SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF FEBRUARY 21, 1991
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 6:00 p.m., Consent Calendar items will be
reviewed between 6:00 p.m. - 6:30 p.m., with the first design review
item being heard at 6:30 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

Elimination of Plan I model from Phase

The Committee (Chitiea, Tolstoy,
Kroutil) reviewed the proposal and did
not approve the request. The
Committee felt that the elimination of
Plan 1 would not provide sufficient
variation in the streetscape the
remaining floor plans are too similar
in form and mass. The applicant
should either introduce a new floor
plan or add an elevation to each
approved floor plan that is
significantly different than the
approved elevations. The new floor
plan or elevations should be used
beginning with Phase I.

Backqround:
On December 6, 1990, the Design Review Committee (Chitiea, Tolstoy,
Kroutil) reviewed the original submittal for a 14,000 square foot
building located along the Arrow Route frontage. The plans called for a
25-foot high, concrete tilt-up building painted to match the adjacent
metal building (Harvest Gold and Sepia Brown). The Committee
recommended that the applicant explore a design that would allow the
building to "fade into the background." Suggestions included the use of
sandblasted panels, mild accent striping, extensive landscaping along
the Arrow Route frontage.
Following the meeting, staff re-examined the development agreement
entered into by the City and Schlosser Forge in 1986, allowing Schlosser
Forge to expand their facility in accordance with the 1981 Industrial
Specific Plan regulations for Subarea 9. Staff feels that the intent of
the agreement allows Schlosser Forge to construct new buildings not only
in accordance with the 1981 standards but also consistent with existing
buildings on the site. Based on this information and the desires of the
applicant, the plans have been revised to propose a 22-foot, 6-inch high
metal building. No changes are proposed for the site plan from those
reviewed by the Committee.
Staff Comments:
1. The accent striping proposed for the new building varies from that
of the existing building. The Committee should review this issue
to determine if the same accent treatment should be utilized on the
new building.
2. Extensive landscaping should be provided along the Arrow Route
frontage.

request to revise the approved elevation for Ralph's market within the
Central Park Plaza Shopping Center, located at the southeast corner of
Milliken Avenue and Base Line Road.
Background:
On June 27, 1990, the Planning Commission approved the conceptual plans
for the Central Park Plaza Shopping Center, including the elevations for
Majors "A" (Ralph's) and "B" (Thrifty's) and Shops 1-3. During the plan
check process, Ralph's has inquired about enclosing the arcade area
along the front of the building, creating a vestibule housing the
shopping carts.
On January 3, 1991, the Design Review Committee (Chitlea, Tolstoy,
Kroutil) reviewed plans for enclosing the arcade area. While the
wainscot and storefront glass were consistent with the center, the
Committee did not approve the proposed revision because enclosing the
vestibule would reduce the interest of the building's facade, the level
of articulation would be reduced, and the shadow pattern creating the
feeling of depth and richness would be eliminated.
Staff Comments:
The applicant has been apprised of the Design Review Committee's action
and has requested that this item be scheduled as a regular item so that
they may discuss the revisions with the Committee.

Backqround:
In approving the Central Park Plaza Shopping Center (CUP 89-18), the
Planning Commission required, as a condition of approval, the design of
the bus shelter to be reviewed and approved by the Design Review
Committee. In addition, there was discussion amongst the Commissioners
as to whether a uniform design should be implemented. Some members felt
that the shelters should be reviewed on a case-by-case basis. Others
felt that a basic structure could be established with variations being
provided from one location to another.
Staff Comments:
Western Properties has submitted a bus shelter design that is a slightly
modified version of the shelter constructed for Town Center. Western
Properties would like to use this design at Central Park Plaza and at
other locations within Terra Vista. The shelter would be used at three
(3) other locations, with the possible addition of two (2} locations,
along the major arterials.
Considering the style of the shelter and the trend towards
Spanish-Mediterranean architecture, the shelter may be consistent with a
number of future projects. For other locations (i.e. Rancho San Antonio
Hospital), the structure may seem out of place. After reviewing the
standard design, the Design Review Committee should I) determine if the
design is appropriate for Central Park Plaza, and 2) make a
recommendation to the Planning Commission for use of the design as the
standard within Terra Vista.

The Committee recommended approval of the bus shelter design for use in
Central Park Plaza subject to the following:
1. The detailing (color, wainscot, roof tile, etc.) should be
consistent with the approved detail s for the center.

The arched openings should be constructed consistent with the
arches within the center. The arches on the rear elevation should
use 2 x trim across the bottom and I x trim along the side and
around the top. The side and front arches should be layered.
In considering the shelter design for use as the Terra Vista standard
design, the Committee felt that, while the form and dimensions may be
standarized, the detailing of the shelter should reflect the
architectural character of the adjacent center. The Committee wishes to
review bus shelter designs at other location in conjunction with the
development plans for the site.
