SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF DECEMBER 19, 1985
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DR 85-45 AJA The
development of 2 one-story office buildings, totaling 22,832 square feet, 2
one-story R & D buildings, totaling 38,940 square feet, and 2 one-story multi-
tenant industrial buildings, totaling 28,228 square feet, on 7.09 acres of
land in the Industrial Park District (Subarea 6), and Haven Avenue Overlay
District, located at the northeast corner of Haven Avenue and Acacia Street -
APN: 209-401-01.
Design Parameters
The site is vacant and is relatively level. A Metropolitan Water District
easement exists within the landscape setback area along Acacia. A landscape
easement and construction easement exists within the landscaping building
setback area to the west, and an 8th Street easement exists within the parking
area to the north (8th Street has been vacated by the City). Although the
grade is substantially below Haven, the ultimate plan is to build an underpass
under the railroad tracks which would reverse the grades.
Staff Coaiaents
Site Plan:
The overall site plan with its building placement, dispersed
parking areas, and the plaza, comply with the development
policies for Haven Avenue. The design of the plaza area should
be enhanced with pedestrian oriented facilities such as shaded
seating areas with attractive landscaping, fountains, public
park and/or kiosks, benches, trash receptacles, and other
street furniture.
Buildings E and F should be identified as multi-tenant
industrial buildings, with 1/400 square foot parking ratio, as
a transition to the large warehouse/distribution buildings to
the east.
Architecture: The overall elevation for this project represents a
sophisticated style of architecture, consisting of painted and texturized
concrete panels and reveals, painted accented bands, and spandrel glass.
Further, two-story office building fronts on Haven Avenue, which complies with
the Haven Avenue Overlay District.

The Committee recommended approval of the project, and the revised site plans
that show Buildings A and B being combined with the open space areas located
at the northwest portion of the site. The Committee recommended the following
conditions:
Any proposed roof-mounted equipment be screened and the design
be architecturally integrated with the elevations.
2. Buildings E and F be identified as multi-tenant industrial
buildings with 1/400 square foot parking ratio.
A combined monument/project identification sign be provided at
the northeast corner of Haven Avenue and Acacia Street. The
design of such sign be consistent with the southerly approved

project (DR 8 - 1).
Cross sections be provided for the northwest portion of the
site showing the proposed site design without the "detour" and
one with the "detour" incorporated.
Special landscaping treatments be provided along Acacia Street
and within parking area to mitigate the loss of tree planting
within the Metropolitan Water District easement.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 85-46 - JONES The
development of a 150,000 square foot warehouse/distribution building and two
light industrial buildings, totaling 41,100 square feet on 9.23 acres of land,
in the General Industrial District, Subarea 14, located at the northeast
corner of 4th Street and Santa Anita Avenue - APN 229-283-44 and 42.
Design Parameters
The site is vacant and vegetation consists of abandoned grapevines.
improvements are fully completed except for driveway entrances.

Site Plan
Expand plaza areas for Building A and Building B at the
building entrances. The plaza areas should be integrated with
pedestrian walkways, defined by landscaping and provided with
pedestrian oriented facilities such as shaded seating areas,
attractive landscaping and other street furniture.
Loading dock area north of 4th Street should be adequately
screened from public view through the use of concrete, masonry
or other decorative materials, not to exceed a height of 8 feet
from the highest grade and landscaped berms.
Architecture
An architectural focal point with plaza areas and open space
areas should be provided at the southwest corner of Building C,
Building B, and the east elevation of Building A entrance.
Building C, having expanses of blank building walls, should be
treated with additional architectural embellishments to create
interest at the south and west elevations.

The Committee recommended approval with the following conditions:
The proposed driveway access from 4th Street be eliminated as
it is not in conformance with City access policies, the
Committee could not make the findings for supporting such
access.
Colored and texturized treatment in squares be added to the
original proposed elevation as shown in Exhibit "A". Also,
such treatment be added to the southern portion of the east
elevation for building. The color palette be of greyish tone
with accent color for the building entrance columns.
3. Reciprocal use of plaza area be provided.
Special landscape treatment be provided to the corner of 4th
Street and Santa Anita Avenue, as well as the two project
entrances on Santa Anita Avenue.

ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 85-47 - FORECAST - A proposal
to develop a 2-story 10,613 square foot office building on .66 acres of land
on the east side of Utica, north of Civic Center Drive, in Subarea 7
(Industrial Park) - APN 208-062-08.
Design Parameters: The site is vacant and is part of the master planned
Rancho Cucamonga Business Park's office/tennis executive center as shown in
Exhibit "A". Streets are fully improved except for driveways. Surrounding
buildings feature a variety of architectural styles.
Staff Coments:
1. Site Plan: The proposed site plan appears to be consistent
with the approved master plan.
Architecture: The proposed elevations reflect "high tech"
architecture with "dryvit outsulation" and reflective glass.
Roof-mounted equipment screen acceptable as shown?
Landscaping: Specimen-size trees should be provided along
Utica and against southwest elevation.

wider setback from the east property boundary, and the revised east and north
