Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 {Brett} ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 88- 28 - PERRY The development of a 5,580 square fool retail building on 0.52 acres of land within an existing shopping center in the Community Commercial District of the Foothill Specific Plan, located on the southwest corner of Foothill BoUlevard and Malachite Avenue APN: 208-261-20. 6:30 - 7:00 (Vince} MINOR DEVELOPMENT REVIEW 89-23 - SIMMONS CABLE TV - The design review of building elevations and site plan for satellite dishes and processing equipment contained within a building and freestanding walls totalling 1,490 square feet on 203 acres of land in the Medium Density Residential District located at 6611 Amethyst Street APN: 202-101-07. Committee Action: The Committee (Chitlea, Tolstoy, Coleman} reviewed the colors and revised elevations and requested the following revisions: 1. The accent color of wildfire 6345R should be deleted. The Committee requeted to see how the colors work with the new elevations. 2. The Committee did not approve the deletion of the windows on the 2nd floor of the south elevations of Buildings A and C. 2. DR 89-07 IAJA) (Steve H. Review of revised elevations and site plan. Committee Action: The Committee {Chitlea, Tolstoy, Coleman) did not recommend approval of the revised building elevations and site plan as presented. Instead, the Committee recommended that the project be rescheduled as a full item before the Committee to allow the applicant a chance to address Committee concerns in person. 3. TRACT 13886 & CUP 88-01 (BARMAKIAN) (Bev) Review of roof material and color scheme Committee Action: The Committee (Chitlea, Tolstoy, Coleman) approved the fourth color 262H (Dryad Blue} but did not approve the proposed Hardishake roof material. DESIGN REVIEW COMMENTS 6:00 - 6:30 Brett August 17, 1989 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 88-28 - PERRY - The development of a 5,580 square foot retail building on 0.52 acres of land within an existing shopping center in the Community Commercial District of the Foothill Specific Plan, located on the southwest corner of Foothill Boulevard and Malachite Avenue - APN: 208-261-20. Background: This project was last heard by the Design Review Committee on April 20, 1989. The Committee identified a number of concerns, some of which have been addressed in the revised plans. The following comments have been prepared by staff based on previous Committee reviews and review of the new plans: Site Plan: 1. Provide enhanced paving at entry off of Malachite Avenue. Architecture: 1. Stone, wood, and/or similar materials should be used on the storefronts. 2. A tile roof element should be considered on the south elevation. Master Plan: 1. A planter area should be provided east of the existing market. This area becomes a focal point from the two new driveways off Malachite Avenue and Hampshire Street. 3. A screen wall should be provided behind the loading area by Hampshire Street. The proposed trash enclosure should be moved to the west when development of the market and/or the corner parcel at the northeast corner of the center occurs. 2. Within 6 months of Phase I being completed for occupancy, Phase II should be under construction. DESIGN REVIEW COMMENTS CUP 88-28 - PERRY August 17, 1989 Page 2 3. The accent color should be revised. 4. A minimum of 8" colored concrete base should be used to protect the columns outside the storefronts. 5. Heavy wood timbers should be utilized under the canopy sections. Decorative lighting fixtures should be provided as well. 6. A sight line study should be provided to depict the back side of the parapet wall. 7. The enhanced paving material at the driveway entrance should be provided with Phase I construction. 8. The alley to the rear of the shops should be closed off and landscaped with appropriate tree, vine, shrub, and groundcover planting. The Committee expressed it's concern with the lack of improvements proposed along Foothill Boulevard. However, they realized that the applicant did not own or have the legal ability to improve that portion of the center. The new retail building, the Committee stated, should set the tone for the redevelopment of the rest of the center. DESIGN REVIEW COMMENTS 6:30 - 7:00 Vince August 17, 1989 MINOR DEVELOPMENT REVIEW 89-23 - SIMMONS CABLE TV - The design review of building elevations and site plan for satellite dishes and processing equipment contained within a building and freestanding walls totalling 1,490 square feet on 203 acres of land in the Medium Density Residential District located at 6611 Amethyst Street - APN: 202-101-07. Background: A minor development review for an antenna tower measuring 50 feet in height was approved on September 15, 1988. The project's conditions of approval required landscaping to screen the antenna and approval of a Conditional Use Permit for the existing on-site trailer. To date neither of these conditions have been met. On the current proposal, staff has been working with the applicant to resolve major design issues since April 1989. In staff's view, the project is still inconsistent with Planning Commission policy on design. The Design Review Committee is reviewing the project to inform the applicant of its position on the proposed structure. Staff Conmments: Landscaping: 1. A combination of trees and shrubs should be planted along the perimeter of the head-end building and satellite pit. 2. Landscaping of the existing antenna tower should be provided as required by Minor Development Review 88-40. Architecture: 1. Walls should be enhanced by using materials split face block, or stucco over concrete block. 2. A roof tile sample has not been submitted by the applicant. Design Review Conmittee Action: Members Present: Suzanne Chitlea, Peter Tolstoy, Dan Coleman Staff Planner: Vince Bettoni The Committee reviewed the plans and recommended the following changes: 1. Walls, both building and freestanding, should be treated with a stucco finish. 2. Freestanding walls should be integrated with the building and provided with a decorative cap. DESIGN REVIEW COMMENTS DR 89-23 - SIMMONS CABLE TV August 17, 1989 Page 2 3. Architectural enhancement should be added to the building, picking up elements from the adjacent apartments. 4. Pilasters should be added along the walls to add architectural interest and provide relief from the blank exteriors. 5. A hip roof should be used instead of a mansard roof. Revised plans incorporating the above changes should be reviewed again by the Design Review Committee as a Consent Calendar item.
