In addition to private open spaces, recreational facilities have been provided through- out the project site. The patio home portion of the project has a common tot lot, with recreational opportunities available to each resident w'thin their enclosed rear yard. The townhouse portions of the project have been provided with recreational facilities in- cluding restraoms, spas, swimming pools, sunningy decks, and tot lots as shown on the Detailed ,Ite Plan (Exhibit 'D"). In addition, a continuous pedestrian circulation system meanders through common green- belt spaces. Forty -four zero - lot -line patio homes of 1130 square Peet to 1403 square feet have been planned for this area. Planning Area 8 includes the 16.7 acres )n the east aide of the Deer Creek Channel and is proposed as 172 townhouses of 1046 square fe•` to 1535 square foot with common recreational facilities. _ The northwest 10.9 acres of the site, Planning Area C, are planned to include 150 units of flat /townhouse combination of 740 square feet to 1133 square feet -nd one common recreational facilities site and two tat lots. Hydrology (b)(f)(g) The removal of vineyards and subsequent construction will decrease the amount of open and unpaved areas and, therefore, decrease rain and flood water absorp- tion rates and increase surface water runoff. The Conceptual Grading Plan and hydrology map have taken these factors into account. The proposed development intends to divert the majority of the surface runoff into the Deer Creek Chan- nel aid only a very small amount will be emptied into Turner Avenue. 4. Flora (d) Construction wilt result in the removal of the existing vineyard. However, the vineyard industry has diminished in recent years and this would not have a significant adverse impact on the industry as a whole. 5. Population (a) The development of this project will ha•a the potential to increase the pop- ulation of the immediate area by 36.1 households. This increase in population will crease additional demand for services. However, as an infill project, these services are available. 6. The overall change in elevation is approximately 25 feet. The site is bisected into east rnd west halves by Deer Creek which is intended to be a fully ­,roved channel in 1982. Vegetation The project site is currently in agricultural use. Vineyards cover both haloes of the site. Surrounding Land Uses The Ia Mancha Municipal Golf Course is locateil south of Arrow Route along center Street to the east of the project site. Directly south of 26th Street is an existing single family residential area with many older structures. There is a fairly • now single family residential development south of Arrow Route along Turner Avenue, west of the project site. A market is located along Arrow Route just west of Turner Avenue. To the northwest of the site, there is a development of apartments with a segment of undeveloped land along Turnor, north of Arrow. Directly north of Arrow P.oute, east of Turner and west of the Deer Creek channel is an undeveloped lot. To the east of Deer Creek, on the north side of Arrow Route is a trucking firm, Pacific States Transport. Extending eastward from Pacific States Transport are more vineyards and undevoloped land. A community church is located at the southeast corner of 26th Street and Center Avenue. A large business park is being developed to the northwest of the project site, between Foothill Boulevard-and Arrow Route It is bounded on the west by Haven Avenue and extends eastward to the Santa Fe Railroad tracks. Although they had no objections to his plans they did want the systems fees to go specifically for the improvement of the intersection. The proposal is for 59 units on 5.85 acres; or a density in excass of 10 unite per acre. There must be a new first reading of a new ordinance to change this to R- 3 /P.D. This would require the ordinance before them to be changed back to the R -3 /P D. and give it a na. first reading. Than council must make a motion to reconsider the first twtion made a number of months ago to tie a condition to the tentative map and development plen that it shall not exceed 9 units per acre. He felt it would not be fair for him to comment further. ,} Mr. Buquat asked if he felt there would be any problems with the project being just north of 26th Stoat. Captain Wickum stated that North Tow has about 1500 residents; about 1420 of the people are fine people. Only about 40 to 60 people who have in the past caused some problems. He staced they had a fairly goad handle on that, and therefore did not anticipate any problems. x: w Mr. Vairin stated that a member of the Sheriff 'a Department. r'nes eft on the growth management review committee, and additional securitT measures had been discussed at some length for the project.
