Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:45 p.m., Consent Calendar items will be reviewed between 5:45 p.m. 6:30 p.m., with the first design review item being heard at 6:30 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:30 - 7:30 (Scott) DEVELOPMENT REVIEW 9]-22 - FOOTHILL MARKETPLACE PARTNERS - Review of a ]3],45] square foot retail building (Wal-Mart) within a conceptually approved 60-acre commercial retail center within the Regional Related Commercial Designation (Subarea 4) of the Foothill Boulevard Specific Plan, located on the south side of Foothill Boulevard between 1-15 and Etiwanda Avenue - APN: 229-031-03 through 13, 15, 16, 20, and a portion of 59. Con~nittee Action: The Committee (Melcher, Vallette, Coleman) reviewed and approved the proposed roof material sample. It should be noted that the Committee expressed that this material will not be accepted as a roofing material on new construction, only as a re-roof from shake or composition. Also, should the church propose expansion on the project site, further use of this roof material may not be permitted. DR 89-21 - GLOAT WES-rMi4~ HOTEL (Bev) ROOf tile sample. Committee Action: The Committee (McNiel, Kroutil) approved the Bermuda Blend roof tile. DESIGN REVIEW COMMENTS 6:30 - 7:30 Scott December 19, 1991 DEVELOPMENT REVIEW 91-22 - FOOTHILL MARKETPLACE PARTNERS - Review of a 131,451 square foot retail building (Wal-Mart) within a conceptually approved 60-acre commercial retail center within the Regional Related Commlercial Designation (Subarea 4) of the Foothill Boulevard Specific Plan, located on the south side of Foothill Boulevard between 1-15 and Etiwanda Avenue - APN: 229-031-03 through 13, 15, 16, 20 and a portion of 59. Background: On June 26, 1991, the Planning Commission approved the conceptual master plan and Phase 1 development plans (Price Club) for "Foothill Marketplace." The master plan established general building sizes and locations, parking areas, and circulation aisles. Each proposed building requires review and approval by the Design Review Committee and Planning Commission for the architecture and detailed site plan. Staff Comments: The following comments are intended to provide an outline for Committee discussion: Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: The main entry area of the front elevation should be enhanced to create a more dramatic statement. Possible modifications include: a. Increasing the mass and height of the towers. b. Raising the height of the parapet between the towers. Generally, a 16-foot depth is being maintained at the front of the building between the curb and the building face. At the towers, however, the sidewalk narrows to 5 feet wide. Past Planning Commission direction on this and other projects has been to maintain a minimum clear dimension of 8 feet. Therefore, the area adjacent to the towers should be expanded. Because Of the proximity of the building to the freeway and relatively low the height of the parapet, screening of roof mounted mechanical equipment will become very important. Plans should be provided to demonstrate that either: a. The proposed parapet will adequately screen the equipment; or DESIGN REVIEW COMMENTS DR 91-22 - FOOTHILL MARKETPLACE PARTNERS DECEMBER 19, 1991 Page 2 A separate, architecturally integrated screen can be provided to screen the equipment. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Coumlittee will discuss the following secondary design issues: Additional architectural treatment should be provided on both sides of the main entry across the front elevation, to tie the building with the rest of the center. Treatment may include: a. A wainscot across the front elevation. b. A cornice consistent with the entry cornice. c. Tile medallions. d. Pop-out elements. e. Trellises. Additional architectural treatment should be provided on the east and west elevations consistent with the front elevation (see comment no. 1). Policy Issues: The following items are a matter Of Planning Commission policy and shall be incorporated into the project without discussion: The outdoor storage area is proposed to be enclosed with an 8-foot solid wall and 4 feet of wrought iron. As with previous submittals, staff is concerned about the stacking of materials above the solid wall. The applicant has indicated that they will not have any materials (other than plants) above the solid wall. Staff will include a condition of approval to prevent the stacking of material above the solid wall. 2. No overnight storage of trucks will be permitted. 3. The future expansion area should be Planted/hydroseeded. irrigated and Design Review Comm{ttee Action: Meters Present: Larry McNiel, Suzanne Chitiea, Otto Kroutil Staff Planner: Scott Murphy DESIGN REVIEW COMMENTS DR 91-22 - FOOTHILL MARKETPLACE PARTNERS DECEMBER 19, 1991 Page 3 The Design Review Conunittee considered the plans submitted by the applicant and reconwaended that revised plans be provided for additional Committee review. Revisions should include the following: Additional treatment should be provided at the main entry. Treatment may include: a. A secondary parapet over the main entry. b. Variations in the glass mullion pattern. c. A bulkhead across the storefront. d. Stucco columns. Consistent detailing (i.e., medallions, cornice) should be provided on all elevations. The cast stone wainscot should continue across the front of the building. The area on either side of the main entry should receive additional treatment to enhance the entire front elevation. The applicant may eliminate 3 columns on the rear elevation provided the medallion and cornice detailing are maintained. Also, additional landscaping should be considered within the "future expansion" area. Other options may be considered by the Con~nittee upon submittal of detailed plans. A minimum 8-foot clear dimension should be maintained between the entry towers and curb. The 16-foot dimension from the building face to the curb was acceptable. The suggestions by the applicant to raise the parapet was accepted by the Co~nittee. The parapet heights will be as follows: a. Outside parapet - 25 feet. b. Intermediate parapet - 27 feet 6 inches. c. Entry parapet - 25 feet. The Committee suggested that the applicant stake corners of the building and teather balloons to the parapet height to allow staff to view the line-of-sight from the freeway. Upon resubmittal of the plans by January 2, 1992, this item can be scheduled for the January 16, 1992 meeting.
