BACKGROUND On January 10 and 23, 1991, the Planning Commission conducted preliminary workshops to discuss the various site planning and architectural issues { and provide direction ro,the applicant and staff about areas of concern, additional study, and /or possible redesign.,._ Theses gincluded, but were not limited to, the following: A. Site Plan 1. Circulation: a. contacting the property owners on the north side of Foothill about shifting the median break location - b. Master planning for the north side of Foothi.1 c. The internal circulation flows, especially the western half o;; ,/ the property d. Safety of the western driveway in relai4:on to the I -15 off ramp e. Justification for the left only median break f. Access to Etiwanda ^i g. Truck maneuvering h. Emergency vehicle access and circulation 2. Building Placement: a. Use of free - standing buildings would be considered only if greater emphasis and improvement is provided at the pedestrian level through site design and architectural elements b. Storefront areas B. Building Elevations: 1.. Emphasis placed at those areas exposed to the Community (i.e., 1-15 Freeway, Foothill Boulevard, Etiwanda Avenue) 2. Emphasis should be placed at t F %,3estrian level: a. Pleasant and well designed plazas and passageways b. Use of architectural features along and at the plazas and passageways c. Proper choice of plants for space and desired effect d. Entries to the major tenants e. Street /p3=a furniture 3. 360 degree architecture should be provided 4. Eliminate /minimize the "'box" appearance of the buildings a. variation in height b. Look at corners of buildings 5. Consistent architectural theme with the possibility of dome -' variation fi. Signature architecture coulC; be proposed for a satellite restaurant pad and would be considered on a case . case basis MITIGATION MEASURES: - In addition to the Planning Commission workshops_- the Historic i Preservation Commission and the City Council ha!!e reviewed the site for its cultural and historic value to the ,community. The City Council adopted a resolution designating the site as a npoint of interest." The resolution contains mitigation measures that wih be imposed as part of the Planning Commission's review of the enviro�imental assessment. These mitigation measures include: L j -. The project owners shall sponsor a City - administered Oral History Program o4" the pioneer wine - making families of the subject area. 2. The existing structures shall be doe-mented fully,, accoy3ing to HABS /HAER Standards by an architect approved by thi 3. The project owners shall donate the Guidera and Dicarlo homes and pay for their relocation to persons demonstrating ownership of a parcel of land within the City of Rancho Cucamonga and suitable for such a relocation. These homes shall be available for such donation over a period of 180 days. such parcels located in the historic community of Etiwanda, will be given first preference. 4. The project owners shall utilize personal names and those of associative qualities, such as winery names or wine labels, on the project site whenever possible. S. The developer shall incorporate the familial and agricultural past of the area into commissioned public art integral to the architectural design of the project. This artwork shall portray southern Etiwanda's wine-making past in a .realistic style and the project owner will submit no less than three alternatives in no less than three different artistic mediums for the Historic Preservation Commission's review. The final specifications for this architecturally - integrated artwork shall be approved by the Planning Commission. 6. No demolition permits shall be issued for 6r-isting structures within the project site until the issuance of building permits for any new structures. li i FOOTHILL MARKETPLACE '?ORi' :.'OP COMMENTS CONDITIONAL USE PERMIT 90 -37 - THE WATTSON COMPANY March 21, 1991 Page 5 7. The project owner shall contribute up to $100,000 to establish a fund for the reconstruction of a 2,000 square foot barn at the site of the City -owned Cha£fey /Garcia house wherein local wine industry artifacts will be r1ocumented and displayed. The said funds shall be donated prur to the },esuance of demolition permits. The design of the said structure shall follow the design of the original ChaffeyjGarcia barn and its execution shall be subject to the review and approval of the Historic Preservation Commission in the form `of a Landmark Alteration Permit. STAFF COMMENTS: Si.1ce the Commission workshops staff has been working with the applicant to revise the development plans consistent with Planning Commission direction. The applicant has submitted revised plans for Commission review and comment. In addition, the applicant and staff are continuing to revise the plans in an attempt to bring closure to many of the previously discussed issues. in reviewing the submitted plans, staff notes the following changes that have been incorporated into the plan: 1. The circulation drive serving the western portion` of the site has been redesigned as more of a frontage road to better sere€ this area. 2. The fast food restaurants on 'Pads 3 and 5 have been redesigned with the drive -thru lanes away from Foothill Boulevard and opportunities for plazas /outdoor seating are available. 3. Landscaped areas along main circulation drives have been increased over the previous submittal. 4. Additional landscaping has been provided along the east side of Major 1 to provide additional buffering /relief from Etiwanda Avenue. There are, however, a number of issues with the site plan that are still unresolved based on previous Planning commission and staff comments: 1. Safety of the western driveway in relation to the I -15 off -ramp. 2. Justification for the left only median brerk 3. Location of main signalized intersection 4. Access to Etiwanda 5. Avoid "box" deaign of Free- standing buildings. Additionally, the Commission should consider the fIllowing to determine if the intent of previous comments are being met: 1. The applicant is proposing to use kiosks at the end of drive aislee as the focal point. 2. Emphasis at the pedestriasi level for free - standing and ins -line buildings >. 3. Expansion and strength of focal points (i.e., terminus of waetern drive aisle at Majors 5 and 7). 4. Landscaping along building edges and storefronts. S. Screening and design of gas station.
