SUBJECT: DESIGN REVIEW COt/a4ITTEE MEETING OF JUNE 8, 1989
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. - 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

Committee Action: The Committee (Emerick, McNiel,
Kroutil) did not approve use of

recommended that the conditions not be
modified as requested by the
applicant.

residential subdivision and design review of 47 single family lots on
8.5 acres of land in the Low-Medium Density Residential District of the
Terra ~sta Planned Con~nunity located at the northwest corner of
Rochester Avenue and Church Street - APN: 227-151-14.
Design Parameters:
This project is one of the first in Terra ~ sta to be developed under
the innovative standards. The wide and shallower lots allow for a
wider, more prominent house along the street.
Staff Comments:
The following items should be addressed by the Committee:
Architecture:
1. 360 degree treatment. Special treatment on Church Street and
Rochester Avenue facing elevations.
2. More variety in front elevation building mass, form, and roof
structure should be provided.
Site Plan/Streetscape:
1. Lots 38, 39, and 40 should be reoriented to "B" and "D" Streets.
2. All of the homes have three-car garages which tend to dominate the
streetscape. Provi de si de-on garage, special door treatment, off-
set garage faces, etc.
3. Reduce driveway approach to standard 16' in width.
4. The median break on Church Street should be eliminated.
Fencing and Walls:
1. Provide decorative sideyard return fencing.
2. Carry wrought iron fencing to perimeter wall south of "E" Street.
3. Eliminate retaining condition on the wall along "A" Street.

The Committee did not recommend approval of the project as proposed.
The following recommendations were made and should be addressed in
revised plans:
1. The Con~nittee did not feel that the project was innovative. Hence,
the center plot standards should be utilized with this project,
which would require larger lot sizes and additional front and rear
yard useable area (among other things).
2. A major trail should be provided along Church Street which would
link the proposed park site to the north with the ~ctoria
Community Trail proposed along Miller Avenue. The trial should be
designed similar to the trial just north of the Tetra ~ sta Town
Center adjacent to the north side of Elm Avenue (Trail Type "B" in
the Community Plan). The trail should be shown extending through
the project proposed to the west of Tract 14316.
3. A bonus room option should be provided to the homeowners in place
of a third enclosed garage space to mitigate the large, prominent
three car garages.
4. Window trim and additional architectural detailing should be
provided on all rear and side elevations.
5. Special paving, such as a col ored concrete and/or brick banding
should be provided to mitigate the expansive three-car wide
driveways.
6. Decorative si de yard return fencing should be provided between
homes.
7. The retaining wall along "A" Street should be eliminated. The wall
should be located at the top of the slope.
8. Side yard setbacks should be measured from the furthest projection
of the house. Chimneys and similar features are exempt, but
projections which extend along large sections of the elevations
should meet the 5 feet minimum side yard setback.

- Development of a neighborhood shopping center consisting of threo
buildings totaling 30,105 square feet on 4.45 acres in the Neighborhood
Commercial District located at the southwest corner of Base Line Road
and Hellman Avenue - APN: 208-202-13 and 14.
Background:
This project was reviewed as a regular item at the Design Review
Committee meeting of April 6, 1989. At that time the applicant was
directed to revise certain aspects of the development plans related to
architecture, the site plan and landscaping.
Staff Comments:
The Design Review Committee should examine the resubmitted plans and
elevations for completion of the following revisions as recommended to
the applicant during the meeting of April 6, 1989.
Architecture:
1. The form of buildings "A" and "B" should be revised to make a
stronger architectural statement and include more detail and
elements which tie in with the main building "C".
2. The small square tile work below the cornice should be deleted and
an additional cornice placed below the built-up cornice on building
"C". The additional cornice should continue around the entire
building including the towers.
3. The metal framework structures on the front of building "C" should
be revised to be wood and the paint should be changed to gray.
Alternative paint samples for the structures and other elements
such as the storefronts should be resubmitted. The white color as
presented for the stucco should remain.
4. The square tile work ornaments at the towers should be inset 6
inches.
5. Additional pilasters should be used along the entire length of the
rear of building "C". The pilasters should be 6 inches in depth.
6. An architectural element should be added to the rear facade of
building "C", aligning with the rear automobile entrance of the
center.
7. The arcade element at the east elevation of building "C" should be
continued around the southeast corner of the bull dings, aligning
with the top of the roof slope on the same side.

Site Plan/Landscaping:
1. A retaining wall and guard rail should be provided at the south
side of the rear parking lot of building "C" in order to lower the
proposed grade and preserve the existing Eucalyptus trees at the
southern edge of the project. The grading plan should be revised
to indicate the additional retaining wall and the existing grade
around the trees as remaining. An alternative would be to remove
the affected trees and replant or replace them after grading
operations. However, this would necessitate an arborist's report.
2. The revised plans should incorporate all design elements such as
planter areas and enriched paving as indicated on the plans as
reviewed at the April 6, lg89 Design Review Committee meeting. The
enriched paving should be labeled as pre-cast concrete pavers with
concrete banding.
3. A continuous planter area with trees and shrubs should be provided
along the south side of building "C" with the exception of the
parking stalls and service walks which will remain. Wood trellises
should be provided on the south side of building "C" only where the
proposed parking is 1 ocated. there should not be any further
modification of the parking (additional) at the rear of building

The Design Review Committee examined the revised site pl an, 1 andscape
plan and elevations for conformance to the staff comments and revisions
as recommended by the Committee during the meeting of April 6, 1989. As
a result of the review the Committee recommended approval of the project
subject to certain revisions. The revisions which should be
incorporated on the plans prior to scheduling for Planning Commission
are:
1. The additional cornice p]aced below the built-up cornice on
building "C" should continue around the entire building inc]uding
the towers.
2. The southeast corner of building "C" should be revised in plan view
to reflect the revised elevations at that portion of the
building. These revisions would also include the planter area and
hardscape in that area of the building.

3. The enriched paving areas at the entrances to the project should be
located behind the property lines, within the project site as
directed by the City Engineering Division. Sidewalks should align
with the enriched paving areas for a smooth transition and
connection across the parking lot or driveway as applicable.
4. Grading plans should be revised to clearly indicate the amount of
fill soil to be placed around the Eucalyptus trees at the south
edge of the site. Trees subject to fill soil over the root area
will either be removed, boxed and replanted after grading
operations or the trees will be replaced in like kind and size.
5. It was determined that additional trellises with vines will not be
required at the rear of building "C". However, the subject may be
reviewed at Planning Commission. The planting plan should be
revised to include these trellises as shown on the elevations of
the back of building "C".
