Mr. Weesevman indicated chat the City has received a request for an "tension
of the redevelopveut participation agreement with the Ernest Sabo Compaq and
Pootbmll Associates regareLag the Regional Shopping Center. S• indicated tlat
the request was based upon the fact that the market area had not quite devel-
oper to its fullest potential and because of difficulties in resolving the er-
chaige of Southern California Edison power liue easement. It is aoticipeted
that the issues will be resolve; within and 18 math period.
Hr. Wasserman also indicated that he and staff bad net privately with represen-
tatives a. Mar Compaq and Caster- Hawley-Asi1 retail chain to discuss the ea-
tensioa. Be indicated that both stressed a firm commitment to
Rancho Cucamonga and the Victoria Cardona Regional Center.
Chaireso Mikels opeoed the meeting for public input. Addressing the Agency

Dan Felix, Vice President of Redevelopment for Ernest Hahn Compaq,
sumrarized the need for the 18 moth extension. Se also indicated that the
project is a fire commitment not only of the retail representatives, but
also the Ernest Rahn Company and its partners in the project. Rte indicated
that both Broadway and May Company are partners in virtually "sty regional
shopping center in the gate of California. Therefore, since they are
partners in the Victoria :srdeas project, they will not be building in any
other regional centers In the market area.
Thar* being no further public comment, Chrimaa Mikels closed the ametiug to
further public comment.

Dear Chairman Mlkels and Agency rembers:
Ernest W. Hahn, Inc., the Managing General Partner developing the Victoria
Gardens Regional Shopping Center in Rancho Cucamonga, hereby requests an
18 -month extension to the Schedule of Performance incorporated into the
Redevelo•faent Participation Agreement.
The neoissity for the time ertensim arises from a recognition that
market criteria necessary for a regional retail center have not yet bee
achieved. The extension period is designed to enable the developer to
work with the department stores In correctly evaluating the extent of svrket
growth in the Rancho Cucamonga trade area.
The extension will also provide the time necessary to work out a form?
agreement far the relocation of a Southern California Edison (SCE) power
line easement. As you are atmre. SCE has granted conceptual approval
for the relocation subject to reimbursement of :elated costs. An
engineering s.udy must now be funded and accomplished to determine those
costs and establish the basis for the formal agreement between all Ux
parties.
Ernest W. Hahn. Inc. rem3ins convinced that the Victoria Gardens sire is
the best shopping center location in the region and we are fully emwitted
to the project.
We have enclosed executed copies of the first A&2nduent to the Rancho
Development Agreement and respectfully s,lirit favorable consideration
for approval and adoption.

Victoria Gardens Regional Center In Rancho Cucamonga, has
informed us they are requesting an eighteen month extension in
the development and creation of the shopping center.
Ae wish to advise the City of Rancho Cucamonga of our
continued support for the project, and express 'o the City our
support for that extension.
The Victoria Gardens site is the best location in the region
for a major region.1 shopping center toe regret that we cannot,
at this time. give an opening year commitment to the site, bit we
are hopeful that the eighteen month extension will allow us the
additional time needed to monitor the demographic trend in the
trade area and put us and other department stores in i position
to move with the project at that time.
