DESIGN REVIEW COMMITTEE MEETING OF MAY 2, 1985
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses), prior to the meeting date, if you have specific
questions related to the scheduled projects. Dinner will be provided
between 5:00 5:30 p.m., Consent Calendar items will be reviewed
between 5:30 p.m. - 6:00 p.m., with the first design review item being
heard at 6:00 p.m. Please notify our department if you will be unable
to attend the meeting, or if you will be late, so that the dinner can be
properly ordered and the necessary arrangements made.

6:00 - 6:45 May 2, 1985
ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 85-07 - BARMAKIAN - The
development of 88 unit apartments on 6.3 acres of land in the Medium
Residential District located at south side of San Bernardino Road, 700 ~
feet east of Hellman - APN 208-141-35, 38.
Design Parameters
Eucalyptus windrows exist along the north and east property boundary.
The proposed development consists of 88 apartment units with a net
density of approximately 14 du/ac, and is developed under the Optional
Standards. North of the project site is mostly single family tract
homes of approximately 2 to 5 years old. Exhibit "A" shows the
surrounding land use of the project site.
Issues
Land Use. The project is located in the heart of the Foothill
Corridor study area, therefore review of this project may be
premature and could preclude future options for this portion of
Foothill. To the south of the project site are small strip
commercial parcels owned by different individuals with a couple of
the parcels being landlocked. The current land use designation for
these parcels is General Commercial. The Foothill Corridor Study
will study existing and future land use on both sides of Foothill
Boulevard and establish development standards to guide future
development to complying with the goals of the General Plan.
Although the above mentioned land use issues are outside of the
project area, the development of this proposed project will directly
affect the viability of the ultimate development of this area along
Foothill Boulevard. Staff has recommended master planning of the
entire area to assure harmonious relationship between the proposed
project and the ultimate use of the area to the south along Foothill
Boulevard as determined by the Foothill Corridor Study. The Master
Plan could be designed to coordinate drainage, traffic circulation,
access point, and urban design guidelines in an effort to provide
continuity and compatibility within the project area. The developer
has provided two Master Plan alternatives as shown in Exhibit "B"
and "C". Alternative A (Exhibit "B") assumes that only the six
small parcels east of Second Avenue will be ultimately designated as
Medium Residential use and could be designed as a second phase of
the proposed residential project. Alternative B (Exhibit "C")
assumes that the entire area south of the project area will be
ultimately designated as Medium Residential use and could be
developed independent of this proposed residential project, yet
providing continuity to the residential use.

Traffic. At present the City has received about 20 letters from
surrounding residents who are concerned with the increased traffic
as a result of this apartment project. According to the City
Traffic Engineer, San Bernardino is designated as a collector street
and is designed to accommodate the increased traffic for this
apartment project. Besides, the traffic mode is towards the south
and a traffic signal will soon be installed at the intersection of
Foothill and Hellman.
Neighborhood Meeting.
A neighborhood meeting was conducted by the developer on April 9, 1985
at the Rancho Cucamonga Neighborhood Center. The purpose of this
meeting is for the developer to present their project to the residents
as well as receiving input and addressing those concerns raised by the
residents. Approximately 25 residents attended this meeting. The
concerns of the residents could be summarized as follows:
a. Too high a density.
b. Increase traffic and crime rate.
c. Lower their property values.
A copy of the minutes of this meeting has been attached for your review.
Staff Co~maents
Site Plan. Generally speaking, the site plan meets the intent of the
Absolute Policies and Development Standards for Medium Residential
District in areas of centralized open space that are interrelated,
architecture, and parking areas. The site plan could be enhanced by
reducing the paved circular drive area to the south of the project site
and expanding that into the landscaped areas. Further, the Master Plan
alternatives demonstrate that this development can successfully
integrate with existing and future development.
Density. North of the project site are single family homes.

Architecture. The proposed apartments are two-story buildings of
contemporary architectural style with thick butt asphalt shingles and
stucco walls. The proposed elevation appears to be adequate in
providing a variety of architectural treatments, however shake or
concrete tile roofing should be used for a higher quality appearance.

Landscape. The overall landscaping for the project appears to be
adequate. Since the northern row of windrows is within the public
right-of-way it will have to be removed as a result of the
development. According to the developer, the eastern row of windrows
will be saved; however, the developer should replace the removed
windrows by providing dense landscaping along San Bernardino Road.
