SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF MAY 5, 1988
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. - 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

(Chris) Review of materials and other revisions.
Committee Action: The Committee reviewed the submitted
materials. Pedestrian space, materials, and
colors for the entire project should receive
full Design Review consideration prior to the
issuance of building permits.
2. DR 87-20 - LENNO!i
(Chris) Review of Site Plan modifications.
Committee Action: The Committee recommended that a screen wall
of the same material as the overall buildings
be provided along Sharon Circle, down a
portion of the east property line, and
continue east along the northeasterly property
line. Design, materials, and placement should
be approved by the City Planner prior to
issuance of bull ding permits.
3. CUP 86-20 - WESTERN PROP.
(Nancy) Review of changes to color and materials.
Committee Action: The Committee approved the changes from
concrete to pilaster surface and the two-tone
grey building colors. However, construction
details of the curved parapet should be
reviewed by the Committee again.
4. DR88-07 - GARASICH
(Nancy) Review of color elevations.
Committee Action: The Committee approved the elevations and Site
Plan with the condition that the color of the
roof shall be of a subtle shade and be
reviewed by the Committee again.

5. CUP 85-19 - PARCO
'(Chris) Review of modifications to Site Plan and
elevations.
Committee Action: Final approval of the plaza design, materials,
and colors shall be given by the Design Review
Committee prior to the issuance of building
permits.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-06 - HILL-PINCKERT
ARCHITECTS - The development of a 19.8 acre Industrial Park Master Plan
consisting of 19 buildings totaling 250,600 square feet in the General
Industrial District located south of 8th Street between Hellman Avenue
and the San Bernardino County Flood Control District channel - APN:
209-151-27 and 34.
Design Parameters:
The project site is triangular with street frontage on the south side of
8th Street. Future dedication for 7th Street intersects the property at
the southern tip. The site is vacant. Except for the GTE facility, the
majority of the lots to the east are vacant. A San Bernardino County
Flood Control channel borders the property to the west. The
southernmost tip of the subject property is in a Low-Medium Residential
District and has been previously master planned as part of an approved
condominium project, Tract 12420. A Metropolitan Water District
easement bisects the property in the middle in an east/west direction.
Staff Caments:
Site Plan
1. The overall on-site circulation for the Master Plan is
inefficient and creates a traffic conflict for the
following reasons:
a. The turning radius and maneuvering area for the
loading facility, especially the loading docks, are
inadequate. Such is the case with Buildings 7, 8,
10, 11, and 14 through 17.
b. There is an efficient use of space thereby requiring
more hard surface than necessary. Examples are
Buildings 18 and 19.
c. The design of the shared driveways is inefficient and
does not meet the City's standards.
2. Staff has received comments from the Metropolitan Water
District (MWD) who determined that the Master Plan is
unacceptable; in that the site design requires vehicular
access along their easement at all times. This issue would
require the developer to redesign the Master Plan.

3. Pedestrian plazas with amenities must be provided for each
individual lot and located at points with reasonable access
to building entries and exits. The design should be
integral and the materials used should be compatible.
4. Transformers should be located in areas away from the
public right-of-way and appropriately screened by screen
walls and/or dense landscaping.
5. A screen wall and/or fence with special landscaping should
be provided.
6. The required truck trailer parking areas obstruct
circulation patterns and should not be sited in a parallel
configuration such as on Lot 11.
7. All loading facilities must be screened from public view.
Architecture
1. Since this is a Master Plan, the developer has provided
typical architectural elevations for Lots 2 and 8. Each
individual lot/building or group of lots/buildings would be
subject to separate development review for Design Review
Committee review and approval prior to final approval from
the City Planner.
2. Other than the office entries, building articulation is
weak. Color, texture, and/or patterns should be consistent
and used on all appropriate surfaces.
3. Buildings along Cucamonga Creek should be upgraded with
architectural elements as they are subject to public view.
4. All buildings should have high enough parapet walls to
screen all roof mounted equipment and/or projections as
required by the Industrial Specific Plan. A "tag on"
screen wall is discouraged.
5. Screen walls, trash enclosures, and other structures should
be constructed of materials which are consistent with the
proposed buildings within the Master Plan.
Landscaping
1. The overall design of the Landscape Plan is weak in areas
of the density of trees, shrubs, etc., entry drive
treatment streetscape along 8th Street and the new diagonal
street, plaza areas, etc.

2. Shrub planting should be provided along all parking areas
adjacent to the street for screening purposes.

development of a restaurant totaling 7,174 square feet on 1.2 acres of
land in the Industrial Park District (Subarea 7), located at the
northeast corner of Red Oak Street and Laurel Street - APN: 208-351-23.
Background:
This project was originally reviewed on the March 3, 1988 meeting. The
Committee was dissatisfied with the overall architectural concept for
the restaurant and asked that the architecture be revised. Through
discussion with staff and a second meeting with the Design Review
Committee, the applicant has revised the elevations with the intent of
meeting the Committee's criteria.
Plans are not available at this time, however, will be provided for
Committee review at the May 5, 1988 meeting.

The Committee reviewed the architectural elevations and approved them as
submitted. However, column details and colors shall return to the
Design Review Committee for final approval prior to the issuance of

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-13 REITER - The
'development of 6 office and multi-tenant industrial buildings totaling
89,374 square feet on 6.37 acres of land within an approved Master Plan,
in an Industrial Park District (Subarea 6) located at the northwest
corner of Utica Avenue and Bentley Street - APN: 210-081-18.
Oesign Parameters:
The project site is vacant and is Phase II of the approved Gateway
Master Plan as shown in Attachment "A". Two of the three buildings in
Phase I have been completed. In May of 1987, the Planning Commission
issued a Negative Declaration and the City Planner granted approval of
the proposed development for 3 research/development buildings on this
same site. However, the developer stated that the specific user for
this previous project has decided not to pursue it. Therefore, he has
redesigned a multi-tenant project for this site.
Staff Comments:
Site Plan
The proposed Site Plan contains some of the elements of the Master Plan
such as the location of the access points, the on-site circulation
system, and the centralized plaza area. There are a total of six
buildings with two of the buildings planned for office use while the
other four are planned for multi-tenant use. The service loading areas
for these four buildings are oriented toward the interior so they will
be screened from public view.
Architecture
The proposed elevations consist of tilt-up, medium sand blasted concrete
panels and columns, vision and spandrel glass consistent with the theme
established in the approved Master Plan. This style of architecture is
similar to that located at the southeast corner of Acacia and Haven
Avenues (Haven Commerce Center).
Landscape
1. The landscape concept should be designed to be consistent
with the approved Master Plan in providing wind mitigation.

2. Additional landscaping and pedestrian amenities should be
provided to the area between Buildings 3 and 4 and between
Buildings 3 and 6.
3. Additional landscaping should be provided along the
building frontages.
Design Review Committee Action:

The Committee recommended approval with the following conditions:
1. Additional landscaping and pedestrian amenities with
benches and tables should be provided to the area between
Buildings 3 and 4 and between Buildings 3 and 6.
2. Additional landscaping should be provided along the
building frontages.
3. Additional planter fingers should be provided along the
row of parking between Buildings 3 and 5.
4. The main plaza area should be expanded by eliminating
some parking spaces. The limited number of parking
spaces should only be striped for handicap and guest
parking. The handicap parking spaces should have the
same plaza textured pavement.
