Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 {Dino) DR 85-50 - EXECUTIVE CAPITAL 6:30 - 7:00 {Dino} DR 85-48 - CARLI 7:00 - 7:30 (John) DR 85-44 - FALK Following Design Review Committee meeting, a Planning Commission Workshop has been scheduled from 7:30 to 8:30 p.m. for CUP 85-28 - Terra Vista Village Shopping Center, located at northeast corner of Base Line Road and Haven Avenue. The purpose of this workshop is for the Planning Commission to review and discuss with the developer the design of site plan and elevations. DR 85-14 - AJA Review of west elevation. (Howard) Committee Action: The Committee approved the revised color scheme for the west elevation for both buildings. 2. CUP 85-37 - BRUNSWICK Review of revised elevation for compliance (Nancy} with Conditions of Approval. Committee Action: The Committee recommended approval of the contemporary glass block material, the circular arbors, towers extended in height, and the recessed area for future signs. The Committee recommended that the proposed block be moved to the main circular arbor and the same roof element be added to the west elevation at locations as marked on the attached map. The Committee recommended that revised plans be submitted for review. 3. DR 85-52 - AJA Review of revised site plan and landscape (Nancy) plans. Committee Action: Committee recommended approval of revised site plan and building materials. The previous recommendations on landscape plans be conditioned. NF:cv DESIGN REVIEW COMMENTS 6:00 - 6:30 Dino January 16, 1986 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 85-50 EXECUTIVE. CAPITAL - The development of a 33,884 square foot office building on 2.1 acres of land in the Industrial Park cate9ory (Subarea 6) located at the southeast corner of 7th Street and Haven Avenue - APN 209-411-01. Design Parameters The proposed project is located within the Haven Avenue Overlay District. The project meets the criteria of the overlay district with the minor exception of one tree per 30 lineal feet of building tree landscaping adjacent to the project building. Architectural design is the primary issue ~f the proposed office building. The architecture must promote a high quality office park image with high prestige identity and progressive, sophisticated, and urban style development. The proposed architecture is garden office style that is more residential in appearance. Although the design may be progressive, sophisticated, and of urban style, it should also avoid the Spanish, Mediterranean, and/or traditional architectural styles. Staff Comments Site Plan. Meets the basic standards of the Haven Avenue Overlay District and the Development Code. Architecture. Revise architecture to provide urban, sophisticated style. An example is the Reiter project being constructed across the street {see attached}. Landscaping. Provide a minimum of one tree per 30 linear feet of building adjacent to the proposed building as required by ISP. Design Review Co~m~ittee Action Members Present: Herman Rempel, Suzanne Chitlea, Dan Coleman Project Planner: Dino Putrino The Committee recommended approval of the revised elevations presented at the January 16, 1986, Design Review Committee meeting with the following conditions: 1. Trees and landscaping be provided adjacent to the east and south building elevations. 2. Trees for shading be provided at the parking area adjacent to the south end of the east building elevation. DESIGN REVIEW COMMENTS 6:30 - 7:00 Dino January 16, 1986 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 85-48 CARLI - The development of eight (8) industrial multi-tenant buildings totaling 147,160 square feet on 8.9 acres of land in the General Industrial (Subarea 3) District located at the northeast corner of 7th Street and Hellman Avenue - APN 209-171-7, 20, 36, 49, 50, 51, 52, 53, 54, 55, 56. Oesign Parameters The project site and the properties to the north and east are vacant. According to the developer, east of site is designed to accommodate future development of similar land use. The proposed 8 industrial multi-tenant buildings are designed to contain 54 leaseable units. The primary design issue is the lack of pedestrian areas and the secondary issue is the lack of trees along building frontage. Staff Conm~ents Site Plan. Provide convenient pedestrian plaza areas for each building complex. Architecture. The proposed design is minimal. Design treatment to emphasize interest and depth is recommended, such as: sand blasted or preferably fluted concrete panels instead of painted concrete and varying roof line heights. Landscaping. Provide additional trees adjacent to building in the bare and blank areas exposed to public view {streets). Use of less intense colors for the building accent bands. 2. Increased pedestrian plaza areas. 3. All pedestrian plaza areas to be located out of public right- of-way views. 4. Building accent bands and reveal lines to be continued along the rear of the two buildings along the north boundary line. 5. Landscaping to be provided at bare areas along the fronts of Hellman Avenue and 7th Street building elevations. 6. Planters to be used at store front entries. DESIGN REVIEW COMMENTS 7:00 - 7:30 John January 16, 1986 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 85-44 - FALK A proposal to develop a 9,120 sq. ft. industrial building on 1.02 acres of land located at the southeast corner of 6th & Lucas Ranch Road in a General Industrial/Rail Served District (Subarea 5) - APN 210-032-05,' 06. Design Parameters This site is currently vacant and adjoined by vacant parcels to the south and east. Across street to the north and west are existing industrial buildings. Staff Comments Site Plan/Circulation The main entrance to the building should include amenities to provide for a plaza area, such as raised planter seating, benches, hardscape and shade trees. Architecture The proposed storefront design would encourage commercial uses which may conflict with the industrial uses for this subarea. The storefront design could be deemphasized by providing bermed planters underneath windows rather than floor-to-ceiling storefront glass facades. Landscaping Special landscape treatment such as mounding, alluvial rock, specimen sized trees and intensified landscaping will be required along 6th Street as a Special Boulevard. Design Review Committee Action Members Present: Suzanne Chitiea, Herman Rempel, Dan Coleman Staff Planner: John Meyer The Design Review Committee recommended that the project be revised for additional Committee review on a Consent Calendar item basis as follows: 1. A Master Plan be provided for the balance of the block. 2. Additional landscaping be included along the south side of the building, through the use of tree pockets. 3. Provide exact locations of walkways leading to the building entrances, 4. Provide an employee plaza area with benches, shade trees, and comparable amenities. 5. Provide alternative color schemes. The Committee stated that the floor-to-ceiling windows were acceptable, provided that the glass is a dark tint. The landscaping along 6th Street should be less uniform and rigid.
