PROJECT AND SITE DESCRIPTi7N: The Applicant is requesting review and approval
of a 20,378 square foot industrial building on approximately 1.25 acres of
land. The project is before the Planning Commission for environmental
clearance only. The site plan and elevations will be approved by the City
Planner at a later date.
The project site is a portion of a 5.85 acre industrial park which has three
existing buildings, as shown on Exhibits "A" and "B ". There are no trees on
the site and the ground cover consists of indigenous weeds. The site has a
slight slope to the south of approximately 1 %. The development plans were
reviewed by the Design and Development Review Committees and revisions were
required prior to approval of the site plan and elevations. The revisions are
minor in nature and will not affect the envircnmental determination..
ENVIRONMENTAL ANALYSIS: Part I of the Initial Study has been completed by the
app icant and is attached for your review and consideration. Staff has
completed Part II of the Environmental Assessment and found no significant
adverse impacts on the environment as a result of this project.

SUBJECT: TIME EXTENSION REQUEST FOR PARCEL MAP 5733 - MCNAY
Parcel Map 5733 is the division of 6.77 acres into 2 parcels located on
the east side of Etiwanda Avenue approximately 694 feet south of Victoria
Avenue within the Etiwanda Specific Plan Area. This map was originally
approved by the City Engineer on March 17, 1980 and was extended on
October 14, 1981 fora period of one year.
Since the Etiwanda Specific Plan is not get approved, Betty McNay is
requesting an additional six months extension.
RECOMMENDATION: It is recommended that the Pianning Commission adopt the
attached resolution extending tentative approval for Parcel Map 5733 to
March 17, 1983_

A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION,
APPROVING THE EXTENSIONS FOR TENTATIVE PARCEL MAP 5733
WHEREAS, an application has been filed for a time extension for the
above - described project, pursuant to Section 1.501.2(b) of Ordinance 28 -B, the
Subdivision Ordinance; and
WHEREAS, the Planning Commission ii?s held a duly advertised public
hearing for the above - described project; and
WHEREAS, the Planning Commission conditionally approved the above -
described tentative Parcel Map
SECTION 1: The Rancho Cucamonga Planning Commission has made the
following findings:
A. That prevailing economic conditions have caused a
lack of financing and high interest rates for
construction;
S. That these economic conditions make it unreasonable
to build at this time;
C. That external physical conditions have caused delay
in the start of construction;
D. That strict enforcement of the conditions of
approval regarding expirations would n& be
consistent with the intent of the Zoning Ordin,..,ce;
E. That the granting of said time extensions will not
be detrimental to the public health, safety, or
welfare, or materially injurious to properties or

SITE DESCRIPTION: This request for the change of zone is in conjunction
with a subdivision of 3 single family lots on approximately i acre
of land located at the southwest corner of Base Line Road and Ivy Lane
(Exhibits "A" and "B "). The development proposal consists of Parcel Map
7511, which is also on the agenda for your review and consideration. A
description of the project is provided in the Parcel Map Staff Report.
Zoning on the subject property is currently A -1 (Limited Agricultural).
Exhibit "C" illustrates that the surrounding property to the east and
west is zoned R -1, to the north R -3, and to the south, A -1. The General
Plan designates all surrounding property on the south side of Base Line,
Low Density Residential (2 -4 dwelling units per acre). Surrounding
property on the north side of Base Lire Road is designated Low Medium
Density Residential (4-8 dwelling units per acre) and Low Density Resi-
dential (2 -4 dwelling units per acre). The proposed density of Parcel
Map 7511 is approximately 3 units per acre.
ANALYSIS: The purpose of the A -1 district is to protect and encourage
agricultural uses in areas which are not appropriate for urban development.
The minimum parcel size for A -1 property is 1 acre. Parcel Map 7511
proposes 3 residential lots less than 1 acre and ranging in size from
8846 square feet to 15,463 square feet. The change of zone to R -1 will
allow lot sizes as proposed on the Parcel Map. The residential sub-
divisions to the east and west have been deveioped with a minimum lot
size of approximately 7200 square feet.
ENVIRONMENTAL ASSESSMENT: Part I of the Initial Study as completed by
the applicant is provided for your review and consideration. Staff
has completed Part II of the Initial Study and has found no adverse
impacts on the environment as the result of this zone change. If the

Cormission concurs with such findings, recommendation for issuance
of a Negative Declaration would be in order.
FACTS FOR FINDING: The subject site is adequate in size and shape to
accommodate the proposed lot size. The change of zone is consistent
with the General Plan and the corresponding Parcel Map has a density
within the range allowed. Approval of this zone change will not create
adverse impacts on the surrounding properties.
CORRESPONDENCE: This item has been advertised as a public hearing in
The Daily Report newspaper, and 38 property owners within 300 feet of
the subject site have been notified. To date, no correspondence has
been received either for or against this zone change.
RECOWENDATION: It is recommended that the Planning Commission consider
all input and elements relative to this project. If, after such con-
sideration the Comrission can support the findings, then adoption of
the attached Resolution would be appropriate.

WHEREAS, on the 21st day of July, 1982, an application was
filed and accepted on the above - described project; and
WHEREAS, on the 8th day of September, 1982the Planning Commission
held a duly advertised public hearing pursuant to Section 65854 of the
California Government Code.
SECTION 1: The Rancho Cucamonga Planning Commission has made
the following findings:
1. That the subject property is suitable for the uses
permitted in the proposed zone in terms of access,
size, and compatibility with existing land use in
the surrounding area; and
2. That the proposed zone change would not have signifi-
cant impact on the environment nor the surrounding

SUBJECT: ENVIRONMENTAL ASSESSMENT AND PARCEL MAP 7511 - BROWNE -
P. residential subdivision of .96 acres into 3 lots located
on the southwest corner of Base Line Road and Ivy Lane in the
A -1 ac-.e (pending) APN 1077 - 071 -01
The above described parcel map is located at the southwest corner of Base
Line Road and Ivy Lane. The site contains one existing residential struc-
ture and is currently zoned A -1. A charge in zone from A -1 to R -1 is on
tonight's agenda for your review.
To the east and west are existing single family residences. To the south
are existing single family residences fronting a private, unpaved street
which extends to Palo Alto Drive.
Street improvements are being required prior to recordation of the parcel
map.
The map is showing 10 feet of dedication and a five -foot easement for side-
walk purposes on ivy Lane. Another five -foot easement is required for
public utility purposes. The County approved a 50 -foot right of way for
Ivy Lane at the time of development of Tract 9458_to the east to allow mini-
mum lot depths of 100 feet for the property on the east side of Ivy Lane.
The 10 -foot easement required for sidewalk and utility purposes will allow
for tkese 100 -foot lo;. depths.
An easement for drainage along the private street to the south is required
to carr_ the drainage from the site to Palo Alto Street.
ENVIRONMENTAL REVIEW: Also attached for your review and consideration is
Part 1 of the Initial Study as completed by the applicant. Staff has com-
pleted Part iI of the Initial Study, the environmental checklist and has
conducted a field investigation. Upon completion and review of the initial
Study and field investigation, Staff found no significant adverse impacts
on the environment as a result of the proposed subdivision.
CORRESPONDENCE: Notices of Public Hearing have been sent to surrounding

A residential subdivision of 1.42 acres into 2 parcels
located southeast of Hillside Road, approximately 1361
feet rest of Beryl.
lhis division of 1.42 acres into 2 parcels is within the R- 1- 20,000 zone with
a General Plan designation of 2 DU'slacre. The site is vacant at the present
time. To the west and south are existing single family residences; to the
rorth and east is vacant land -zoned R -1 with a City drainage easement lying
to the east side of the site.
F siope and drainage easement exists at the northeast corner of this site.
Since only that portion of the easement as shcwn at the corner of this property
and the 10 feet easement or the east side is now required for drainage purposes,
the unneeded portion should be vacated at time of final map acceptance by
C --until. The existing drainage easement encompassed the entire water course
as existing in the past. Due to the construction of Hillside and the provision
cf a pipe culvert,the requirement for the drainage area has been substantially
reduced. An easement to provide for the pipe culvert will remain.
Street improvements are existina. Since the community trail will be on the north
side of Hillside in this area, sidewalks will be required at time of building
F>rmit issuance on the individual parcels.
EVIRONMENTAL ANALYSIS. Also attached for your review and consideration, is Part
1 of the Initia Study as coa:ipleted by the applicant. Staff has completed Part
II of the Initial Study, the environmental checklist, and has conducted a field
iivestigation. Upon completion and review of the Initial Study and field inves-
tigation, Staff found no significant adverse impacts on the environment as a re-
salt of the proposed subdivision, -

LANDCO —A proposed custom lot subdivision of 1O± acres of
land in ti o P -1- 20,000 zone into 17 lots located south of
Carrari Strut, west of Haven Avenue - APN 201 - 101 -17.
PRCJECT AND SITE DESCRIPTION: she applicant is requesting approval of a
residential custom lot subdivision of 17 lots in tha R- 1- 20,000 zone, located
south of Carrs.•i Street and west of Haven Aven:a (Exhibit "A "). The property
is presently vacant and slopes from the north to the south at approximately
7% to 8% grrde. The project site is bounded on the north by an existing flood
central ditch and vacant land, on the west, by vacant agricult4 ;dl land, on the
south by existing single family homes and on the east by vacant land proposed
f:,r a church site.
;;AYLSIS: This project has been reviewed by the Design Review, Growth
Management, Grading and Equestrian. Advisory Zonanittees. The major concern of
these Committees was gradi..g and drainage, paticularly on lot G. As shown on
the Conceptual Grading Plan, Exhibit "D ", maintaining the natural contours on
lots 1 -5 results in a substantial slope at that corner of lot G. The Grading
Committee has worked with the applicant to a point where the drainage problem
has been adequately resolved with the adoption of the attached condition.
The attached Master Plan, Exhibit "V, indicates the lot patterns of
surrounding properties and the potential for future subdivisions. The
existing reservation for highway purposes at the north tract boundary will
become a public street to connect frown Haven to Hermosa. This street will
also provide the optimum situation for drainage as opposed to a drainage
easement. Therefore, the subdivision design was dictated by surrounding land
uses and street patterns.
All other c:ncerns ana issues of these Committees are reflected in the
Tentative Tract Map, Exhibit 'C", and Conditions of Approval.
ENVIRONMENTAL REVIEW: Part I of the Initial Study as completed by the
applicant is attached for your review. Staff has completed Part II of the
Initial Studv and has found no significant adverse impacts on the environment
as a result of this project. Therefore, issuance of a Negative Declaration is
recommended.

City standards and policies. The project site is suitable for the proposed
subdivision and the design of this projecu is consistent with the General Plan
and Zoning Ordinance requirements.
CORRESPONDENCE: A Notice of Public Hearing was published in the Daily Report
newspaper and approximately 15 notices were seat to property owners within 330
feet of the project site. To date, no correspondence has been received either

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING
TENTATIVE TRACT MAP NO. 10414
WHEREAS, Tentative Tract Map No. 10414 hereinafter "Map" submitted
by Landco Development, Inc., applicant, for the purpose of subdividing the
real property situated in ti-3 City .'f Rancho Cucamonga, County of San.
Bernardino, State of California, describe i as a cs.'stoa: lot subdivision of i0t
acres of land into 17 lots, regularly came before the Planning COminmssion for
public hearing and action on September 8, 1982; and
WHEREAS, th, City Planner has recommended approval of the Map
subiect to all conditions set forth in the Engineering and Planning Division's
reports; and
WHEREAS, the Planning Commission has read and considered the
Engineering and Planning Division's reports and has considered other evidence
presented at the public hearing.
NOW, THEREFORE, the Planning Commission of the City of Rancho
Cucamonga does resolve as follows:
SECTION 1: The Planing Commission makes the following findings in
regard to Tentative Tract No. 10414 and the Map thereof:
(a) The tentative tract is consistent with all
applicable interim and proposed general and specific
plans;
(b) The design or improvements of the tentative tract is
consistent with all applicable interim and proposed
general and specific plans;
(c) The site is physically suitable for the type of
development proposed;
(d) The design of the subdivision is not likely to cause
substantial environmental damage and avoidable
injury to humans and wildlife or their habitat;
(e) The tentative tract is not likely to cause serious
Public health problems;
(f) The design of the tentative tract will not conflict
with any easement acquired by the public at large,
now of record, for access through or use of the
property within the proposed subdivision.

SECTION 2• Tentative Tract Map No. 10414 a copy of which is
attached hereto, is hereby approved subject to all of the following conditions
and the attached Standard Conditions:
PLANNING DIVISION
I. The approval shall becone null and void if the final
subdivision map is not approved and recorded within
twenty four (24) months from the approval of this

Planning Commission.
BUILDING & SAFETY DIVISION
2. Provide drainage structures for interception of
surface drainage from equestrian /drainage easement
along westerly boundary and from lots 3,4, and 5;
said drainage to be conducted to safe location for
disposition satisfactory to the City Engir.,-,:!r and
Building Official.
3. The rough grading plan shall be completed and
approved by the Grading Committee prior to
recordation of the final subdivision map.
ENGINEERING DIVISION
4. Developer shall construct the following items along
Ridgeview Avenue from the tract boundary southeriy
to Hillside Road: curb and gutter along the west
side including drive approaches; curb and gutter
along the east side including drive approaches only
at the locations where a residential development
currently exist; and all pavement including a
minimum 26-foot wide pavement where curb and gutter
does not exist on the east side.
5. Developer shall provide a drainage swale along the
no:•th shoulder of Hillside Road from Ridgeview
Avenue westerly to Hermosa . Avenue to the
satisfaction of the City Engineer.
6. Developer shall provide a rolled entrance at
Ridgeview Avenue and Street "A ", and any necessary
drainage devices at the intersection of Hillside
Road and Ridgeview Avenue.
7. Developer shall construct a drainage device at the
west end of Street "A" to drain the runoff to the
existing drainage channel to the satisfaction of the
City Engineer.

SUBJECT: CONDITIONAL USE PERMIT 82-16 - WALLS - The establishment of
an arcade in the C -I -T zone to be located at 9687 Base Line
in the Base Line Village Shopping Center.
BACKGROUND: The applicant is requesting approval of a 1,580 square foot
video game arcade to be located at 9687 Base Line. Attached as Exhibit
"D" is a description of the proposed arcade operation. The arcade would
be open on weekdays from 10 a.m. to 10:30 p.m. and on weekends from 10
a.m. to midnight. The applicant intends to start with 15 machines and
expand per demand. The arcade is proposed to be located in the middle
of a retail shop building as shown on the Site Plan, Exhibit "S ". The
site is presently zoned C -1 (Neighborhood Commercial) and contains a
Pup 'N' Taco, Sarru's Pizza, Baskin Robbins, and retail /office uses.
ANALYSIS: As shown on Exhibit "A ", the proposed arcade is located
approximately 2,000 feet from Alta Loma Elementary and Cucamonga Junior
High Schools. The surrounding zoning and land use is shown on Exhibit
"E ". To the south and west are single family homes. The applicant
intends to provide adult supervision and is proposing that no person
under 16 years of age would be permitted in the arcade during school
hours. However, persons under 16 years of age are still of school age
and not considered an adult. Therefore, staff recommends that no persons
under 18 years of age be admitted during school hours. A pay phone..
change making, interior seating, vending machines and restrooms will be
provided to discourage loitering. Bicycle racks will be provided per
Conditions of Approval.
FACTS FOR FINDING: Based upon a review of the information provided by
the applicant and the site, the proposed arcade meets the criteria of
Ordinance 174 and would not cause a public health nuisance or be mate-
rially injurious to property in the vicinity. The -iroposed arcade could
be compatible with the existing shopping center uses with the adoption
of the recommended Conditions of Approval.

COMMISSION APPROVING CONDITIONAL USE PERMIT
NO. 82 -16 FOR AN ARCADE LOCATED AT 9687 BASE LINE
IN THE C -1 -T ZONE
WHEREAS, on the 12th day of August, 1982, a complete application was
filed by Ronald Walls for review of the above- described project; and
WHEREAS, on the 8th day of September, 1982, the Rancho Cucamonga
Planning Commission held a public hearing to consider the above - described
project.

NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as
SECTIGN 1: That the following findings can be met:
1. That the proposed use is in accord with the General Plan,
and the purposes of the zone in which the use is proposed;
and
2. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the public
health, safety, or welfare, or materially injurious to
properties or improvements in the vicinity; and
3. That the proposed use will comply with each of the
applicable provisions of the Zoning Ordinance.
SECTION 2: That Conditional Use Permit No. 82 -16 is approved
subject to the following conditions:
1. No person under 18 years of age may enter, be or remain in
any part of a game arcade during the hours school is in
regular session and after curfew. This limitation shall
be prominently posted at the entrance of The facility, in
letters not less than 1" in height, and shall be enforced
by the adult supervisor.
2. The following levels of adult, 21 years of age or older,
supervision shall be maintained at all ti..--c- during
business hours:

3. Separate public restrooms for men and women must be
provided within the approved building and controlled.
d. An interior waiting area with seating facilities must be
provided for patrons wishing to relax or wait for an
amusement device to become available.
5. Change- making or toke. exchange facilities shall be
provided for patron use inside the premises.
6. Adequate exterior lighting shall be provided for evening
security adjacent to all entrances and exterior walls of
the building where the games are located. All lighting
shall be arranged and shielded so as to eliminate exces-
sive glare or reflection onto adjoining properties cr
businesses.
i. Access to the game area must be from the main entrance to
the primary use and not from a separate exterior
entrance. The rear exit shall be for "Fire Exit Only ".
S. Adequate interior clear space shall be provided for safe
and convenient patron circulation and shall meet the
following minimum standards:
(a) Amusement devices shall be located no closer than 12"
from any wall assembly separating the arcade from any
adjacent building or portion of a building.
(b) Provide a minimum of 60" between amusement devices
and any entrance or exit.
(c) Where amusement devices are located along one side of
an aisle, provide a minimum unobstructed aisle width
of 66 ". Where amusement devices are located along
both sides of any aisle, provide a minimum
unobstructed aisle width of 90 ".
(d) Additional interior d ear space may be required by
the Building Official, Foothill Fire District, or
Sheriff's Department in order to maintain public
safety.

and designated for "bicycle only" parking and provided
with sec - bicycle racks to the satisfaction of the

10. All signs =.e exterior of the building or visible from
the outsiu-, such as window signs, shall require Flanning
Division approval in accordance with the Sign Ordinance.
11. No amusement device shall be used for purposes of or in
connection with gambling. The winning of anything of
value shall constitute gambling, except the winning of a
prize in a scheduled tournament.
12. No persons shall be permitted to enter, be or remain in
any part of the arcade while in the possession of,
consuming, using or under the influence of any alcoholic
beverage or drugs. This shall be prominently posted
inside the arcade in letters not less than 1" in height
and shall be enforced by the adult superviscr.
13. The walls, ceiling or floor, or any combination therecf,
o the building or structure, or portion thereof, shall be
insulated or otherwise constructed so that no vibration
that is detectable without the aid of any mechanical
device or instrument will be allowed to be on the outer
perimeter of the arcade.
14. This approval shall become null and void if a Certificate
of Occupancy is not issued within 18 months from the date
of approval, unless an extension has been granted by the
Planning Commission. This CUP shall be monitored and
brought back to the Planning Commission within six (6)
months from occupancy to review compliance with all
Conditions of Approval and applicable City ordinances.
Failure to comply with Conditions of Approval or
applicable City Ordinances shall cause the suspension of
the Conditional Use Permit and possible revocation of the
Conditional Use Permit by the Planning Commission.
15. Approval of this request shall not waive compliance with
all sections of the Zoning Ordinance and all other
applicable City Ordinances in effect at the time a
Certificate of Occupancy is granted.

16. This approval shall run with the applicant and shall
become void upon a change of ownership or if the bisiness
operation ceases.
17. The parking lot shall be posted "No Loitering" in letters
not less than 1" in height on signs to the satisfaction of
the City Planner and Sheriff's Department.

the handicapped in the General Im ustrial Category to be located
at 9375 9th Street and 8732 Helms avenue - APN 209- 031 -5G.
PROJECT AND SITE DESCRIPTION: The applicant. Ctaffe_v College, is requesting
review and approval of a Conditional Use Permit to opperate a vocational trade
facility for physically and /or mentally handicapped persons. The project site
is located in a small industrial park at the southwest corner of 9th Street
and Helms Avenue (Exhibit "A"). The site is designated on the General Plan
and in the Industrial Specific Plan as General :ndustriai (Subarea 3).
The college anticipates an enrollment of approximately 40 students and will
provide four instructors with two or three teacher's aides. All class
activity will occur inside the two suites wiich total. 8,518 square feet.
Class times will be scheduled between the hours of 9 a.m. and 2:50 p.m. Monday
through Friday.
A-..t-oximately 9 parking spaces plus two loadir g zones are provided for the
subject suites. The students will be transpo -ted to and from the site by
mini -buses to reduce the number of parking spaces necessary for school
operation.
Current occupants of the industrial park include a variety of small businesses
such as an accounting office, several custom marufacturers and an auto repair
shop (Exhibit "B ").
ANALYSIS: The oning Ordinance classifies th! proposed use as a special
school and provides that one space be provided for each student and onE space
for each instructor. Based on these requiremeits, the nine parking spaces
provided would not allow for four instructors and fifteen students. Serious
parking problems would result if students were not bussed to the facility.
Cu.-rently, Chaffey College operates a much larger vocational skills training
center for industrial technology just south of the project site at Feron
Boulevard and Helms Avenue. Numerous parking problems have occured there in
the past because of students parking in the streets and on private property.
Special conditions of approval are recommended For the new training center
under consideration to assure that similar parkinc problems are not created.

The Conditions of Approval include provisions for student transportation,
limiting the number of parking spaces used by the facility to nine,
establishino a maximum enrollment of 45 students, plus other conditions to
protect surrounding property and "businesses. Operation of the school should

the students will be brought to the site at the same time in the morning and
will all leave at the same time in the afternoon. A student lounge will be
provided in the larger suite to the north for student activities during lunch
periods and breaks.
FACTS FOR FINDING: The proposed use is in accordance with the General Plan
and the Industrial Specific Plan. The proposed use, together with the
recommended Conditions of Approval would not be detrimental to the public
welfare, safety, or environment.
CORRESPONDENCE: A public hearing was advertised in The Daily Report newspaper
and seven public hearing notices were sent to surrounding property owners
within 300 feet of the subject sate. In addition, public hearing notices were
delivered to each business in the industrial park. To date, no correspondence
has been received either for or against this project.
RECOMMENDATION: it is recommended that the Planning Commission consider all
input and material relative to this project. A Resolution of approval with
Conditions is provided for your review and consideraticn.

WHEREAS, on the 8th day of September, ":82, the Rancho Cucamonga
Planning Commission held a public hearing to consider the above - described
project.
NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as
follows:
SECTION 1: That the following findings can be met:
1. That the proposed use is in accord with the General
Plan, and the purposes of the zone in which the use
is proposed; and
2. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the
public health, safety, or welfare, or materially
injurious to properties or improvements in the
vicinity; and
3. That the proposed use will comply with each of the
applicable provisions of the Zoning Ordinance.
SECTION 2: That Conditional Use Permit No. 82 -17 is approved
subject to the fa owing conditions:
PLANNING DIVISION
1. Transportation must be provided to and from the site
for all students by Chaffey College or by other
means of public transportation not requiring on -site
parking.
2. The maximium number of students enrolled in the
programs offered at the site shall not exceed 45.
3. All class activities shall occur completely indoors.
4. Operation of the school shall not occur until all
Uniform Building Code and Title 19 of the State Fire
Marshall's regulations have been complied with.

5. Operation of the school shall not require more than
the nine parking spaces allocated or cause adverse
effects upon surrounding businesses. Should any
problems arise, this C.U.P. will be brought back to
the Commission for reconsideration and possible
revocation of said permit.

interior improvement plan shall be provided for
review and approval by the Plannina nivisi ^..

SUMMARY: At the direction of the Planning Commission, staff has prepared a
proposed amendment to the Zoning Ordinance to allow accessory buildings and
additions to occupy a certain percentage of the required rear yard area.
Staff is recommending that the Plannina Commission consider this amendment and
to recommend approval of the amendment to the City Council, as shown cn the
attached Ordinance.
ANALYSIS: Staff has found that the basic rear yard setback requirement for
each of the residential zones does not allow any flexibility for portions of
additions or accessory buildings to be 'ocated within any part of the required
rear yard area. The oid County Code did permit a certain percentage of the
rear yard to be used for accessory building use or additions. The original
intent for the requirement of rear yards is to maintain a minimum amount of
open space and recreational area. The amendment being proposed would allow up
to a maxirrm of 30% of the rear yard to be used for accessory buildings or
additions. This would still retain 70% of the required rear yard to be used
for open space and recreation.
As ar, example, a typical 7200 square foot lot which measures 60 feet in width
by 120 feet in depth would be reauired to have a minimum 1200 square foot rear
yard area. Based upon the proposed amendment, an addition can occupy up to a
maximum of 360 square feet which is equal to an addition of appoximateiy 20
feet by 18 feet. Attached is a sketch of an R -1 -7200 square foot lot with a
proposed addition and an R- 1- 20,000 square foot lot with a proposed accessory
building. These sketches indicate that substantial additions can be made
without variances, based on the proposed amendment. However, this amendment

also contains minimum rear yard and side yard setbacks For accessory buildings
and additions in order to protect adjacent properties.
Staff has completed an Initial Study on this amendment to determine whether or
not this amendment could cause significant adverse environmental impacts and
have found that such amendment would not cause significant environmental
damage.
FACTS FOR FINDING: The proposed amendment is consistent with the General Plan
po ides regar ing residential development which state that there should be
flexibility to deal with the various site constraints and a% opportunities.
In addition, the proposed amendment would not have significant impact on the
environment.
CORRESPONDENCE: This item has been advertised as a public hearing item in The
_Daily Report newspaper. To date, no correspondence has been received either
for or against this proposal.
RECOMMENDATION: It is recommended that the Planning Commission conduct a
pub is hearing to consider all aspects of this change. If the Commission
concurs with the proposed amendment, then adoption of the attached Resolution,
recommending approval of the amendment would be appropriate.

WHEREAS, the Planning Commission held a duly advertised public
hearing to consider Zoning Ordinance Amendment No. 82 -04; and
WHEREAS, the Planning Commission has found it desirable to provide
greater flexibility in the required rear yard setbacks.
SECTION 1: The Rancho Cucamonga Planning Commission has found that
this project witl not create a significant adverse impact on the environment
and has recommended issuance of a Negative Declaration on September 8, 1982.
NOW, THEREFORE, BE IT RESOLVED:
1. That pursuant to Section 64854 to 65847 of the
California Government code, the Planning Commission
® of the City of Rancho Cucamonga hereby recommends
approval on the 8th day of September, 1982, of
Zoning Ordinance Amendment No. 82 -04.
2. That the Planning Commission recommends that the

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA ESTABLISHING LANDSCAPING AND IRRIGATION
STANDARDS FOR HAVEN AVENUE MEDIAN ISLANDS
WHEREAS, the Planning Commission of the City of Rancho Cucamonga
finds that it is necessary to set standards for Haven .Avenue median
landscaping and irrigation to implement General Plan policies_
WHEREAS, the Planning Commission has reviewed the Guidelines
attached to this Resolution and has found that these standards are the minimum
necessary to implement the intent and purpose of the General Plan.
NOW, THEREFORE BE IT RESOLVED THAT THE PLANNING COMAISSION HEREBY:
1. Adopts the attached Haven Avenue Median Design
Guidelines; and
2. Finds that such standards are the minirmim necessary
to implement the intent and purpose of the General
Plan.

City staff has completed production of the Draft Etiwanda Specific Plan and
the Plan is now available for public distribution and comment. Staff has held
two workshops with the Etiwanda Specific Plan Advisory Committee to discuss
all components of the draft Plan. Their input has been useful in helping to
complete modifications on the draft Plan prior to printing of the full
document.

for Saturday, September 11, 1982, 10:00 a.m. in the Lions Community Center to
review the Plan and to take public input. This meeting will be an all day
session 'an order to provide the greatest opportunity for public input and
Committee response. If necessary, the Committee has scheduled another meeting
for Tuesday, September 21, 1982, 7:00 p.m., at the Lions Community Center for
consideration of any additonal changes. We anticipate that the review process
by the Advisory Committee will be focused on specific details which are of
limited sccpe, thereby assuring completion of the review as scheduled.
Following the Ce-mnittee's actions, staff will make final changes and prepare
the docunzani for preseaation to the Planning Commissicn.

ETIWANDA SPECIFIC PLAN CONTENT
The Etiwanda Specific Plan draft text consists of two major parts:
PART I is the foundation of the Plan as it contains policy decisions about
major components of the document. Part 1 includes:
CHAPTER l: INTRODUCTION, introduces the document and contains the
necessary legal provisions.
CHAPTER 2: SETTING, describes the project area setting and outlines
the areas of concern and potential problems.
CHAPTER 3: GOALS, OBJECTIVES AND POLICIES, identifies (1) what the
Specific "i` �c Plan is trying to accomp ish, and (2) defines a set of
ground rules to be used in developing appropriate solutions in each
of the topic areas.
CHAPTER 4: CONCEPTUAL PLAN', (1) outlines the evoluticn of several
concepts That form the basis of the Plan, and (2) presents an over-
all picture, in conceptual terms, of what the various Plan components
do and how they are inter °eiated.
PART II contains regulatory provisions necessary to carry out the policies
and concepts. Part II consists of:
CHAPTER 5: STANDARDS AND REGULATIONS, is designed to stand on its
own in that it contains a substantial portion of what a person needs
to know in order to submit a development proposal in Etiwanda, in-
cluding detailed deveiopmer'C standards.
CHAPTER 6: IMPLEMENTATION, contains a description of how the pro-
visions o` the Plan may be implemented.
In addition, a Draft Environmental Impact Report is being prepared by the
staff.
