SUBJECT: ENVIRONMENTAL ASSESSMENT FOR PA11m. MAP NO. 5767 - FINI: - Request
to divide approximately .49 acres of land into two (L) parcels in
the R -1 zone located on the NEC of Haven and Lemon.
BACKGROUND: This review is for environmental assessment to determine any
significant adverse impacts on the environment as a result of the parcel
map heroin described. To determine si.gnificnnt adverse impacts, an Initial
Study of environmental concerns is prepared. Upon completion of that study,
evidence would indicate either no significant impacts or the potential for
significant adverse impacts. If a determination of no significant impact is
made, based upon the Initial Study, then a Negative Declaration may be issued
for the !:reject. If significant impacts are found, then an environmental
impact report should be required to fully analyze the potential impacts of
the project.
The applicant is requesting to divide approximately .49 acres into two (2)
parcels. This subdivision will create a legal lot for ownership purposes
for an existing residence with the remainder parcel to be available for
future development. The zoning is R -1 which requires a 7,200 square foot
minimum lot. The General Plan designates thin area as low density residential,
2 to 5 un :ts per gross acre.
ENVIRONMENTAL SETTINGS The s!te consists of two graded building pads and an
existing residence on the lower portion; full street improvements are in on
Dakota Avenue. An existing paved access road extends along the :northern
edge of the site. There is an existing Eucalyptus windrow on the northern
boundary of the site. Following is the adjacent land use and zoning of the
site:

SUDJECTi ENVIRONMENTAL ASSESSMENT FOR PARCEL MAP NO. 5130 - COHEN = Request
to divide approxinu.tely .63 acres of land into three (3) parcels
in the R -1 zone located on the oast side of Amethyst, between
Monte Vista and 19th Street.
BACKGROUND: This review is for environmental assessment to determine any
significant adverse impacts on the environment as a result of the parcel map
heroin described. To determine significant adverse impacts, an Initial Study
of environmental concerns is prepared. Upon completion of that study, evidence
would indicate either no significant impacts or the potential for significant
adverse impacts. If a determination of no significant impact is made, based
upon the Initial Study, then a Negative Declaration may be issued for the
project. If significant impacts are found, then an environmental impact
report shoudl be required to fully analyze the potential impacts of the project.
The applicant is requesting to divide approximately .63 acres into three (3)
parcels as follows:

BACKGROUND: Thin review is for environmental asseusment to datormine any
significant adverse impacts on the environment an n renult of this Project . Site
and architectural design is not considered unless it's related to environmental
concerns. To determine significant adverse impacts, an Initial Study of environ-
®mental concerns is prepared. Upon completion of that study, evidence would indicate
either no significant impacts or thte potential for significant adverse impacts. If
• determination of no significant impact is made, based upon the Initial Study, then
• Negative Declaration may be issued for the project. If significant impacts are
found, then an environmental impact report should be required to fully analyze ti:e
potential impacts of the project.
ENVIRONMENTAL SETTING: The applicant is proposing to construct two (2) retail
buildings totalling 10,250 square feet on 1.26 acres of land located adjacent to a
Jack -in- the -Box Restaurant or the southeast corner of Archibald and Arrow. Following
is the adjaeient land use and zoning of the site.

EAST rest food restaurant C -1
WEST Cucamonga Neighborhood Facility C -1
The subject property is presently zoned C -1 and planned as a neighborhood commercial
center. The site is presently vacant and contains no significant vegetation. A
recent street widening project has already provided full street improvements.
ENVIRONMENTAL ANALYSIS: part I of the Initial Study has been completed by the
applicant and is attached for your review. Tile environmental checklist has been
completed by staff. TWO positive responses were indicated on the checklist and are
described below:

BACKGROUND: The public hearing for thin itim was continued from the Pobrunry
27th mooting to this meeting- Since that meeting, the City Attorney comments
have been received relative to t}te ordinance and Chore line not been sufficient
time to review and incorporate such coawents. In addition, tl:e recant Planning
Commission Conference provided name ,additional idena which ataff would like to
review end possibly incorporate into the ordinance. We will continue working
on the ordinance and hopefully hove a corrected ordinance available at the
night of the mooting. llowaver, since the ordinance will not be distributed
until that time, action by the Commission would not be recommended until ttte
following mooting of 11arch 26, 1900.
RECOMMENDATION: it is recommended that the public hearing for this Zoning

DACKGROUNDt As the Commission will recall, this request was first sent to
tie Comm scion at its lost mooting of February 27, 1980. The final decision
on the request was continued to this meeting to allow the applicant time to
prepare additional informatlon and materials to indicate a more precise use
of the flags and alternatl%o loosing methods. To date, the applicant has
not provided any additional information for the Commission's review.
The applicant has placed the flags back on the property without approval of
thn City. The Planning Division Staff has worked extensively with Mr. Reiter
In developing a signing program on both Arrow and Archibald Indicating the
location of the Industrial leasing office. Those signs are visible from both
street frontages and act as a guide to direct traffic into the project and to
the office.
It appears as though Mr. Reiter is putting the City In a position to doter -
mine what leasing methods should be used to have his building leased in a
viable manner. Obviously, It Is not the City's position to determine dif-
ferent leasing methods for a project. There are many other projects of this
nature throughout the City who are experiencing a slow down In the leasing
of Industrial space but have not resorted to the use of flags or requesting
the City to determine how to lease the buildings.
The Sign Ordinance specifically prohibits the use of banners, flags, pennants,
and balloons except for use in conjunction with special events which Is
defined as activities or ovents such as grand openings and charitable events
and are permitted for a maximum of 45 days per calendar year. Leasing of
buildings Is not considered a special event and therefore will not qualify
for use of flags.
RECOMMENDATION: It appears that further delay and review of this request
will not provide any further information that would substantiate the use of

BACKGROUND: In conjunction with Mr. Isaacs' requent for a Change of
Zeno on Uiio abova - deserlbed property, which Is listed previous to this
Item on the agonda, site development plans have been submitted for
review and consideration by the Planning Commission for the development
of a service station center on the subject pproperty (Exhibit "1"). As
can be neon from the site plan (Exhibit "D' , the development clan Indl-
cates three different structures; a convenience market and bothroom
facilities, a combined gasoline service Island and retail area for tires
and batteries, and a service garage. The applicant's intentions are to
provide a development which would cater to freeway traffic from
Interstate 15. It should be noted that any approval considered by the
Plannirg Commission for the development of the site Is co.tingent upon
final approval of the zone change by City Council. In addition, the
configuration and placement of the buildings on the development plan
assumes approval of the Minor Deviation which should be presented con-
currently.
ANALYSIS: The findings. required to be made for Director Review in
accordance with the Zoning Ordinance require that the Planning Commission
find the site adequate In size and shape to accommodate the proposed use
and the specific development thereof. In addition, the Commission must
find that adequate Improvements will be installed in the appropriate
manner and In conformance with the adopted standards and policies. The
finding of odequnte size and shape can be made if the Planning Commission
determines that a Minor Deviation is warranted for the required setback
from the freeway right -of -way. Presently, the Zoning Ordinanre requires
a 15 foot setback from freeway rights -of -way. The project site is bounded
on the north by the Interstate 15 off -rnmp which contains a largo right -of-
way area. The area between the physical improvements of the off -ramp and

the north property Ilna of subject property range from 35 foot to over
40 foot. The existing off -ramp constralnes the amount of land ovallnble
and creates an unusual shaped lot. Further, setbacks from the riplit -of-
way could create design restrictions for the development of the slte.
All street Improvements and storm drain foci Iftles will be Installed in
accordance with the Master Plan of highways and will be Improved In
accordance with adopted standards and policies. Access to the alto wlII
be provided by one driveway from Base Line Road and one driveway from
East Avenual the proposal moots the adopted Planning Commission Access
Policy. Parking on the site Is provided in accordance with the zoning
ordinance standards. A portion of the parking area adjacent to the west
side of the aviary to the north side of the site is awkward and con-
strained. It is racomnended that two of these parking spaces be eliminated
and be landscaped ur used as a small picnic area. Thla revision Is shown
on the attached site plan (Exhibit "C "). The aviary is provided as an
attraction and feature to the site. Exhibit 110" Indicates the exterior
building elevations and the proposed architecture of the project. Colured
renderings and a material board will be provided at the Planning Commisslon
meeting and will be on display In the Planning division office prior to
the meeting. The design proposes to use the combination of materials such
as brick, stucco, wood shingles, tinted glass and alumlrum mullions.
Extensive mounded landscaping is being provided along Base Lino and East
Avenue in addition to landscaping In the interior of the project. A
detailed landscaping and Irrigation plan will be required to be prepared
prior to issuance of building permits.
In conjunction with the zone change, an Initial Study has been prepared
to assess the environmental considerations of the project. Part I of
the Initial Study prepared by the applicant is attached for your review.
Staff has completed the environmental checklist which Indicates that the
physical improvements of the site will add additional traffic and surface
water runoff. However, the significance of these two Items is mitigated
by the requirements of total improvements of the streets and an appro-
priate drainage system provided. Based upon the Initial Study, it appears
that the project will rot create any significant advurso impacts upon the
environment. If the Commission concurs with such a finding after review -
ing the Initial Study, then the Issuance of a Negative Declaration for
this project would be in order.
RECOMMEi4DATION:
Prior to consideration of this item, the Planning Commission must decide
whether or not the Minor Deviation for this project is Justified. If the

service station facilities proposed at the northwest corner of
Base Line and East Avenue.
RELATED ITEMS: Zone change No. 80 -01 and Director Review 00 -05
BACKGROUND: The Commission has already heard the request for zone
change or the subject site. This Item should be heard concurrently
® with the Director Review. As has been dnscribed within the Director
Review portion of the project, the site Is constrained by the construc-
tion of the Interstate 15 off -romp onto Base Line. As can be soon on
Exhibit "A ", the right -of -way area provided for this off -ramp is sig-
nificant In addition to the area between the physical Improvements and
the north property line of the subject property which ranges from the
35 feet to over 40 feet.
ANALYSIS: The Zoning Ordinance requires a 25 Foot setback from freeway
r g t -o -ways. To require that amount of setback for this particular
property creates a significant design constraint because of the limited
amount of land and the odd shape of the property. There is already a
significant area between the off -ramp improvements and. the property line
plus the building setback provided ranges from 10 to 30 feet. This pro-
vides a minimum of 45 feet from the off -ramp improvements. There is no
plan for further expansion or acquisition of right -of -way for future
improvements to this off -romp to our knowledge.
RECOMMENDATION: The freeway off -ramp could be considered to crento an
unnecessary hardship on this property due to unusual topog:•aphy,shape or
size. If the Commission concurs with such an analysis, then it is
recommended that such Minor Deviation be granted.

REQUEST FOR TIME EXTENSION ON DIRECTOR REVIEW NO. 79 -05 - LANTING- A
request for a one year time extension for a previoualy approved 138
unit apartment project located on the east aide of Archibald south
of 19th Street.
BACKGROUND: Attached is L letter from Lanting Realtors who arc now the
owners of the subject property which requests a one year extention. Tito
present experation date is March 14, 1980.
Tito Planning Commission recently considered a similar request from Vanguard
Company for their approved apartment project. Tito Commission Rranted only
a six (G) month extension to that project. The decision for the limited
extension in based upon the premise that project approvals should be limited
because of rapidly changing policies, atandards and land development. Addi-
tionally, the City is currently in the process of preparing a now zoning
Ordinance and General Plan which conceivably could create now development
standards that may affect thin project, if it is not under way within G months.
RECOMMENDATION: Based upon past Commission action, it is recommended that a
six (G) month extension be granted for Director Review No. 79• -05.

SUBJECT: HILLSIDE DEVELOPMENT STANDARDS
BACKGROUND:
The City of Rancho Cucamonga and the surrounding planning area includes
large, vacant undavoloped residential parcels located on hillside
topography. Much of this land is located along thn northern planning
boundary line of the conmunity and is designated on the Interim General
Plan as "Hillside." This designation has been recognized In the draft
zoning ordinance as requiring special development standards. Imple-
mentation of a comprohcnsive hillside development standard is necessary
with the occurrence of development in the hillside areas and with any
development which may require large amounts of grading that make exten-
sive changes to the existing land contours.
The history of grading in many of the existing residential subdivisions
within the City have exhibited lack of concern for the environment.
Some situations arising from poor grading practices on hillside develop-
ment include the following:
Drainage and erosion problems
Poor building location
Poor vehicle and pedestrian access
Visual eyesore
The Interim General Plan "Hillside" designation requires development
standards to be applied to certain hillside areas. Some hillside
standards are set forth in the draft Zoning Ordinance. They include
characteristics regarding grading, drainage control, planning bays for
aesthetic of the cut and fill slopes. However, to appropriately plan
hillside development, it is necessary for the City to consider a more
comprehensive approach towards reviewing and approving any development
requiring large amounts of grading, or development of steeper hillsides.
A comprehensive hillside development strategy for this City would con-
sider the following in creating hillside development standards:

Building design and construction standards

standards.
Consideration of the hitlsido development standards will coincide wall
with the completion of the General Plan and Ur-:)on Design element of
the City. Methods for Implementation of the Hillside Development
standards can be' accomplished through amending the zoning ordinance,
establishing specific standards to be employed by the Grading Ordinanra
and possibly creating Residential Design Guldalinos. Once complete,
this Information will be brought before the Zoning Ordinance Committee
and the Planning Commission for their review and approval prior to City
Council adoption. Ultimately, these approved development standards will
be available to the public, in a comprehensive information packet, such
as the hillside Development Manual.
RECOMMENDATION:
It is recommended that the Planning Commission direct staff to prepare
a Hillside Development Manual to be considered by the Planning Commission.
It Is anticipated that this information will be -available for review by
the Zoning Ordinance Committee during the first week of April. The
Planning Commission will review during May.

TENTATIVE GENERAL PLAN HEARING SCHEDULE
The completion of the Cenoral Plan by Sadway /Cooke is progressing wall.
Currently the consultant in completing Task G of the General Plan Program -
"Development of options and alternatives ". The consultant will present to
the Citizens Advisory Committee (C.A.C.) their analysis of land use alter-
natives at the March 11, 1900 meeting. 'The public review period will occur
once the General Plan alternatives have been fully evaluated and the draft
document has been reviewed by staff. It is anticipated that this review
period will start during the later part of May. Draft copies of the General
Plan document will be available to all Planning Commissioners and to the
general public at that time.
A tentative hearing schedule for the review and adoption of the General Plan
has been prepared and is attached for your information. As you can see, the
overall schedule is consistant with the goal to adopt the General Plan by
August of this year. You will note that the schedule sets forth 5 Planning
Commiusion meetings to review the General Plun in the month of June, occuring
on each Monday. It is not anticipated that all meetings will be necessary,
however, this schedule provides the flexibility for possible additional
meetings. F ,)llowing the public hearings on the General. Plan public hearing
will be held on the E.I.R. of the General Plan by the Planning Commission on
July 7, 1980. Once this has been complete all comments will be prepared and
forwarded to the City Council for their consideration at the meetings of
July 16 and 30. It is at that time the Council may adopt the General Plan
and certify the final Environmental Impact Report. After the adoption a
final copy of the General Plan in summary will be published.
