on 2.11 acres in the A -P zone located on the
corner of Haven and Banyan Avenue.
BACY.GROUND: The applicant is requesting a twelve month extension on
the Site Approval for a 175 seat sanctuary with a proposed multi- purpose
facility totaling 4,388 square feet (Exhibits "A" & "B "`, Difficulty in
obtaining financing is the reason cited for the extension request.
(See attached letter.)
In early 1979 the City Council approved a Zone Change for the project
site from R -1 to A -P. The Site Plan was approved on July 9, 1980.
RECOMMENDATION: It is recommended that a 12 month extension be granted
for Site Approval No. 80 -09 to run from the present expiration date of
July 9, 1981 to July 9, 1982.

ANALYSIS: Although the proposed variance, if approved as requested,
would result in the construction of a residence 8' from the rear prop-
erty line, which is the side lot line for the property to the north,
the existing residence to the north is approximately 15 to 20 feet
from the subject property line. Therefore the result would be a
separation between Lhe two residences of 25 to 30 feet. Consideration
should be given to the fact that the subject property is a 3,281 square
foot lot, whereas the R -3 zone has a minimum lot size of 8,000 square
feet. Additionally, although the Zoning Ordinance now require- a 20'
rear yard setback, the County Code required only a 10' rear yard set-
back in the 0-3 zone which is consistent with most of the dwelling
units constructed in the immediate vicinity along Monte Vista Street.
The front yard setback reduction to 16' would not be inconsistent
with the setbacks found on other lots within the area under similar
circumstances.
Variances may be granted by the Planning Commission for certain devel-
opm�nt standards only when, because of special circumstances applicably
to the property such as size, shape, topography, location or surroundings,
the strict interpretation and application of the Zoning Ordinance would
deprive such property of privileges enjoyed by other properties in t "e
vicinity and under identical zoning classification. Therefore, variances
may be granted when the strict enforcement of the Zoning Ordinance would
result in practica. difficulty or unnecessary hardship inconsistent with
the objectives of the Zoning Ordinance. After review of this request,
Staff finds that the proposed variance is consistent with the intent
of the Zoning Ordinance and would not be detrimental to the public health,
safety, and general welfare of the community or the surrounding area.
CORRESPONDENCE: This item has been advertised as a public hearing and
notices ave been mailed to property owners within 300' of the subject
property. To date, no correspondence has been received for or against
this project.

W4EREAS, on the 21st day of May, 1981, an application was
filed and accepted on the above- described project; and
WHEREAS, on the 8th day of July, 1981, the Planning Commission
held a duly advertised public hearing pursuant to Section 65854 of the
California Covernment Code.
SECTION 1: The Rancho Cucamonga Planning Commission has made
the following Findings:
A. That strict or literal interpretation and enforcement of
the specified regulation would result in practical difficulty
or unnecessary physical hardship inconsistent with the
objectives of the Zoning Code.
B. That there are exceptional Gr extraordinary circumstances
® or conditions applicable to the property involved or to
the intended use of the property that do not apply generally
to other properties in the same zone.

SUBJECT: STREET NAME CHANG!' FOR 151t;i STREET - Proposad to be
Olive Strect, an east/west r6nning street from the
Rancho Cucamonga City Limits Just west of Sapphire
Street to its terminus at Palm Drive, a distance
of approximately three (3) miles
ABSTRACT: After adoption of the Street Naming Ordinance, the City
Council requested that a name change be initiated for 19th Street.
Staff has reviawed the pr000sal and has compiled a detailed analysis
within the attached report.
The street name change is now before the Planning Commission for
their review and consideration. A Resolution has been prepared
and is attache!, should the Commission wish to approve this item.
BACKGROUND: Per the City Council's direction, a name change has
been initiated in accordance with the Street Naming Ordinance for
19th Street. It is proposed that the name be changed to Olive
Street.
19th Street is an east /west street located 3/4 mile north of Base
Line Road and 1/4 mile south of Highland Avenue and extends from
the ;western Rancho Cucamonga City Limits east to Palm Drive, iurt
east of Haven Avenue, a distance of 2.89 miles. That portion of
19th Street east of Haven is designated as State Route 30.
ANALYSIS: Ordinance 144 states that numerical street names are
unacceptable and encourages the use of names of trees for east/
west streets.

The proposed change is in accordance with Section 5 of Ordinance 144
and can be Justified by the following findings:
A. It is consistent with the goals, policies and
standards of the General Plan.
B. It is consistent with the adopted Circulation
Element.
C. It will not cause significant adverse impacts
upon the environment.
0. It is deemed necessary to protect the public
health, safety, comfort, convenience, and
general welfare.
E. "Olive Street" has historical significance for
Rancho Cucamonga. The San Bernardino County
Assessor's maps still Ind -sate the name in
parentheses.
Potential impacts and issues are outlined below:
Major Impacts
o Currently there are 516 residences, of which 420 are located
in Sunscape I and II, as well as 65 businesses located along
19th Street that would necessitate address corrections.
Minor Impacts
e There is a street named "Olive Way" located in the vicinity of
Chaffey College. It is a loop street off of Haven Avenue south
of Wilson Avenue.
o There are 20 street name scans that would require replacement
as follows:
16 single blades at. $27.50 each
2 posts with 2 blades at $80.00 each
2 overhead signs at 14200 each
The total cost would" be $800.00,plus labor.

CORRESPOWDENCE: On June 26, 1981, a public hearing notice was ad-
vert— d in the Daily Report newspaper. A total of 45 notices were
posted at 300 foot intervals along 19th Street, and written notice
was sent to the Post Office, County Recorder, Fire District, Sheriff's
Department, California Department of Transportation and City of Upland
Engineering Office. To date, no correspondence has been received.
However, there have been several phone calls from concerned residents.
Staff has spoken with CALTRANS and they did not indicate any problems.
RECOMMENDATION: It is recommended that the Planning Commission conduct
a public hearing and consider all the aspects of this proposal. A
Resolution is attached for your consideration, if the Commission concurs
on the proposal.

WHEREAS, on the 8th day of July 1981, the Planning Commission
held a duly advertised public hearing pursuant to Section 61.854 of the
California Government Code; and
WHEREAS, on the 20th day of May, 1981, the City Council adopted
Ordinance No. 144, establishing Street Naming Policy for Rancho Cucamonga;
and
WHEREAS, the City Council has initiated the request for a Street
Name Change for 19th Street Dursuant to Section 3.A.3 of Ordinance No. 144;
and

BACKGROUND: The applicant is requesting review and approval
of a custom lot subdivision as described above. ?'t has re-
cently come to the attention of Staff that the westerly por-
tion of the tract was incorrectly identified by the City
Zoning Maps as being i,A A. - i- 1n,000 square foot zone
and was a zone 'R -1 -T4 cre by the County in 1974.

SUBJECT: ENVIRONMENTAL ASSESSMENT'AND PARCEL MAP

ted north of 4th Street and Santa Anita Avenue
INTRODUCTION: This subdivision consists of Lot 16 of Parcel Map 4749. The
su div6 ision, as proposed, provides for 12 parcels for industriav use.
The site is bounded at the northwest by an existing winery, at the west by
the Day Creek Channel and at the east by Edison's power generating plant and
a vacant land for which a parcel map (Parcel Map 6658) has recently been
approved. The proposed 7th Street runs through this project and the align-
ment is set to bypass the existing winery and the power plant.
Presently, the owner of the vacant parcel to the east (Parcel Map 6658) is
discussing with the City Engineer some industrial /cononercial development
proposals for the parcel which calls for developments on large parcels of
land. <ue to this proposal and the location of the power plant, it is the
opinion of the City Engineer that the proposed 7th Street may be reclassified
downwards to industrial local street from Day Creek to eastward with a pro-
vision to upgrade it in the future if need arises. Such condition has been
incorporated in the City Engineer's Report for the project.
ENVIRONMENTAL ANALYSIS: Al <o attached for your review and consideration is
Part I. of the Inita Study as completed by the applicant. Staff has completed
Part II of the Initial Study, the Environmental Checklist, and has conducted a
field investigation. Upon completion and review of the Intial Study and
field investigation, Staff found no adverse impacts on the environment as a
result of the proposed subdivision.
RECOMMENDATION: It is recommended that the tentative map be approved, subject
to the City Engineer's Report, and that a Negative Declaration be issued. A
resolution is attached to provide for apprzval should the Commission concur.

INTRODUCTION: The developer, Oakview, is submitting Parcel Map 6862 for financing
annic — ownership purpo.3es to divide an existing shopping centEr into five (5) parcels.
All buildings shown on the tentative map and all street improvements are built.
All surrounding land is developed as R -1 or shopping centers. The large (1.1 acre)
strip of land to the south is occupied by a residence and cannot be further sub-
divided under present regulations.
ENVIRONMENTAL ANALYSIS: Also attached for your review and consideration is
Part I of the Initial Study as completed by the applicant. Staff has completed
Part II of the Inital Study, the environmental checklist, and has conducted
a field investigation. Upon completion and review of the Initial Study and
field investigation, Staff found no significant adverse impacts on the environ-
ment as a result of the proposed subdivision.
RECOMMENDATION: It is recommended that the tentative map be approved, subject
to the Engineer's Report, and that a Negative Declaration be issued. A
resolution is attached to provide for approval should the Commission concur.

A RESOLUTION OF THE PLANNIG COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING
PARCEL MAP NUMBER 6882 (TENTATIVE PARCEL MAP 1.10.
6882) LOCATED AT THE SOUTHEAST CORNER OF 19TH
STREET AND CARNELIAN AVENUE.
WHEREAS, Tentative Parcel Map Number 6882, submitted by Oakview
and con!zistinq cr 5 parcels, located at the southeast corner of 19th
Street and Ca nelian Avenue, being a division of a portion of Lot 1,
Block 16, of Cucamonga Homestead Assoc. Lands as recorded in Book 6,
page 46 of San Bernardino County; and,
WHEREAS, on June 1, 1981, a formal application was submitted
requesting review of the above - described tentative map; and
WHEREAS, on July 8, 1981, the Planning Commission held a duly
advertised public hearing for the above - des -ibed map.
NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION
RESOLVED AS FOLLOWS:
SECTION 1: That the following findings have been made:
1. That the map is consistent with the proposed
General Plan.
2. That the improvement of the proposed
subdivision i= consistent with the proposed
General Plan.
3. That the site is physically suitable for
the proposed development.
4. That the proposed subdivision and improvements
will not cause substantial environmental
damage, public health problems or have
adverse affects on abutting property.
SECTION 2: That this project will not create significant
adverse environmental impacts and Negative Declarat in is issued on
July 8, 1981.
SECTION 3: That Tentative Parcel Map No. 6882 is approved
subject to the conditions of the City Engineer's Report pertaining
thereto.

BACKGROUND: Over the past several months, the Planning Commission
has been rev'ewing and approving residential developments subject to
certain conditions and standards which the Commission has found neces-
sary to protect the genera; pubiic:hea'ith, safety, and welfare. We
have found that many of the concerns and issues relative to buffering
between single and multiple family developments are similar. There-
fore, at the dirpr lvn of the Planning Commission. Staff has prepared
a Resolution for the Commission's consideration which sets Forth buf-
fering standards.
The major concern of the Commission in recent meetings was the location
Of' two story multiple family units adjacent to single family homes.
The Zoning Ordinance requires a rear yard setback of 20 feet. Rather
than prohibiting two story units adjacent to single family homes,
Staff is recommending that any two story units be set back a minimum
of 35 feet and that additional setbacks be provided should additional
stories be desired. In addition to the height requirement, Staff is
also suggesting buffering techniques regarding barriers and landscaping.
RECOMMENDATION: It is recommended that the Planning Commission consider
The attached Resolution and Standards and adopt the Resolution if this
complies with the desires of the Commission.

A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING
COMMISSION SETTING FORTH STANDARDS FOR BUFFERING 1
BETWEEN MULTIPLE FAMILY DEVELOPMENTS AND SINGLE
FA14ILY DEVELOPMENTS.
WHEREAS, the Rancho Cucamonga finds that standards are necessary
to create appropriate bufferings between single and multiple family
developments; and,
W4EREAS, the Rancho Cucamonga Planning Commission finds that
such standards are necessary to protect the public health, safety, and
welfare.
NOW, THEREFORE, BE IT RESOLVED, that the Rancho Cucamonga
Planning Commission hereby establishes the following buffering standards
between single family and multiple family developments:
1. Two story multipl family units shall be setback a minimum
of thirty -five (35 feet from an., single family zone
boundary or area eneral planned for single family development.
2. Multiple family units exceeding two stories shall be
setback an additional foot for each additional foot in
height, up to a maximum of 100 fret, when abutting a
single family zone boundary or area general planned for
single family development.
3. A solid six (6) foot fence, wall, berm or combination
thereof shall be placed at the boundary to buffer the
single and multiple developments. Height shall be measured
from the highest finished grade. In no case shall a wall
or fence exceed 10' in height.
4. A dense 10' wide landscaped planter consisting of minimum
15 gallon size trees and shrubs, shall be placed within
the landscape buffer.

SUBJECT: SIDEWALK RESOLUTION - Establishment of standards for
the location and development of sidewalks in the Resi-
dentia', Commercial and Industrial Areas of the City
ABSTRACT: As the Planning Commission will recall, in the recent past
there has been considerable discussion over ;-here sidewalks should be
provided in residential and industrial areas. We felt it would be in
the best interest of the City to resolve the question through adoption
of a Resolution establishing the location and development of sidewalks.
Approval is recommended.
DISCUSSION:
For Pesidential: In the Rural /Equestrian Area, north of Banyan, side- -
walks on major and north /south streets should be on one side
only. That would be streets suet, as Banyan, Wilson, Hillsid3, Carnelian,
Sapphire, Hermosa, Beryl, Archibald, etc. Additional sidewalks would be
required on routes tr schools on one side of the street as recommended
by tl-� City Planner and the City Engineer and approved by the Planning
Commission. For areas south of the Rural /Equestrian Area, except for
Terra Vista, Victoria and the Etiwanda Specific Plan, sidewalks would
be required throughout.
For Industrial: The Industrial Specific Plan designates sidewalks on
both sides of arterials such as Haven, Hellman, Milliken, Rochester,
etc., and sidewalks on ofie side for collector streets. Sidewalks in
other locations would be required on one side of the street in areas
that are determined to be a route to transportation stops, future or
existing.

WHEREAS, the Planning Commission is concerned with the ioc:cLcr
of sidewalks in the City; and
WHEREAS, the Planning Commission has spent a great deal of
time and discussion over where sidewalks should be located and the
purposes for sidewalks; and
WHEREAS, it is the Planning Commission's desire to establish
standards for the location of sidewalks in the rural /equestrian area and
the industrial area.
NOW, THEREFORE BE IT RESOLVED, that the Planning Commission of
the City of Rancho Cucamonga does hereby establish the following standards
for the location of sidewalks:
SECTION 1: Rural /Equestrian Area: Sidewalks shall be required
on one side of the streets; Banyan, Hillside, Wilson, Haven, Hermosa,
Archibald, Amethyst, Beryl, Carnelian, Sapphire7 Turquoise, Etiwanda,
East, Highlar.i, 24th, Summit Avenues, and any other streets that may be
added that are of the same classification as the aforementioned. For
streets interior to the previously mentioned streets, sidewalks will be
required on one side of the street on routes to school as determined by
the City Planner and City Engineeer with the approval by the Planning
Commission.
SECTION 2: For Industrial: Sidewalks will be required in the
industrial area, on both si es o the streets; Haven, Turner, Archibald,
Hellman, Vineyard, Milliken, Rochester, New Rochester, Day Creek, Etiwanda,
Arrow, Foothill, 6th, 4th Streets, and any other streets that would be
added in the same classification as the aforementioned. Sidewalks will
be required on one side of collector streets in the industrial area, and
sidewalks on one side only, will be required at the discretion of the
City Planner and City Engineer on streets that lead to existing transportation
stops or proposed transportation stops.

appointment. Chairman King's appointment to the Design
Review Committee expires this month and should either be
replaced or extended for an additional year. The new term

I urge the adoption of the resolution p:-oviding for the name changs from
19th Street to that of Olive. This was the or£ginei name of the roadway
on all of the early maps of the Iona Tract and in common usage irr. the
Ioemosa Community.
The name 19th Street came about as a .:esxlt of County action and as has
been the case so many times in our community, it was an arbitrary thing with
no regard to the community traditions - desires. Nineteenth Street i-Z
a proper name for this roadway through Upland, but is no more pertinent to
the City of Rancho Cucamonga (or Claremrc.t for that matter) as would be
calling Base Line by the name of 16th Street just because that fits the
numbering system of Upland.
In the original subdivision of the north -vest portion of our City, by
Isaiah W. Heiman, the east --west streets were given the names of trees and
the north -south streets the names of mine-als and gem atones. My feeling,
and that of other long -time residents, is that insofar as is practicable,
this theme in naming our streets ahoull bt continued.
I recognize a measure of inconvenience for residents a:ad businesses
presently on this street, but hope that there will be a quick acceptance
and pride in our own heritage and a rejec:tLon of the County imposed, Upland
street name.
