SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF APRIL 16, 1987
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. - 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

the site plan and elevations as

Committee Action: The Committee approved the raised pad
elevations from 32.00 and 31.50 to
34.50 and 33.50 respectively, with the
condition that the two street
frontages with slopes now approaching
2:1 should be terraced with low
decorative wall compatible to the
building materials and planted with
additional 24" box size specimen
trees, shrubs massing and ground cover
tht would cascade down the terraced
slopes.

5. CUP 84-34 - Amend Sheriff Review of final revised elevation.

Committee Action: The Committee had a favorable
recon~endation for the project. Minor
details of the project were discussed,
however the Planning Commission Staff
Report was finaled prior to the DRC
meeting, any changes to the
recommended conditions must be
discussed and added or deleted at the
Planning Commission hearing.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-01 - DAVIS
DEVELOPMENT - A proposal to construct 2 medium wholesale distribution
facilities totaling 150,640 square feet in the General Industrial
District, Subarea 8, on 6.5 acres of land at the northeast corner of
Arrow Highway and Maple Place - APN: 208-961-12.
Design Paraleters:
The site is currently vacant and there is no significant vegetation. To
the north and east are existing rail served warehousing and
manufacturing facilities. The sites to the west are undeveloped and is
designated as Industrial Park District. A private rail spur runs along
the curved portion of the northern property boundary and connects to an
AT&SF Railway Co. lead rail.
Staff Comments:
Issue - Rail Service
The ISP requires that parcels adjacent to existing rail spurs should
accommodate rail service. Staff has requested that the applicant
contact AT&SF Railway Co. to determine the feasibility of providing rail
service to this site. A letter from the AT&SF Railway Co. was submitted
to the City stating that in order to provide rail service to this site,
an extension of the lead track must cross Maple Avenue to the west.
This extension would involve properties under different ownership and of
a different zoning designation which is Industrial Park where rail
service is not allowed. Staff recommends that rail service not be
required for this site.
Site Plan
1. The loading area and the roll-up doors of the first unit of the two
buildings should be screened from Arrow Highway.
2. The serpentine wind wall for the outdoor lunch area at the north
side of building "B" should be moved northeast toward the property
line so as to include the site perimeter tree planting into the
plaza area.
3. The outdoor lunch/plaza area should include tables and chairs,
textured bardscape treatments, trash receptacles, a drinking
fountain, trellis work and special landscaping consisting of
specimen size accent shade trees, shrubs, and ground cover.

Architecture
1. The proposed steel and glass articulation at the office entries is
diminished by an overhead expanse of concrete til t-up wall.
Additional articulation to the office entries building plane
including the creative use of materials, textures, and color should
be provided.
2. Additional articulation to the building plane and/or architectural
elements should be provided to the southwest corner of Building A
and southeast corner of Building B, as they are subject to Arrow
Highway view, which is a Special Boulevard.
Landscaping
1. Landscaping and/or screen walls should be provided on the east and
west sides of the drive entrance in order to help screen the
interior truck circulation area as required by the ISP.
2. A wider planter including pedestrian walkway should be provided to
the north elevation of Building B, in order to provide connection
to the plaza/lunch area.

The Committee reviewed the project and recommended approval to the
Planning Commission subject to the following conditions:
1. A three foot screen wall should be provided at the east and west
sides of the drive entries on Arrow Highway.
2. Th8 wind~Bll at othe lunch area should be flaired at approximately
46 to 60 vs 90 .
3. The "park" concept as submitted at the meeting was acceptable.
4. The corner design scheme provided by the applicant at the meeting
was approved to be used at all of the office entry areas for the
project (see Exhibit "A").
5. The radius at the drive entrance should be increased.

- The development of a Field Measurement Facility consisting of three
buildings that total 4,000 square feet on 3.72 acres of land in the
General Industrial District (Subarea 10} located on the west side of
Milliken Avenue south of the AT&SF railroad tracks - APN: 209-272-03.
Oesign Parameters:
The Field Measurement Area is only a small portion of a much larger
parcel owned by General Dynamics and slated for future Master Planning
and development. This project is actually a relocation of the Field
Measurement Facility existing at the General Dynamics complex at south
side of 6th Street at Utica Avenue.
The site is being maintained as a vineyard for erosion control. The
natural ground slopes gently to the south at about a 1% gradient.
Surrounding property to the west and south are also maintained as
vineyards, parcels to the east contain several warehouse and
distribution facilities and north of the railroad tracks is an existing
industrial use and vacant land. Milliken Avenue is existing up to 7th
Street, the continuation of Milliken Avenue including an overpass are to
be a future city construction project. Access to the proposed Field
Measurement Area will be via private roadway accessing Milliken Avenue
at the 7th Street intersection.
Staff Caments:
Landscaping
Since the Milliken Avenue railroad crossing will most likely be an
overpass, views onto the site from the overpass will be of concern. To
satisfactorily screen the view a double row of evergreen trees should be
provided along the north, south and east boundaries of the site.

1. The north and east boundaries of the site should be landscaped with
a double row of evergreen trees. The Canary Island Pine should be
used in combination with another variety of evergreen tree that
provides additional screening capabilities yet maintaining the
existing landscape theme on the General Dynamics site which also
utilizes Canary Island Pine.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-18 - REITER - The
development of 3 research/development buildings totaling 132,54u square
feet on 6.37 acres of land within an approved Master Plan, in an
Industrial Park District Subarea 6 located at the northwest corner of
Utica Avenue and Bentley - APN: 210-081-18.
Design Parameters:
The project site is vacant and is Phase II of the approved Gateway
Master Plan as shown in Attachment "A". Phase I which is imediately
west of the project site is being graded for construction. Attached for
your review is also a copy of the Gateway Master Plan.
Staff Coments:
Site Plan
The proposed site plan consists of three buildings linked together
through glass atriums and oriented in an inverted L-shape. The proposed
site plan design is very similar to the Phase II conceptual site plan
that was approved with the Gateway Master Plan. However, the two main
driveway entrances off Trademark Parkway North as designed could create
traffic conflict. To mitigate this traffic conflict, the first four
parking spaces of each of the driveway entrances should be eliminated
and only one driveway entrance should be provided.
Architecture
The proposed elevations consist of tilt-up, medium sandblasted concrete
panels, vision and spendtel glass consistent with the theme in the
approved Master Plan. The main office entrance consists of all glass
curtain walls and sandblasted concrete columns with terraced planters,
and texturized pedestrian pavement signifying a more formal entryway.
1. The elevation could be improved by providing additional
articulation of building plane such as flaring out the glass
atriums along the east elevation, the northwest elevation of
building "C" and the southeast elevation of building "A".
2. The southeast corner of building "A" and the southwest corner of
building "C" should also have some articulation in the building
plane.

Landscape
1. An average 25' landscaping is required along Utica Avenue which can
be accomplished by shifting the 20' landscape area along the east
elevation to 15'.
2. The landscape concept should be designed to be consistent with the
approved Master Plan in providing wind mitigation.
3. Undulating mounding and hedgerow of shrubs should be provided along
Utica Avenue, Bentley Street, Trademark Parkway North, and Winston
Avenue to screen parking areas.

The Committee recommended approval with the following conditions:
1. The first 3 parking spaces of each of the driveway entrances on
Trademark Parkway should be eliminated, to mitigate traffic
conflict.
2. The building entry on the east elevation should be flaired out as
in the north elevation.
3. An average 25 foot landscaping along Utica Avenue should be
provided.

7. The intersections of Haven Avenue and Church Street and Haven
Avenue and Town Center Drive are designated as secondary
gateways into Terra Vista. Therefore, the southeast corner of
Haven Avenue and Church Street should receive similar treatment
as that proposed for Town Center Drive (see Cross Section B).
o This recommendation could be placed as a condition of
approval.
8. Within parking areas, evergreen canopy shaped trees are
recommended instead of the sycamores, canary island pines, and
liquid amber trees indicated on the landscape plan. General
Plan policy calls for round headed spreading evergreen trees,
35' to 50' tall.
o The revised landscape plan shows that rusty leaf fig tree
and camphor tree, which would provide the large spreading
shade tree within the parking area.
9. The developer agreed to explore the opportunity to expand
landscaping into the Deer Creek Channel right-of-way (similar to
Virginia Dare) to provide additional landscaping.
o This recommendation could be placed as a condition of
approval.
10. The revised landscape plans show that additional landscape
planter fingers at the rate of i per 10 parking spaces has been
provided. However the developer has eliminated the continuous
planter between two landscape planter fingers as shown in
Attachment "A" thus reducing the amount of landscape area for
planting shade trees within the parking lots area. Additional
tree wells between the landscape planter fingers should be
provided in order to comply with the code requirements of 1 tree
per 3 parking spaces.
