Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 5:45 p.m., Consent Calendar items will be reviewed between 5:45 p.m. - 6:30 p.m., with the first design review item being heard at 6:30 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:30 - 7:00 ( Jerry ) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 90-25 DARLENE WEBER, WISE OAK SCHOOL - A proposal to build approximately a 1,050 square foot multi-purpose room addition and operate a private elementary school on one acre within the Low Residential District (2-4 dwelling units per acre), located on the north side of 19th Street, west of Hellman Avenue APN: 201-341-04. Committee Action: The Cor~nittee (McNiel, Tolstoy, Coleman) reviewed the site plan and additional building elevations and recommended approval with the following modifications: Elevation A - add stone to the base of the entryway column and continue on the left elevation at the entryway. Native river rock shall be provided. Elevation B - add stucco to the base of the entryway column and continue on the left elevation at the entryway. Elevation C - box-out the base of the entryway col unln and continue brick on the left elevation at the entryway. Provide a brick solider course at the top of the brick columns on either side of the garage door and at the entryway. Elevation D - provide a low stucco wall on the left elevation adjacent to the entryway. DESIGN REVIEW COMMENTS 6:30 - 7:00 Jerry April 18, 1991 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 90-25 DARLENE WEBER, WISE OAK SCHOOL - A proposal to build approximately a 1,050 square foot multi-purpose room addition and operate a private elementary school on one acre within the Low Residential District (2-4 dwelling units per acre), located on the north side of 19th Street, west of Hellman Avenue - APN: 201-341-04- Related File: Variance 90-12 VARIANCE 90-12 - DARLENE WEBER, WISE OAK SCHOOL - A request to reduce the sideyard setback for a school use from 20 feet to 9 feet and to reduce the required sideyard landscape setback from 10 feet to 3 feet at a private elementary school on one acre in the Low Residential District (2-4 dwelling Units per acre), located on the north side of 19th Street, west of Hellman Avenue - APN: 201-341-04. Background: The applicant is seeking a permit for a 1,050 square foot multi-purpose room which was constructed without the benefit of a permit. The addition is an expansion of an elementary school which was permitted by the County in 1978 under County Site Approval No. 92-66. However, any expansion of the school use on this site requires a Conditional Use Permit. Further, the proposed room maintains the same setbacks as the original house (now a school) which are not consistent with the City's setback requirements for institutional uses. Therefore, a Variance is also required. The proposed room addition was added onto the rear of the existing school and is not visible from the street. The applicant is proposing some upgrading of the front facade to include: 2 x 6 inch trim around the windows, and furred out wall treatment with belly band. The driveway which now extends to about the middle of the site will be extended northward and 8 additional parking spaces are proposed. This driveway is proposed to maintain the existing side yard landscape setback of 3 feet which is considerably less than the 10 feet required by code. Also, a circular driveway is proposed to allow better circulation and acconmtedate drop-off traffic. Staff Comments: 1. The 2 x 6 inch window trim should be installed around all windows. 2. Provide pilaster terminations to the front retaining wall. The three (3) northern most parking spaces should be turned to line up with the spaces directly to the south. This will allow for forward egress from these spaces, and avoid having people back all the way down the driveway. DRC CO~4ENTS APRIL 18, 1994 CUP 90-25 - WISE OAK SCHOOL Page 2 Design Review Cc~Mittee Action: Members Present: Peter Tolstoy, Larry McNiel, Dan Coleman Staff Planner: Jerry Guarracino The Design Review Committee recommended approval of the project subject to the following conditions: 4- Provide a walkway connection from the sidewalk to the school on the west side of the driveway. 2. The existing chain link fence north of the building may remain and should be extended to fence off the 8 northerly parking spaces from the future play area. 3. The retaining wall between the two driveways should be eliminated as suggested by the applicant. 4. New walls on the site should be slumpstone with a brick cap. 5. Provide pilaster at the end of the east property line wall. 6. The Committee concurred with staff comments No. 1 and No. 3.
