II. ANALYSIS. 1,
Staff has prepared the Resolutions of Denial as requested by the
Planning Commission on R,bruary 24, 1988. `,,,An addition, staff has
contacted and received i`letter (Exhibit "A") from the owner, of
Parcel 1 of Parcel Map 9537. He has agreed to relieve the
Messenger 'Investment Company of the requirement to underground the
Overhead utilities along thei?,_Ailinth Street frontage.
A project is currently in the Development Review process for Parcel-
1 of Parcel Map 9537, Since the owner and f y'ture DeveyVer agree,
to accept full responsibility for thei uZrgrounda`ny, of. thR
overhead utilities° along the ninth Street frontage, staff could
include the undergrounding requirement as a recommended Condition
of Approval with the future project,

I. ABSTRACT:
The Developer is requesting _n

undergrounding along 9th Street regkdred by three sep4rate
approvals on the property.
II. BACKGROUND:
Parcel Map 9537, approved on March 26,, .1986, subdivided an "L" _
shaped Parcel into a small (4.5 acre-,) Parcel an the, corner of
Vineyard Avenue arid' 9th Street and a larger (20,9 acre) patcel
extending from 9th Street to Arrow Route (cxhibft rB"), OR 66,13,
approved on July 23, 1986, consisted of an Industrial Park an
Parcel 2 of Parcel Map 9537 (Exhibit "C "). Parcel Map 9972,
approved on October 22, 1'25, subdivided DR 86 -13 into 3 parcels
(Exhibit "D").
The first project approved, Parcel Map 9537, required that the
utilities be undergrounded along tly+ entire 90 Street frontage
with the development of either Parcel 'l or 2.
DR 86 -13 was the first of the two parcels to be developed;,
therefore it :vas conditioned to underground the entire frontage n
required by Parcel 'clap 9537. Subsequently, the sane condition,:was
imposed on Parcel Map 9972.

There were three basic reasons why the entire srontage was required
to be undergrounded with the first parcel to be de- toloped:
1. The Developer had given staff the impregsion they Parcel 2 of
PM 9537 would'be developed first. Also,- Parcel 2(-ias 4.6 times
larger, than.. Parcel 1, therefore . it appeared reasonable Ito
require the ,additional undeegrounding fronting Parcr41--.1.,.in
order to spread the test to the largest area possible,/
2. It would Glean up the entire frontage at one time.
3. It would reduce the chances of the future,,Developer of Parcel 1
claiming the fairly common corner parcel hardship, because he
would have utility undergrooWing on both the Vineyard Avenue
and 9th Street frontages.,
The Developer is requesting thr- condition madific�tion for the
following reasons:

1. He states that he misunderstood the.tondition. He felt that•'
actually meant to undergrod4d the portion fronting each pa &4i
as it developed, Oich is the usual practice,
2. He did not budrei, & fficient ,.ids to complete the entire��"

3. He is nearing completion of the project_. and needs to obtain
occupancy clearance.

Secondly, the project is part of an overall mixed use i4rcel
intended for commercial /office development expected to occur
within 2 and 3 story structures. Third, it is in a tremsition

zone from the higher intensity office uses along Foothill
Boulevard and the residential areas within the 'terra Vista
Community, as well as being visible fromt Foothill Boulevard.
The applicant has strived to meet-these goals with the building
design proposed.

EXECUTIVE SUMMARY
San Antonio Condnunity Hospital, the primary provider of health
care services in the upland and Rancho Cucaiaoiga area, is pro-
ceeding with plans for the development of a major health care
facility located In Rancho Cucamonga, California. The facility
represents the latest state- of-the -part thinking in how high
quality health care services will be provided cost, effectively to
new and growing communities for the balance of this century anti
into the next. The faci3.-ity, to be named Rancho San Antonio

The site aelecte for the facility was determined after exhaus-
tive research which included physician practice analy ".s and
considerable consumer --surveys of citizensn Rancho Cucamongal
asking them of their specific health care needs and desires. Je
Church Street and Milliken Ucation of the facility �(s
determined based upon citizen desires for having convenient
quality primary health care services close to home. Milliken aq�
Church intersections represents the Center for popuiat ,
development in Rancho Cucamonga for the balance of this cenry
and will be within ten minutes driving._t�pe fcw the new citi ens
who will domicile on Rancho Cucamonga and in ,western Fontana.
The site selected at the southwest corner of Milliken Avenue and
a
Church Street is approximately 10 acres. First phase of the
development will include a 44,000 sq. ft. physicians' 'office
building attached to a 25,000 sq. ft. ambulatory health care
services facility. The architectural design of these buildings
will blend naturally with the neighborhood charaal,-er. Extensive
landscaping will be utilized to create a park -Dice setting for

The physicians' office buildieng will be the permanent residence
of approximately 30 high - quality primary care physicians, all
with privileges to practice medicine at San Antonio Community
Hospital, the area's highest quality medical facility.
The ambulatory medical plaza will feature a varieti of consumer
demanded services including emergency services, .staffed with hi#
quality emergency trained physicians; holding beds to allow
patients to stay for a short time for observation purposes
precluding immediate admission to an area hospital; an ambulance
staffed_�by paramedics, to assure quick response for Ranches
Cucamonga /Fontana citizens and for patient transfers to impatient
facilities when required; advanced, high technology imaging
` services including radiography, flouroscopy, ultrasound, CT

I. BACKGROUND: Tentative Tract 12332 (204 lots on 141 acres) wiar
orrg na y approved by The Planning Commission on May 11, 1983.
The applicant recorded Phase I '(53 Tots). Subsequer►tly, the
applicant received a new approval for the remaining 1-31 lots on
February 12, 1985, which is due „to expire an February 12,,
According to the Subdivision Map Act, a tentative ('ract map may be
extended up to five years from the d 1e of approval. Therefore,
the applicant- -may request two additional time extensions, in one
year imrements, extending the map until Febraary 12. 1991. The
applicant is requesting a one yeae ttme extension to expire an
February 12, 1989.
il. ANALYSIS: Staff ha �analyied the proposed 6me extension and has
compare the proposA with the development criteria outlined ift the
City's Development Code. Based upon this review, the project meets
the Basic Residential Development Standards of t1i0_0evelopment Code
for the Verl bow Residential District except -for the required
minis" lot frontage of 50 feet at the frnnt, property line. This:-
project shows 19 lots of the total 151 that have a lot frontage,
ranging from 40 to 43 feet. However, these $9 cul- ad.4;Jc lots
average 31,516 square feet, over 8,400 square €pet larger than the
average size of the remaining lots within" the tract. This
inconsistency is not considered to be significant by stuff and
would not significantly 'alter the development`Zii the project.

for the Alta Loma Plaza Shopping Center., Two of the cotrditioas of
approval required by the sign program were to establ "far�own-
lett -m and create - background colors for all signs wrttiin the
cent, !- Existing deviation from the sign program for the major
anchor" tenants occured through two separate director reviews* DR
79 -08 Alpha Beta and DR 79-35 (United California Bank) First
Interstate Bank,
II, ANALYSIS•_. on January 29, 1988, a representative of Del Taco
su T applications to replace the sign Color on two of r the
three Dal Taco restaurants within the city, after the nfWr signs had
been installed. The reason for the new c0,10r is Del Taco in
changing the signs on all stores to the near corROn=�te blue. The
sign permit aPplicaV3ans_wer�e for the Del Taco res`tdurants at the
northeast corner r gasetne,Raad and Archibald Avenue and &t the t
southeast corner,'�f 19th ireet and Carnelian Street..
The Dell :Tats sign at the northeast cornea of Base Line Rczd and 4
Archibald Avenue (1243 Archibald) was approved as the new colors
are in substantial confotAance with the .approved Colors for the
Sycamore Investoents Uniform Sign Program. The view sign is
identical in size and letter style to the original sign approval �
for Del Taco and was approved as the sign prograM pereatts a blue
sign cosy. Staff determined that although the new sign varies
slightly in 'We shade of blue there is conformance with the Uniform
Sign Program, and it would not detract from ti{€ uniformity of color
for the centAr.

Tne< Del Taco sign at the Southeast corner of 19th Street and
Carnelian Street (6799 Carnelian)„ was denied as the new color's do
not conform to the Uniform Sign Program. the building is a free-
standing pad facing Carnelian; howavei�, [del Taco is not a major
anchor fcf= the center. The existing blue- backgroun and white -
letter sign does not conform to the required creme- background and
brown- letter colors of the sign program. The previous Del Paco
sign was not in total conformance with the sign program as the
colors were white - background and brow-letter; hcwever these colors)
did tie:into the uniformity of the center.,
The intent of a Uniform Sign Program is to create a sense of
uniformity, a recognizable Theme between all signs within a center,
regardless of the number of parcels, structures, or uses rlthin the
center. A uniformity of color allows for signs to relate tone
another and also to the building. This center is a small sevei2 (7)
acre commercial center where too much color- variation could take
away from the architecture with the signage } Ong the most dominant
element. The architecture of the buildingT- Mo, ,Id be the major
identity and not the variation in the sign'ioTor. The Unifom, Sign
Program does not give tenants any flexibility in the Osage of
colors throughout this center.
II. PRECEDENT: A prey- 41�s appeal before the Planning Commission set

In J8nuary�.` 1988, the Planning Commission reviewed an appeal
from The ;Wherehouse in Cucamonga Village Shopping Center
appealing/ a staff decision denying an amendment to the
' previous ?y approved Uniform Sign Program in the areas of letter
size, color, height
of sign placement, neon lights, extraneous
infoW%Tfunil wall signs and the design of the monument sign.
The t4ajcr issue in The Wherehouse appeal that relates to the
Del Taco appeal is the issue of color. If the rase of The
Wherehouse, the proposed sign/ color was blue when the
established sign criteria for e center was red. (with Del
Taco, the proposed colors are �hite and blue with an orange
logo when the established sign 6Hteria for the center are the
uniform colors of brown and cream/).
In The Wherehouse appeal the Planning Commission upheld 'the
City Planner's decision and denied the request. 3t was the
consensus of the Planning Co+maission that the color- of a
Uniform sign Program should be uniform. It should .be note;(
that the decision of the Planning Commission, ,was appealed to
the City Council where the decision was over -ruled and a
compromise was worked out to allow for the blue sign based upon
The Wherehouse being the major anchor terant,

I. BACKGROUND: Recently0he Riannin:, Ca►s'ission t scussed a requ6i
rly ifieZ:Tty Council to review various deve'l'opment standards in the k
City, including minimum unit sizes nor multi - family dwellings, The
Commission requested additional direction frmi the City Council o:r
the unit size issue.
On February 17,, staff asked the City Council for clarification of
the prob'. ai. Staff indicated that the Co" ssion. needed a better
understanding of the Council's perceptidd' of.', "e problewt and
presentaid three options for Council consideratioAt
A. If the problem is that some 'units are too small for
their type, resulting in small rooms and 'a lack of
adequate living space, mirimum sizes can be developed
for each unit, type.
B. If the problem is overconcentration of sr 11 , units,
criteria can be developed for an appropr'�te mix of
units, with the number of smaller dwelingslimited to
a certain! percentage.
C. If the problem is a crowded appearance of some multi-
'Family proects, perhaps it is not the unit size, but
setback or open spate requirements that ;need
modification.
II. COUNCIL DIRECTION: �, The Council indicated that oil three potential:

should look at the Issue as a combination of these factors.. It was

infomation on the number, type, and size of multi - family dwellings

II. ANALYSIS;
A. General: The City's Gerrral Plan Trails Alan objective is to

hiking trails. . ,” through " a three- tiered heirarachy of
trails. The Cunity Trails a intended to unify the
existing disjointed system of Local T Eder Trails.
B. Selection Criteria: These four trails were selected by the

usable trail network as envisioned by the General Plan, They
following crljteria were used by the Committee in staking their
recommendation:
1. The trail ;: location is critical to the overall
functioning of the trail network.
2. The trail Would provide taaximaK recreational benefits
with a minimum of improvement.

Trail section between D(mens Crean „1 regional trail (top of
Amethyst) and Archibald. The Corps of Englnesrs' P„ase i

Therefore, this section of trail will provide ar#cess to the
regional trail and Heritage Park for residents in northeast
Arta Loma. This section of the Almond trail-
