SUOJECTi ZONE CHANGE 1180 -03 AND ENVIRONMENTAL ABSP89MENT - THOMAS COLEMAN - A request
for a change of zone from R -3 to M -1 for property located on the south side
of 9th Street approximately 1,000 foot want of Vineyard Avenue - 8738 9th
Street - Assessor's Parcel No. 207 - 262 -28.
® BACKGROUND: Mr. Coleman ties requested a change of zone for approximately 2.4 acres
of land located at 8730 9th Street (Exhibit "A "). The subject property is presently
zoned R -3 (multiple family residential) and has requested a change of zone to M -1
(limited industrial). The appll'.cont has requented the change of zone to allow for
future development of industrial, uses on the property.
ANALYSIS: ExhLbits "B" and "C" indicate the adjacent land uao and zoning which is
described an follows:
LAND USE ZONING
North Vacant A-1
South Radio Station, vacant land M -R
East Light Industrial M -R
West Single Family Residence, and vacant land 11-1
Exhibit "D" displays the Interim Land Ue9 Element of the General Plan which designates
the subject property as Minimum Impact Industrial. The General Plan Land Use Element
contains only two industrial land use classifications; minimum impact and major. The
zoning ordinance contains 3 industrial designations; M -R, Restricted Munufacturing,
M -1 Limited Manufacturing, and M -2 General Manufacturing. The Minimum Impact designation
of the General Plan can be implemented through zoning the land either M -R or M -1 to
bring the land in conformance with the General Plan. The applicants' request is for
M-1 zoning for the subject property. However, all properties to the east and south,

which era presently zoned for industrial purponnn, are zoned M -R. It npponro an though
thuuo arena were zoned 11 -1t becauco of the clone proximity of residential call other
nenuiliva land once in rho area. The M -R mono is uwra restrictive and morn compaLablu
with surrounding lend unao than the M -1 zoning. Thereforo, to be consintant with the
surrounding zoning end autnblinhed tuning policies for thin area, it is racommneded
that Lila subject proporty be granted it mono change to the morn restrictive zone of M -It
(Rastrictod Manufacturing).
The Initinl Study line been prepared fot the environmental nuaonamont of thin mone
change. Attached in Port I of the Initinl Study no provided by tl:e applicant. Tha
environmental chocklist was completed by staff with no positive responses to any of the
items{ thus lending to the finding of no adverse impacts no n'reoult of the project.
If after review of the Initial Study, the Commnission finds the environmental asmeooment
to be adequate, than issuance of n Negative Declaration would be in order.
CORRESPONDENCE: A notice of public hearing was published in the Daily Report legal ad
section on March 14, 1980. In addition, notices of public hearing were sent to all
property owners within 300 foot of the subject property. To date, no correspondence
has been received either for or against thin project.
RECOMMENDATION: If, after review of the information presented herein and after tt:e
conclusion of the public hearing, tt:e Commission concurs with die above analysis and
recosunandation, the approprinto action would be to recommend approval to tl:e City
Council for the change of zone on the above described property from R -3 to M -11 an
described on the attached resolution.

ABSTRACT: As the Planning Commission will recall, this item has been continued
twice on the Agenda in order to allow Staff and the City Attorney to review the
proposed Condominium Conversion Ordinance and make appropriate changes. Attached
in a proposed ordinance which includes the City Attorney'a comments and the
comments gathered at the Planning Commission Institute in San Diego last month.
The Ordinance is comprised of a Purposes Section, Definitions, Property Develop-
ment Standards listing special and general requiromenta, an Application Require -
mont Section, and a Conversion Limit Procedure.
The Ordinance, if recommended for approval by the Planning Comminsion, will
proceed to the City Council for their adoption. If the Ordinance is adopted

SUBJECT: DIitiCTOIt REVIEW NO. 80 -06 AND ENVIRONMENTAL ASSESSMENT - ARNOLD ANDERSON -
A request for ti-,u development of an industrial nito located on the north
side of 6th Street, approximately 300' west of 'Turner - M -2 zone.
BACKGROUND: Mr. Anderson in raquenting approval for the devolopment of 4 light
industrial buildings totaling 800000 square feat e:: 4.5 acres of land located on 0
north side of 6th Street, approximately 300' want of Turno Avenue (Exhibit "A ") . The
site in presently zoned M -2 (gonoral manufacturing) and general planned for minimum
impact industrial. Tile situ is presently vacnnt, in addition to ti:e property located
to the north, cast and south. The property to ti:e went in presently developed with
industrial development similar to that proposed by Mr. Anderson.
ANALYSIS: The project site is adequate in size and shape to nccomodato the proposed
improvements an shown on tl:e development plan (Exhibit "B "). Street improvements and
dedications will be done in accordance with the master plan of streets and highways.
The project is providing th,a required amount of landscaping for 6th Street and meoto
parking standards of the zining ordinance.
As the Commission will recall, 6th Street was upgraded from a collector street, to a
secondary thoroughfare and Special Boulovatd on the General Plan. This means that the
right -of -way required for the development of 6th Street increased from 66' to 88'. This
change also increased the street from the centerline to curb face from 22' to 321. There -
fore, the new street improvements required to be installed with this project will create
a 10' off -net from the existing street improvements on the went side of the subject
property. In addition, the change now subjects the street, to the "Limited Access Policy"
as adopted by the Planning Commission. As can be seen from the site development plan,
access in proposed by means of two driveways; one on each side of the property. This
proposal is not cunsistent with ti:e "Access Policy" as the weetorly driveway is within
approximately 30' of an existing driveway to the west and the east driveway it less than
300' from the planned west driveway. In ord:•r to design access for this project consis-
tent to the policy, the applicant would be rajuired to provide shared arenas on the west
and oust property lines or one .driveway in t center of tl:e property. This has been
conveyed to the applicant and ha'has not bee.. able to gain permission from the west
property owner to allow the combination of the existing driveway with the proFooed
driveway for shared access. Therefore. the only other alternative to meet the "Access
Policy" would be tl:e centrally located driveway. Thin would require the applicant to
ITEM "G"
0 0
divido the front building into two separate buildings having the driveway go batwoon.
Tito appliannt fools thin in costly for them to mnko this chnngn and request that Ito
be permitted to install a full driveway at the wont and of the project no 'ndientad
on the davnlopmant plat nod design the cant driveway an n shared driveway on the
property line. Tito applicants' request in still net In conformance with the "Access
Policy ". In addition, a full driveway at the wont and of thu property proposes
circulatizin and night problems an a result of the W off-mot in improvometts at that
location. Tito innuo before the Planning Commiasion in :-''other or not the access policy
sLould be oncorced at thin particular location. 'In the post the Commission has upheld
tho access policy and required appropriate design changes in order to meat the access
policy.
Exhibit "C" indicates typical building al-tations for the project. Tito project will
be constructed of concrete tilt up walls with colored bands and wood entry innate.
Heavy landscaping in recommended in front of building "A" for enhancement and accent
to tho,bui.lding wallo.
11L'COMMENDATI(N: If, after review of the development plan and isducs, the Commission
finds that the development plait in consistent with the zoning ordinance and adopted
policies, if the project is redesigned to conform with the access policy, approval in
recommended oubjoet to the standard and special condition attaehe3. however, if access
policy in not adhered to denial is recommended.
Roo ectfully ubmitted;
