Please review the attached plans, visit the project sites, and write down your conments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Conmittee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Conmission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided betv~en 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 (Bruce) ENVIROII~ENTAL ASSESS)tENT AND CO~ITIONAL USE PERMIT 88- 46 - JAI~ES CARTER - Development of a neighborhood shopping center consisting of three buildings totaling 30,105 square feet on 4.45 acres in the Neighborhood Commercial District located at the southwest corner of Base Line Road and Hellman Avenue - APN: 208-202-13 and 14. 8:00 (Debra) PLANNING COI~MISSION WORKSHOP - TERRA VISTA TOWN CENTER - The purpose of the workshop is to preview site plan and elevations of Montgomery Ward (Major 3). TRACT 12332-2 BROCK (Bev) Committee to review replotttng of units Confnittee Action: The Committee (Kroutil, HcNiel, Emerick) approved the replotting contingent upon acceptance by the Home Owner's Association. If the Home Owner's Association is not satisfied, approval by Design Review Coenittee is void. 2. TRACT 11626 BRIMAR (Bey) COmmittee to review replotting of units Conmnittee Action: The Coenittee (Kroutil, HcNiel, Emerick) did not recommend approval of the proposed replotting of Lots 78, 81 and 82. DESIGN REVIEW COMMENTS 6:00 Bruce April 6, 1989 ENVIRO~4ENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 88-46 - JAMES CARTER - Development of a neighborhood shopping center consisting of ~uildings totaling 30,105 square feet on 4.45 acres in the Neighborhood Conmercial District located at the southwest corner of Base Line Road and Hel lman Avenue '- APN: 208-202-13 and 14. Background: This project was reviewed as a regular item at the Design Review Committee meeting of January 19, 1989. At that time the applicant ts directed to revise certain aspects of the development plans related to architecture, the site plan and landscaping. Since that time the proposed entry drive to the Neighborhood Center has been shifted to the east onto the applicants property in order to solve access problems with the adjacent County library. The revised plans will reflect this change along with a reduction of floor space for building "A" and building "B". Staff C~ments: The Design Review Committee should examine the resubmitted plans and elevations for completion of the following revisions as recommended to the applicant during the meeting of January 19, 1989. Architecture: 1. All building facades should receive additional architectural detail/relief. The design and materials of construction should be modified so that the facades are compatible with the residential development to the south. 2. Tenant signage should be reduced in size. Site Plan: 1. Planter area and pedestrian space should be expanded along the north side of building "C". The planter area should cover the full length of the building "C" and be wide enough to accommodate trees larger than currently specified. 2. A substantial planter area should be added along the south side of building "C" to accommodate trees. 3. Planter area width on the west and east side of building "A" should be expanded to accommodate trees. 4. The planter area width on the south side of building "B" should be expanded for trees. DESIGN REVIEW COIMENTS CUP 88-46 - JAMES CARTER April 6, 1989 Page 2 5. Entry and corner monument signs should tie in with the project architecture. 6. Additional enriched paving should be provided at the east parking lot entrance off of Hel lman Avenue. 7. Enriched paving should be provided between the south side of building "B" and the northeast corner of building "C". 8. Enriched paving should be provided as a pedestrian link between the sidewalk at the east side of building "C" and the sidewalk along Hel lman Avenue. 9. The paved area adjacent to the furtherest easterly parking stall at the northeast corner of building "C" should be converted to a planter area with an 12 inch wide walk inside the curb adjacent to the parking stall. Landscape: 1. The buffer landscaping along Spur Drive should have an informal design. The formal screen hedge should be substituted with an informal mass planting of shrubs. 2. Landscaping adjacent to Base Line Road should conform to requirements for that special boulevard treatment. The palm trees proposed for the landscape setback on Base Line Road, therefore, should be substituted with another tree such as Liquidamber which is being proposed and is on the approved street tree list for Base Line Road. 3. The above requirement will modify the design intent of the palm trees. Therefore, the palm trees in the parking lot island north of building "C" should be substituted with Cupaniopsis which is the predominant tree within the parking lot. 4. Palm trees should still be utilized in the design by incorporating them in the expanded planter area along the north side of building "C", replacing the Photinia standards. Palms should be clustered at the north entrance to emphasize that location. i)estiln ~view Committee Action: Members Present: Larry McNiel, Bruce Emerick, Otto Kroutil Staff Planner: Bruce Abbott The Design Review Committee recon~nded that revised plans be resubmitted with the following: DESIGN REVIEW COMMENTS CUP 88-46 - JAMES CARTER April 6, 1989 Page 3 Architecture: 1. The form of buildings "A" and "B" should be revised to make a stronger architectural statement and include more detail and elements which tie in with the main building "C". 2. The small square tile work below the cornice should be deleted and an additional cornice placed below the built-up cornice on building "C". The additional cornice should continue around the entire building including the towers. 3. The metal framework structures on the front of building "C" should be revised to be wood and the paint should be changed to gray. Alternative paint samples for the structures and other elements such as the storefronts should be resubmitted. The white color as presented for the stucco should remain. 4. The square tile work ornaments at the towers should be inset 6 inches. 5. Additional pilasters should be used along the entire length of the rear of building "C". The pilasters should be 6 inches in depth. 6. An architectural element should be added to the rear facade of building "C", aligning with the rear automobile entrance of the center. 7. The arcade element at the east elevation of building "C" should be continued around the south east corner of the buildings, aligning with the top of the roof slope on the same side. Site Plan Landscaping: 1. A retaining wall and guard rail should be provided at the south side of the rear parking lot of building "C" in order to lower the proposed grade and preserve the existing eucalyptus trees at the southern edge of the project. The grading plan should be revised to indicate the additional retaining wall and the existing grade around the trees as remaining. 2. The revised plans should incorporate all those llans such as planter areas and enriched paving as indicated on the plans as reviewed at the April 6, 1989 Design Review Comnittee meeting. The enriched paving should be labeled as pre-cast concrete pavers with concrete banding. DESIGN REVIEW C)MENTS CUP 88-46 - JAZ4ES CARTER April 6, 1989 Page 4 3. A continuous planter area with trees and shrubs should be provided along the south side of building "C" with the exception of the parking stalls and service walks which will remain. Wood trellises should be provided on the south side of building "C" only where the proposed parking is located. There should not be any further modification of the parking (additional) at the rear of building
