Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed bebaeen 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. P1 ease notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Scott) UNIFORM SIGN PROGRAM FOR FOOTHILL VILLAGE - NU WEST - Review of t~e Sign criteria for the Commercial Center located at the southeast corner of Foothill Boulevard and Hellman Avenue APN: 208-261-25 and 26 (Reference: CUP 87-16). 6:30 - 8:00 (Debra) MODIFICATION TO CONDITIONAL USE PERMIT 88-12 - WESTERN PROPERTIES - A modification to BUildings A, B and T within Phase 1 of Tetra Vista Town Center. DESIGN REVIEW AGENDA March 16, 1989 Page 2 8:00 - (Debra) PLANNING COMMISSION WORKSHOP - TERRA VISTA TOWN CENTER - The purpose of the workshop is to preview site plan and elevations of the Mervyn's store to be located within Terra Vista Town Center. Staff coments and a presentation by the architect will be presented at the meeting. CUP 88-41 - RYDER TRUCK (Cynthia) Review of Break-away wall details Committee Action: The wall is to be reviewed for its durability, findings are to be presented to the Planning Commission. The Committee is otherwise satisfied with the wall design. 2. CUP 87-29 - ARCHITECTS OP~E (Chris) Review of International Mouse of Pancakes colors and details as postponed from the March 2, lg~g meeting. Committee Action: The Committee made the following approvals: 1. The trellis base shall incorporate inset tile which is the same as the wainscote #852 granite grey. 2. The reveal between the tile wainscote and the stucco on the building shall be painted to match the stucco color Pacific Sand X-97 (La Habra). 3. The teak benches shall be natural or stained. 4. Additional detail relief shall be provided to the interior finish of the towers. Details to be reviewed and approved by the City Planner. 5. A return shall be provided to the awnings to "enclose" them. 6. The canopy along the east building face shall be extended to cover the service door. CONSENT CALENDAR AGENDA March 16, 1989 Page 2 7. International ~ ue is approved as the awning color for the entire project. The blue color shall also be used for window mullions and doors for the overall project. 8. The "block" detail is to be used at parapet wall corners. 9. The signage shall be reviewed and acted upon separately. 3. CUP 85-19 - KEN RUBY CO (Chris) Review accent colors and building finish Committee Action: Postponed to April 6, 1989 Design Review Committee meeting. 4. DR 87-20 - LENNON ARCHITECTS '(Chris) Review reduced building and facade revisions Committee Action: The proposed changes were approved subject to the planting of 48' box or greater specimen trees in the court yard planters and reducing the amount of sidewalk along the south building faces as much as possible within title 24 guidelines. 5. CUP87-26 - OAS (Debra) Review of lamp col or for Thomas Winery Committee Action: The Committee recommended that the lamps within the parking lot remain white and the lamps on the building face should be painted to match the green of the window mullions. The applicant has indicated that he would have a lamp on Souplantation painted the appropriate green for Committee inspection and approval prior to having each lamp painted. DESIGN REVIEW COMNENTS 6:00 - 6:30 Scott March 16, 1989 UNIFORM SIGN PROGRAM FOR FOOTHILL VILLAGE - NU WEST - Review of the sign criteria for the Con~nercial Center )ocated at the southeast corner of Foothill Boulevard and Hellman Avenue APN: 208-261-25 and 26 (Reference: CUP 87-16). Background: On February 3, 1988, the City Council approved the development of an integrated shopping center totalling 87,581 square feet in area. The project is presently under construction. Staff ~om~nts: Over the past several months, the applicant and staff have been working on a comprehensive sign program for Foothill Village. As a result, the applicant has provided a sign criteria package that addresses many of the City's concerns. The major components of the project include the following: 1. The sign colors will be limited to red or yellow. Color variation will be permitted for registered ]ogos. 2. Major tenants will have a maximum letter height of 36 inches. Plaza tenants will have a maximum letter height of 18 inches. 3. Variation in letter style will be permitted. 4. All wall signs shall be internally illuminated channel letters. Staff suggests that the Con~nittee consider the following modifications to the sign criteria, as we]] as any additional comments you may have: 1. No more than 3 major tenant identifications should be permitted. The description in the criteria establishes a major tenant as any business occupying more than 12,400 square feet. 12. Minor tenants should use only red letters for signs. Major tenants may use red or yellow letters. Design Review Committee Action: Members Present: Suzanne Chitlea, Peter Tolstoy, Otto Kroutil Staff Planner: Scott Murphy The Committee reviewed the Sign Program and recommended the following revi si ons: 1. The number of major tenants should be limited to three (Retail A, B, and C). DESIGN REVIEW CO~IENTS SIGN PROGRAM - NU WEST March 16, 1989 Page 2 2. The major tenants may utilize 36" letters for single lines of copy. If bvo lines of copy will be used, the letter size should be reduced. 3. All tenants other than major tenants should be limited to 18" letters. 4. Major tenant signs located along street frontages (i.e. Retail A) should be limited to 18" letters. B. Plaza (minor) tenants should have red letters. The major tenants may have a choice of red or yellow 1 etters. 6. Alternative letter styles to the "otima semibold" typestyle should be explored for use in the center (i.e. monument signs, pedestrian signs). 7. The quadrafoil on the monument at the southeast corner of Foothill and Hellman should be more integrated with the wall and sign. 8. The monument signs on Foothill and Hellman should be redesigned as follows: a. A cap, similar to the cap on the perimeter wall, should be provided. b. The ceramic tile on the pilasters should be reduced to a 2- tile by 2-tile square as used on other areas of the wall. c. The cap on the pilasters should be consistent with the perimeter wall. 9. The amount of ceramic tile at the base of the delivery signs should be reduced to a 2-tile by 2-tile square. 10. The stop signs should either be eliminated or reduced to 4 feet in height. 11. A note should be added to the text to limit the total number of signs, in any combination of monument or wall signs, to three. DESIGN REVIEW COMMENTS 6:30 - 7:30 Debra t~rch 16, 1989 MODIFICATION TO CONDITIONAL USE PERMIT 88-12 - WESTERN PROPERTIES ~ A modification to Buildings A, B and T within Phase I of Terra Vista Town Center. Background: The R anning Commission approved a modification to Town Center on June 22, 1988 which included revisions to Building A. At that time this building was redesigned to accommodate a speci fic tenant. That tenant still intends to occupy the A-1 portion of the building. Staff Comaents: The three buildings in questions are now in plancheck and the revisions, as pointed out below, are not consistent with the conceptually approved plans. Building A: In general three changes have occurred to the building and hardscape plan that is a deviation from approved plans. 1. The A-1 entrance has been shifted from the west to the south elevation. 2. The courtyard on the west si de of the building has been reduced in size which effects planting and hardscape areas. 3. An exterior stair well has been added to the north el evation. Building B: Two revisions to the architecture of Building B deviate from approved plans. 1. A minor realignment and redesign of the store front and roof line of the east corner of the south elevation. 2. The secondary tower elements no longer depict the overhang with the wood cornice details which were used throughout the conceptual plans. Building T: The design of this building is not at all like the one represented in the approved plans. The main concern with this building is location of service areas. The layout in your package shows a service area on the south elevation. Can a service area in this orientation be adequately screened from view of the drive way along the west side? Considering the alternatives, it may be the best solution. DESIGN REVIEW COMMENTS CUP 88-12 - WESTERN PROPERTIES March 16, 1989 Page 2 Design Review Committee Action: Members Present: Suzanne Chitiea, Peter Tolstoy Staff Planner: Debra Meier The Committee made the following recommendations with respect to each building. Building A: 1. The entrance relocation of unit A-1 is acceptable. However, similar detail should be added to the west elevation to upgrade that appearance. 2. The roof line of the shops within the courtyard should be modified to allow a shed-roof to wrap-around the wall in front. 3. The Committee was very concerned about the revised appearance of the north end of Building A. They recommended a redesi gn of the upper level window layout and column spacing as well as a redesign of the stairwell to provide a roof overhang to simulate a walkway along the building edge. Building B: 1. The redesign at the east end of the elevation, giving the flexibility to tie into future design of Major 2, was acceptable. 2. The Committee recommended that all towers maintain the wood cornice details as approved previously. 3. The Committee noted that as the design of the courtyard begins, they would encourage an outdoor seating area in association with a food service tenant if possible. Building T: Building T will be deleted within the modification associated with Mervyn's occupying the Major 2 spot. The Committee has agreed to the deletion in concept, as the formal modification has not yet begun.
