Con~nf~tee Actibn: The Conmnittee (McNiel, Weinberger, Kroutil) recommended approval subject to the following conditions: a} The vehicle gate should be per City Standards and painted to match the exterior block wall. b) Individual access gates should be painted to match the exterior' wall and of a heavy duty wood or metal frame with a wood exterior finish. Also, a brick cap treatment should be provided for said access gates. c} The PVC trail fence shall be designed per. the new 2-rail City Standard. 2. Committee Action: The Committee (Weinberger, McNiel, Kroutil) approved the landscape concept as long as City Engineering Division standards are maintained. , 3. ~ 12895 - R.J. INVESIMENTS (Bey) Proposed color change. Committee Action: The Committee (Weinberger, McNiel, Kroutil) approved the life tile No. 406 and the proposed color change. DR 89-14 - R, IPAC (Steve H. ) Review n~xlifications to south and west building elevations. = Commit'tee Action: The Committee {McNiel, Chitlea, Tolstoy, Weinberger, Coleman} recommended approval of the dry cast building subject to the following conditions: 1. The material of the enhanced southwest portion of the building should be tilt-up scored concrete. 2. Substantial reveal lines should be provided on the enhanced (southwest) portion of the bu i ld i ng. 3. The base of the entire building should be poured in place concrete. 4. The southwest (tilt-up concrete) portion of the building should be painted to match the eave material of the structure (a soft gray color). DESIGN REVIEW COMMENTS . 6:00 - 6:30 Steve H. October 5, 1989 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 89-17 - INLAND AREA FELLOWSHIP A request to establish a church in an existing building totaling 16,457 square feet on 2.42 acres of land in the Medium Residential District (8-14 dwelling units per acre), located at the hw Zand 03. General: Inland Area Fellowship is proposing to locate within the Alta Loma School building, which was designated as a Point of Historic Interest by the City Council on December 21, 1988. The church has developed a phasing program to improve the building exterior, as well as the overall site. Details of the phasing program will be discussed before the full Planning Commission once the project receives Committee recommendation. Staff Counts: Architecture: 1. Appropriateness of'color scheme for Historical Building. Landscape: 1. Relocate pine tree within row of palm treesto a different location on-site. Site Plan: 1. Continuation of block wall along the north and west property lines. 2. Provide an enriched textured treatment (i.e., interlocking concrete pavers) at the entrances and at key pedestrian crossings and gathering areas. Design Review Committee Action: Members Present: Larry McNiel, Betsy Weinberger, Otto Kroutil Staff Planner: Steve Hayes The Design Review Committee recommended approval of the project subject to the following conditions: 1. The colors should be revised !to incorporate a more subtle "cream" color scheme. The proposed banding scheme was acceptable to the Committee. A revised color board will be submitted to the Committee on a Consent Calendar basis. DESIGN REVIEW COMMENTS CUP 89-17 - INLAN) AREA FELLOWSHIP Page 2 2. The existing Pine tree within the row of palm trees should be relocated within the planter near the northwest corner of the building. 3. A dock wall should be constructed along the west property line from the future access point for the property to the west to the existing wall. The new portion of wall should be of a material consistent with the existing wall along the north and west property lines. Said wall should be in place within one (1) year of the Planning Commission approval date for the project. The Committee suggested that the applicant work cooperatively with the property owner to the west to have the wall constructed within the required time frame. 4. Interlocking pavers should be included at both vehicular entrances and a pedestrian crossing near the main entrance to the building. 5. Additional streetscape planting along Amethyst Avenue, n~rth of the required access point, should be included in Phase II of the Church's phasing program. 6. The proposed landscaping along the west property line should be in place within one (1) year of the Planning Commission approval date for this project. Other areas of parking lot landscaping not already included in Phase I should be incorporated into Phase I. DESIGN REVIEW COMMENTS 6:30 - 7:00 Steve R. Staff Comments: 1. The single garage should be off-set from the two-car garage to create more variety along the streetscape. Special driveway paving may be an acceptable alternative measure. 2. A bonus room should be-provided as an option on the homes in lieu of the third space. 3. All side yard retaining walls should be a minimum of five feet from the sidewalk. 4. The siding may need to be carried farther back on the right and left elevations of the "B" and "C" plans. 5. Enhancement of the chimneys to match the architecture could help upgrade the elevations. 6. The columns of the garages and entry should be made more substantial. They should project from the front as well as the sides. 7. Increased architectural treatment should be applied to the right elevation on every plan. A window, roof feature, and/or column could be added. Design Review Comnittee Action: MentDers Present: Larry McNiel, Betsy Weinberger, Otto Kroutil Staff Planner: Steve Ross The Conmittee (McNiel, Weinberger, Kroutil) did not approve the project, but recommended that the applicant revise the designs to address the following issues: 1. The single car garage should be off-set from the two-car garage to create mere variety along the,,streetscape. A bonus room should be substituted for the third-car'garage on 15 percent of the units. As an alternative, side-on garages could be provided. DESIGN REVIEW 'COMMENTS TRACT 13280- LUSK COMPANY Page 2 2. Increased architectural treatment should be applied to the side and rear elevations of every plan. This should include: A greater percentage of hip roofs within the tract. b. Chimneys detailed to match the front elevations. More variation in chimneys should be provided. c. More substantial trim around windows and doors. Trim around windows should be 2 x 6 minimum. d. Additional windows. e. 360 degree siding. f. Pop-out windows. 3. Connecting fences between houses should be provided and should be of an upgraded masonry material. DESIGN REVIEW COMMENTS 7:00- 7:30 Brett October 5, 1989 ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 13859 - LEWIS HOMES - The development of 395 dwelling units on 15.8 acres of'land in the High Density Residential District (24-30 dwelling units per acre) located withi)~ the Terra Vista Planned Community on the northwest corner of Sprude Avenue and Church Street - APN: 1077-421-11 and 18. Staff Comments: 1. The two secondary entries should be upgraded to appear more like the primary entrance on Church Street. Since a median break is not desirable on Church Street, these entries will be as heavily used as the designated main entry. Parking stalls which directly face entries should be avoided. 2. The pedestrian and parking lot/drive aisles arrangement needs to be redesigned. There is a significant lack of landscape area. Even in areas which appear to be planters and landscape fingers, walks, parallel parking spaces, or trash enclosures have been added, thus reducing the landscape area and creating a further "paved-over" look. In general, landscape planters need to be significantly increased. in width to accommodate tree, shrub, and gnoundcover planting. Landscape Plan: 1. Raised planter areas should be provided to acconmodate tree planting adjacent to the garages. Special attention to types of · planting will need to be made since building overhangs and/or balconies will not permit large size tree plantings. Special paving outside the garages should also be considered. 2. The building types which have units over the garages should have a minimum 6-8 feet wide planter separating the drive aisles and building facade. 3. Pedestrian circulation should be improved throughout the site. Walks not connecting destinations could be deleted. 4. A tot lot should be provided. Architecture: 1. The following building elevations appear to need additional - detailing and treatment: a. The first story of the rear elevation of Buildings IOOA and B; b. The left side of the side elevation of Building 200; DESIGN REVIEW COMMENTS TT 13859 - LEWIS HOMES Page 2 c. All side and rear garage elevations, particularly the 8 and 16 b~y garages. Design Review Coamittee Action: Members ~r~sent: Larry McNiel, 8etry Weinberger, Otto Kroutil Staff Planner: Brett Homer The Comittee {McNiel, Weinberger, Kroutil} reviewed the elevations, site plan, landscape and grading plan. They realized that the project was in an urban setting and at a higher density than previous projects in the City. The following recommendations were made by the Committee: 1. An "auto court" concept should be established with a range of elements employed to create the desired atmosphere. The elements suggested included: a. Two to three types of enhanced paving within the drive aisles, outside the garages, and within the parking stalls. b. Significant increases in landscape areas, by adding planters outside garages, decreasing drive aisle widths, and closing off some unnecessary paved areas. c. Kickboard or base treatment and detailing where hardscape meets hardscape. d. Variety in paving colors, textures, and patterns. e. Eliminating unnecessary or seldom used paved walks. The Conmittee felt that special attention must be paid so that the concept would work, emphasizing that all the elements would need to work together to create the overall "court" appearance. 2. The two secondary entries should be substantially upgraded with enhanced paving, landscaping and architecture. Parking stalls near the entry should be avoided or screened from view. 3. The gable roof element which pops out of Buildings IOOA and B rear elevation should be retained, in addition to the added trellis and feature. 4. A sample of the metal awnings 'should be provided. 5. A vertical as opposed to a horizontal trellis should be used on the side and rear garages (Sheet 24). DESIGN REVIEW COMMENTS II 13859- LEWIS HOMES Page 3 6. Additional articulation should be provided on the 3 street Corner facing elevations of Building 400 (A & B) to mitigate the )=lat appearing building face. An additional recessed area was .,suggested. The Con~ttee concluded that these items should be reviewed as a full item when the applicant has completed the revisions.
