Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager(noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Brett) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-31 - DICKER-WARMINGTON- The design review of site plan and elevations for a 7,200 square foot retail building (Pad "E") within the approved Tetra Vista Village Shopping Center located in the Neighborhood Commercial District, located at the northeast corner of Haven Avenue and Base Line Road - APN: 202-801-36. 6:30 - 7:0D (Brett) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-32 - CARNEY-THEODOROU - The development of an industrial building totaling 24,068 square feet on 1.55 acres of land in the General Industrial District (Subarea 14) of the Industrial Area Specific Plan located on the east side of Hyssop Drive and north of 4th Street - APN: 229-331-02. Committee Action: The substantiality of the granite bands was in question and the Committee preferred the orientation of the granite elements on the original proposal. Reorientation of the main entries to the court yard was accepted and encouraged. 2. DR 86-26 - BARTON (Chris) Building 6 elevations. Committee Action: Provide landscape to screen the roll up door low branching evergreens were discussed. The door shall be painted the same base color as the building. 3. DR88-OI - SAN ANTONIO HOSPITAL (Dan) Revisions. Committee Action: Continued. 4. DR 87-17 - UNOCAL (Cindy) Material sables. Committee Action: Withdrawn. DESIGN REVIEW COMMENTS 6:00 - 6:30 Brett September 22, 1988 ENVIRONMENTAL ASSESSl4ENT AND DEVELOPMENT REVIEW 88-31 DICKER- WARMINGTON- The design review of site plan and elevations for a 7,200 square foot retail building (Pad "E") within the approved Tetra Vista Village Shopping Center located in the Neighborhood Commercial District, located at the northeast corner of Haven Avenue and Base Line Road - APN: 202-801-36. Design Parameters: The site is currently vacant (a graded pad) within the Tetra Vista Village Shopping Center. The building architecture and site plan appears to be in substantial conformance with the approved master plan for the center. Pad "E" is the fifth of the six retail pads to be submitted for design review. The major portion of the shopping center has been completed. Staff Ca~m~ents: 1. A pedestrian walk should connect the Haven Avenue sidewalk with the building at the southeast corner of the site. 2. Any ground mounted utility fixtures should be screened with appropriate landscaping or architectural elements. 3. One or both of the two tower elements should be raised in height to be consistent with the other satellite retail pads within the shopping center. Design Review Committee Action: Members Present: Larry McNiel, Peter Tolstoy, Dan Coleman Staff Planner: Brett Homer The Committee recommended approval of the project subject to the following condition: 1. Pedestrian access should be provided between the Base Line Road sidewalk and the east side of the proposed building {Pad "E"). A concrete walk should be added at this location. DESIGN REVIEW C)MENTS 6:30 - 7:00 Brett September 22, 1988 ENVIRONMENTAL ASSESS14ENT AND DEVELOPMENT REVIEW 88-32 - CARNEY-11~EODOROU - The development of an industrial building totaling 24,068 square feet on 1.55 acres of land in the General Industrial District (Subarea 14) of the Industrial Area Specific Plan located on the east side of Hyssop Drive and north of 4th Street - APN: 229-331-02. Site Characteristics: The vacant site slopes approximately 1% from north to south. The 1-15 Freew~ lies to the west, a flood control catch basin and 4th Street lie to the south, Southern California Edison property lies to the east, and a vacant property exists to the north of the site. Design Paraeters: The property is highly visible from the 1-15 Freeway. Consistent with the Planning Commission's policy regarding properties which abut freeway rights-of-way, the applicant will be required to pa~ an in-lieu fee for future landscaping within the Cal trans right-of-way along the property's western boundary. The applicant has sited the building in order to screen the truck loading area from the freeway. In addition, the building facades most visible to the freeway have received considerable articulation (i.e., windows, painted mullions and reveals, and concrete paneling with a sandblasted finish). Staff Comments: 1. The applicant should provide more details of the patio and entry area. Benches, Tables, special pavers, trash receptacles, and other elements should be provided. 2. The access gate to the City access and utility easement should be redesigned to have a more aesthetically pleasing appearance. 3. Additional architectural detailing should be made on the north elevation. Perhaps a second concrete panel color could be added or some additional reveals could be provided. 4. All roof mounted equipment must be screened with an architecturally integrated roof screen or parapet. The top as well as the sides of the equipment should be screened. Design Review Committee Action: Members Present: Larry McNiel, Peter Tolstoy, Dan Col eman Staff Planner: Brett Homer DESIGN REVIEW COMMENTS DR 88-32 - Carney-Theodorou September 22, 1988 Page 2 The Committee recommended approval of the project subject to resolution of the following concerns: 1. The patio/dining area should include such elements as benches, tables, special pavers, and trash receptacles. A detailed plan should be submitted for Committee review. 2. The access gate to the City utility easement should be enhanced architecturally. A wrought iron gate and fence extending the length of the south project line was recommended. 3. Additional architectural detailing should be provided for the north, south, and east elevations. The Committee recommended additional reveals, more use of color, and/or additional use of glass and mullions but left the final design up to the applicant. 4. The roll-up doors should be painted the same color as the concrete panels on the building. 5. The roof mounted equipment should be screened on the top as well as the sides if the parapet does not provide adequate screening. The above items should be incorporated into revised plans for consent calendar review prior to scheduling for Planning Commission. Design Review Comittee Action: Members Present: Larry McNiel, Peter Tolstoy, Dan Coleman Staff Planner: Chris Westman The applicant presented plans to the Committee which were a result of Design Review Committee comments from the September 8, 1988 meeting. Those comments were: 1. Articulated pathways should be included in the overall site plan to help direct pedestrian flow primarily to and from the parking areas. 2. Sufficient space for landscaping should be provided adjacent to the building. The south faces of the building were of special concern to the Committee. A suggested minimum was 5 feet. 3. All service areas must be screened from public circulation areas, both vehicular and pedestrian, through the use of a combination of landscape and architectural screen walls. 4. Special paving should be used for walkways and doctor/employee entrances as well as main entrances and walks. 5. Sound and visual buffers should separate the emergency and main hospital entries. 6. The Committee has a great concern for the effects of strong winds, particularly at the northeasterly main entrance and emergency doors. Therefore, wind mitigation should be incorporated into the design of the building and/or site which will significantly reduce or eliminate wind impacts. 7. All roof and ground mounted equipment and storage containers should be architecturally screened. 8. Additional landscaping should be provided within the "courtyards". 9. Accent canopy trees, shrubs and ground cover should be introduced into the main plaza and courtyards. The Committee reviewed the alternative of emergency access bisecting the main plaza for access to the south portion of the site. However, the Committee neither supported nor rejected the option. The applicant specifically addressed: #2. Landscaping adjacent to the building. #5. Sound and site buffers at the emergency entrance. #6. Wind mitigation. The details of the remaining items are yet to be provided for approval. The Committee also discussed the Master Plan Concept for the main plaza courtyard. With the submittal of Phase II, the concept has been changed to accommodate a service area interior to the building cluster vs. exterior. The new concept shields the service areas more effectively, however, reduces the courtyard area by a minimum of 50%. The Committee supported the change in concept. A second issue of discussion was secondary fire access. The applicant has not been able to get off-site easements for access and therefore proposed an alternate solution for temporary access through the plaza area. The Committee agreed to the solution as a temporary measure until the next phase of development is proposed. The design of the access should be integrated into the plaza through the use of a gradual grade transition and decorative paving. The Committee also recommended: 1. The screen wall south of the plaza courtyard should be completed with development on the parcel to the east and secondary fire access is proposed and/or provided. 2. The oxygen tank should be relocated and screened to a location that would allow for plaza expansion.
