was held in the Lions Park Community Center, 9161 Bane Lina, Rancho Cucamonga,
on Wednesday, March 12, 1980. '
Meeting wan called to order at 7:00 p.m, by Chairman Hempel who led the meeting
with the Pledge of Allegiance.

Jim Danko spoke in opposition to the proposed zone change. The opposition was
based upun the fnct that the project site is located within 6001 of the property
that Mr. Banks owns on Victoria. Mr. Danko felt that th:e proposed zone change
would be spot zoning and not appropriate and that it would adversely affect ilia

The Commission responded to Mr. Banks by stating tl:nt the project site is bounded
by the freeway off ramp and mayor atreeta and that no other. typo of zoning would

General Plan.
There being no further comments from the audience, Chairman Rompel closed the
Public hearing.
A motion was made by Commissioner Dahl and seconded by Commissioner Tolstoy to
recommend adoption of Zone Change No. 80 -01 to the City Council.

stated and reported that the unuounl configurntlon, size and ahnpo of the
nito prenanto a difficult design problem and that strict interpretation and
enforcement of the not -buck requirements for freeway right -of -way would cause
undue hardship on the applicant.

TIME EXTENSION OF DIRECTOR REVIEW NO. 79 -05 - JERRY LANTING - A request for
a ono year time extension for the 138 unit apartment complex located on Archibald

Jack Lam, Director of Community Development, presented the Staff Report it. �I�
detail. Ile reported that on a previous action by the Commission on a similar
case a six month time extension was granted. Therefore, based on previous
Commission action, it was recommended that a six month: time extension be
granted for thin project.
There being no discussion by the Comoission, it was moved, seconded and
unanimously carried to grant a nix month time extension to Director Review
No. 79 -05.
DIRECTOR'S REPORTS
REPORT repardinR hillside Development Standards
Tim 8eedle, Associate Planner, presented a Staff Report in detail. He reported
the development of hillside standards for the north portion of the City is needed
for proper hillside development.
The Planning Commission agreed that there is a need for strict 1:171sidu develop-
ment standards and directed Stafr to prepare such standards for their review and
consideration.

Planning Commission to consider such things as greenbelt, office and regional
locations and transit routes. ile also agreed that the office encroachment
into the industrial area was not consistent with the original goals and policies
developed by the Commission.

to environmental concerns. To determine significant adverse Impacts, an
Initial Study of osnvironmantal coneorns'ls prepared. Upon completion of that
study, evidence would Indicatn either no significant impacts or the potential
for significant ad•terso impacts. If a determination of no significant impact
is made, based upon the Initial Study, then a Negative Declaration may be
issued for the project. If significant impacts are found, then an environ-
mental impact report should be required to fully analyze the potentlal
impacts of the project.

BACKGROUND: This review Is for environmental assessment to determine
any s`— i nlf'i -cant adverse _Impacts on the environment as a result of this pro-
ject. S to and arc: toctural dosign Is not considered uninss It's rotated
to environmental concerns. To determine significant adverse Impacts, an
Initial Study of environmental concerns is prepared. Upon completion of
that study, evidence would Indicate either no significant Impacts or the
potential for significant adverse impacts, if a determination of no sig-
nificant Impact is made, based upon the Initial Study, then a Negative
Declaration may be Issued for the project. If significant impacts are
found, then an environmental impact report should be required to fully
analyze the potential impacts of the project.
ENVIRONMENTAL SETTING: The applicant is proposing to construct an
industrial park In two phases on 1.65 acres and 1.86 acres, respectively.
Phase I Is proposed to contain three buildings totaling 28,231 square foot
and Phase II Is proposed to contain four buildings totaling 30,496 square
feet. Following is the adjacent land use and zoning of the site:

The subject property is presently zoned M -R and designated minimum impact
industry on the General Plan. The site is presently vacant and contains

ENVIRONMENTAL ANALYSIS: Part I of the Initial Study has been completed
by the applicant an is attached for your review. The environmental
checklist has been completed by staff and no significant adverse environ-
mental impacts were found.

BACKGROUND: The applicant is requesting approval for the development of
an auto dismantling yard on approximately two acres of land to be located
at 13195 Whittrom Avenue (Exhibit "A "), Whlttram Avenue is tradl Lionel ly
the street where auto dismantling facilities have been located. The pro-
ject site is presently bounded on the east and wast by existing auto dis-
mantling facilities. South of the project site Iles an existing railroad
line and further south Iles heavy industrial uses such as steel mills and
Kaiser Steel farther south. The property is zoned M -20 (General Manufac-
turing) and General Plan for Major Industry. The project site is presently
bounded by a six foot chain link fence on the oast, west and south boundaries
and an eight foot high block wall approximately thirty feet from the front
property line. in addition, the site presently contains two build;ngs; one
which will be used as the guard house and the other as an office. l,he
applicant proposes to construct an additional building approximately 3,200
squa -e feet which would be a covered shelter for the storage of electrical
parts.
ANALYSIS: Exhibit "B" displays the proposed development pion for the pro-
ject. The entire area to the north of the existing block wall is propose,.
to be landscaped and all business and storage activities arc proposed to
take place behind the eight foot block wall. Access to the project site
will provided by one

requires entrances of this nature to be a minimum of twenty -four feet wide.
The refore, the block well wlII have to be al tared to conform with this pro-
vision. One single access road leading to the rear of the property will be
located to the center of the site and a hammerhead area will be provided at
the rear of the site for emergency vehicle turn around.
The proposal indicates an adequate asphalted parking area and the access
road will be compacted slag. A compaction test will be required to certify
that the necessary compaction is provided for emergency vehicle use. VIci-
bility of the stored vehicles will be significantly mitigated by the
requirement that car bodies not be stacked higher than two high and no
storage will occur within the first 150 fee of the project site.

Subject: A RMURST FROM THE SIGMA S11ARC FOUNDATION for operation of an
Alcohol and Drug Abuse Correctional Program in the M -R Zeno
BACKGROUNDS Attached is a letter from Mr. Ronald Payne of the Sigma Share
Foundation in which to lino requested that they be permitted to operatu tl:e
foundation from an induotrial building located in the M -R zone. The building
in one of the multi.- tenant buildings located within the Vanguard industrial park
located on the northwest corner of 7th and Archibald. An the Commissionl will
recall, a determination was made for another use in the same building rolative
to an industrial medical clinic. The Commission determined that the medical
clinic was industrially oriented and would therefore be compatible to the other
Industrial uses in the zone. ilia Commission required the use to be approved
through the Site Approval process by which a public hearing would be held before
the Conmiosion. This Commission would have full authority for periodic review
of the use in cane of problems that may arise an a result of the medical use.
In addition, it is clearly stated that thin approval for the medical use did
not constitute approval for other medical offices or administrative offices in
the zone unless it was somehow found to be directly related to the industrial
area.
The intent and the purpose of the M -R (Restricted Manufacturing) zone is stated
in the Zoning Ordinnnce to encourage the development of light industrial urea in
areas where the developmental or expansion of residenti&l, agricultural and
commercial uses are not compatible with other industrial uses. The M -R zone
does not list administrative or social care facilities an a permitted use. There-
fore, the applicant has requested a determination by the Planning Commission as
to whether or not this use would be similar to the other uses listed within the
M -R zone.

a window into tine project and it becomes difficult to obtain industrial tenants
in a apace of that nature. Tito options before ttte Plnnning Commission are similar
to that which were used for the medical center. Tito Commission could find that
the Sigmn Share Foundation operation in related to the industrial community of
the City end that its location hero would be more compatible than other arena
of the City. The Site Approval procans could be required which would permit the
Commisnion authority for future review and consideration if problems should orioo.

1181tt industrial land. As the Commission is aware. Archibald Avenue is one of
our major north /south thoroughfares and is designated as a special boulevard.
It ties been discussed many times as to what type of development should occur
along Archibald within tl►e industrial area. Discussion two led to considera-
tion of other uses along Archibald for aesthetic purposas and a logical transition
for uses from Archibald back.
RECONMM4DATIONt It is reco:mmonded that the Planning Commission consider all
input provided at the meeting by Cite applicant and connidor the zoning ordinance
requirements and make the determination an to whether or not the request is
justified. If the Conomiaaion finds that the use is like and compatible to the
industrial area than it is :aco►mnanded that such use be centrolled by Cite review
and consideration of a Site Approval application.

to leasing a facility at 9024 Archibald Avenuo, Rancho Cucamonga. At
first there neenxxl to be no problem in obtaining this porrnit, than, tiro
planner handling this noticed that the site was one of those very small
sections of the city zoned M-R. Ila stated that i.f it wore toned M -1,
we would be allowed to establish our business there. 110 then indicated
that he could not make a decision on M-R zoning and we would have to
request a formal hearing before this comnisnion.
Tho SIGN SHAIM tbundation is established to corm t the problems of
alcohol and other drug abuse. our function at this facility will be
primarily administrative, with class's in substance abuse and other facets
of the program being conducted in the evenings. Sanb=a will be presented
at this facility for the industrial cofpaniea of this area as well as in
plant (factory, etc) presentations. Since alcohol and its subsequent
abuse costs industry billions of dollars yearly,wo will be in an ideal
location for providing thin service.
one of our neighbors at thin facility will be a Medical clinic
that deals with industry, not unlike our own situation. The location is
ideal and centrally located. since I am a resident of this city, Thia
location will be our main headquarters for the foundation, which we hope
will be national in scope within a few years.
We will be not only working with industry, but, with all branchs of
County and soma of the different City governments as well. We will be
working with the Criminal Justice systm providing a diversion program
and providing services to the Probation departmentF and police in alcohol
awareness and training. The foundation will provide a broad range of
services, some of which will save the City and County money. Volunteers
from our program provide a mininnnn of one hundred hours of service to their
respective cammmi.ties per year.

BACKGROUND: Tito subject Tract Ifni) is the reoult of the decinion by the
City Council to revert to acreage the recorded Tracts 9399 and 9400.
Tract Non. 9399 and 9400 consint of 12 lota each on a total r.1 13.4 acres.
The tracts were originally approved by the County and oubso;ucntly recorded
with a bond being posted for road, sower and water installations, llowever,
the bonded two year time of construction agreement expired, with no attempt
having been made to start construction, and Council by btate law, find the
right to:

2) Reversion of tracts to acreage
Due to the desire of Council to seek redesign and tho City Attorney's recommenda-
tion, the Council decided to revert the tracts to acreage. The City Engineor's
report was reviewed by the Development Advisory Board and concluded that there

DACKGROUNDt The applicants are requesting a change of zone for approximately
3.3 acres of land located on the northwonl• corner of Klueman and Whirlaway (Exhibit
"A "). The subject property in presently zoned R -1 -•l (Single Familyitesidential, one
acre minimum lot size) and the request in for a change to R -1- 200000 (Single Family
Residential on minimum ono -half acre lot). The applicant had previously proposed
to divide the property into four single family one -half acre lots and di covered the
zoning required minimum 1 acre. Thus, a zone change in now being requested that
would permit the subdivision of land.
ANALYSIS: Exhibits "B" and "C" indicate the adjacent land use and zoning which

the existing zoning map the subject property is bounded on the east, west and aouth
by one -half acre zoning. The majority of the homes in the surrounding area are
developed on one -half acre lots. Therefore, the zone change request would be
compatible with the existing zoning and development in the surrounding area. Further,
the zone change is consistent with the General Plan designation of very low denaity.

BACKGROUND: Tito applicant in requesting a change of zone for approximately 7.66
acres of land located on the southwest corner of Baker and Foothill Boulevard.
(Exhibit "A "). The subject property in-presently zoned A -1 (Limited Agricultural)
and the applicant has requested a change of tone to it -3 (Multiple Family Ronidentinl).
The applicant is requesting the zone change to bring the property into conformance
with the Central Plan for future development. The majority of the property is still
in graven and one dwelling in locntad at fho northeast corner of the site.
ANALYSIS: L'xhibita "B" and "C" indicate the adjacent land one and zoning which is
described an follows:

The Interim land use element of the General Plan which designnten
the subject property as medium density residential (5 - 15 units per acre). Tito pro-
posed change of zone is consistent with the General Plan as R -3 zoning is a multiple
family zone designation. Future development of the site as multiple family residential
will be restricted to a density of 5 -- 15 unite per acre in accordance with the
General Plan designation. The subject property is adequate in size and shape to
accommodate those uses permitted in the R -3 zone and such proposed zone in consistent,
with the existing and future land use in the immediate area.
The Initial Study has been prepared for the environmental assessment of the zone
change. Attached is Part I of the Initial Study as provided by the applicant. The
Environmental checklist was completed by stafF with no positive response to any of
