SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF JANUARY 7, 1988
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department i f you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

island and carports, vehicle maintenance shops, and car
wash building for an approved City's maintenance yards
on 5.7 acres of land in the General Industrial District
located at 9153 9th Street - APN: 209-013-24.

Associated with this project is Tree Removal Permit 87-
52, requesting the removal of 13 mature trees consisting
of one Bottle tree, 5 Elm trees, 5 Sycamores and 1
Pepper tree.

37 - MARTENS AND ASSOCIATES - The development of an auto
service mall consisting of 3 buildings totaling 47,220
square feet on 4.46 acres of land in a General
Industrial District Subarea 2, located at the northeast
corner of Vineyard Avenue and 9th Street - APN: 209-
012-17.

DEVELOPMENT REVIEW 87-58 - CITY OF RANCHO CUCAMONGA - The design review
of overhead structures such as fuel island and carports, vehicle
maintenance shops, and car wash building for an approved City's
maintenance yards on 5.7 acres of land in the General Industrial
District located at 9153 9th Street - APN: 209-013-24.
Design Parameters:
The Planning Commission in June, 1987 issued a negative declaration for
the City's development of a corporate yard and vehicle maintenance
facility master plan. Subsequently, the City Planner granted approval
of the master plan. A condition of approval requires that all future
structures and buildings be subjected to Design Review Committee review
and approval.
Staff Comments:
The design, materials and color for the fuel island, the car wash
building, the carport and the shop building are consistent with the main
administration building for the corporate yard.

The Committee reviewed the project and recommended approval with
condition that a 5 foot landscape strip should be provided along
interior property line where feasible, subject to City Planner review
and approval prior to issuance of building permit.

Design Paraeters:
The Committee on November 19, 1987 reviewed the proposed project and
identified many design and technical issues. Attached for your
reference is a copy of the previous Design Review comments. The
Committee stated that revised plans must be submitted for review
again. Staff has met with the developer and went over all the
identified design and technical issues. The developer will be revising
the plans to address the Committee concerns. These plans will be
available for your review at the meeting.

The Committee reviewed the revised development plans and stated that
most of the technical and design issues raised at last November 19, 1987
meeting were resolved. However the Commi tree stated that there are a
couple more major concerns that need to be refined and resolved prior to
Planning Commission meeting. The Commi tree provided directions to the
applicant in preparing plans to address and resolve those major concerns
as follows:
1. The activity center design is acceptable, however, the developer
should consider using the same authentic river rock treatment to any
proposed monument sign.
2. The applicant has provided enlargement of details and full material
samples for Committee to review. Such detail s as the painted smooth
finish plaster, ½ circle gutter, rough finish stucco over, roof edge
detail, steel edge braces, textured pavement surface etc. However,
the Commi tree is still concerned with the simpl e, clean style and
stated that additional architectural elements and detailing should
be provided. They are as follows:

a. more richness to the roof edge.
b. mul ti-pane window with either wood or greyish tone aluminum
mullion.
c. Variation to storefront design such as "pop-out", "recess in",
river rock base, etc.
3. The proposed building G architectural treatment at the corner of San
Bernardi no Road and Vineyard does not meet the Commi ttee's
expectation . The corner architectural treatment to the building
should be substantial and bold enough to serve as a secondary focal
point. It should be able to attract and draw north, south and east
bound traffic to use the main access off San Bernardino Road.
4. The first driveway off San Bernardino Road should be redesigned, as
the main entry way to the site by expanding the landscaping on the
east side of the driveway and by softening the east elevation of
building F through terracing the second story.
5. The proposed architecture for Souplantation (building A) is not
consistent with the style established in the enti re center. The
elevations should be designed to tie the building as part of the
center especially in area of roof line, architectural element, and
detailing such as color, material, window mullions, trellis, etc.
The Committee al so stated that neon signs are not acceptable while
the proposed light fixtures should be compatible to the one used by
the center and should not be of bright lights.
6. The above items should be resolved prior to Planning Commission
meeting. If these items have not been resolved by then, they would
be placed as a condition of approval and to be resolved prior to
plan check process.

ASSOCIATES - The development of an auto service mall consisting of 3
buildings totaling 47,220 square feet on 4.46 acres of land in a General
Industrial District Subarea 2, located at the northeast corner of
Vineyard Avenue and 9th Street - APN: 209-012-17.
Design Parameters:
The Committee reviewed this project on two occasions, November 19th and
December 17, and provided directions for the applicant to revise the
site plan and elevations. The applicant will be working with staff in
revising these plans to address the Committee's concerns. Revised color
plans and material sample board will be available for the Committee
review at the meeting.
