Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. The Design Review Conunittee (Chitiea, Vallette, Kroutil) reviewed the revised plans and recommended approval subject to the following conditions: The arches on the east elevation of Major 4 should be furred out. Detailing around the arches should be provided consistent with the approved Childs World plans. The horizontal trim detail should extend along the north elevation and terminate at the tower. Detailing of the screen wall on the north elevation of Major 4 should be consistent with the approved Childs World plans. The precast trim around the main entry arch of Major 4 should be thickened. A concave trim element should be explored. The tower window on the south elevation of Building "M" should be revised to be consistent with windows used with the rest of the center. The quadrofoil element on the south and west elevation of the Building "M" tower should be replaced with some other detailing (i.e., inset diamonds). The final details should be reviewed and approved by the Design Review Committee prior to the issuance of building permits. DESIGN REVIEW COMMENTS 6:30 - 7:00 Anna-Lisa May 2, 1991 pRELIMINARY REVIEW 91-06 - CENTRAL SCHOOL DISTRICT - A courtesy review Of a proposed 10 classroom addition to the existing school site on 3.44 acres of land in the Terra Vista Planned Community, located on the south side of Terra Vista Parkway, west of Belpine Place - APN: 1077-091-35. Background: The Central School District is proposing to add 10 modular classrooms, totaling 9,600 square feet, to the existing temporary Coyote Canyon School site. Currently, there are 26 modular classrooms. The District is also proposing to add 34 parking spaces on the south side of the project and additional play areas to the west of the site. Under State law, review and processing of classroom facilities is handled through the office of the State Architect. The City, however, has an agreement with the School Districts to provide input on school projects through the courtesy review process. Attached are plans for the Committee's review. Staff The only significant issue is that of screening to the north. The applicant is proposing to locate the 10 modular classroom units on the south/central portion of the school site. The view from Terra Vista Parkway is mitigated by the existing Administration/Kindergarten building to the north. However, additional landscaping may be needed to screen the play areas, classrooms and parking area from the south. Landscaping should be added along the project's southerly slopes to screen the modular classes from sight. Design Review Co-~ttee Action: Members Present: Suzanne Chitiea, Wendy Vallette, Otto Kroutil Staff Planner: Anna-Lisa Hernandez The Design Review Committee expressed a number of concerns regarding the proposed addition at the existing Coyote Canyon School site. The Committee made the following recommendations: Every effort should be made to maintain the "visual and physical relationship" between the adjacent park facility and the temporary school site established by the walking path and mature landscaping. The proximity of this path to the proposed modular classrooms poses a threat to the mature trees directly adjacent to DESIGN REVIEW COMMENTS PR 91-06 - CENTPJ~L SCHOOL DISTRICT MAY 2, 1991 Page 2 the path. Any tree that may be removed as a result of grading or the addition of modulars, should be replaced with a minimum 24-inch box size similar species. The second issue of concern relates to the two trees to be relocated within the new courtyard. If, as a result of the proposed improvements, the trees are removed, they should be replaced with a minimum 24-inch box size decorative "like" tree. Additional landscaping should be added along the projects southerly slopes, adjacent to the proposed addition, for proper screening of the new play areas and classrooms. The Committee suggests a combination of trees and shrubs. DESIGN REVIEW COMMENTS 7:00 - 8:00 Steve H. May 2, 1991 PLANNING CO~ISSION WORKSHOP - CONDITIONAL USE PERMIT 90-20 - SYCAMORE VILLAGE - The development of 16.94 acres for a mixed office/commercial master plan, consisting of 11 office/retail buildings totaling 173,450 square feet with Phase 1 development consisting of 6 two-story office/retail buildings totaling 113,450 square feet on 3.21 acres of land in the Special Commercial District of Subarea 1 of the Foothill Boulevard Specific Plan, located on the north side of Foothill Boulevard, between Baker Avenue and Red Hill Country Club Drive APN: 207-~0~-13, 17, 24, 25 and 4~. Tree Permit Removal application pending. Abstract: The purpose of tonight's workshop is to allow the applicant the continued opportunity to address the major design issues associated with this project. As with previous meetings, tonight's workshop should focus on the ma~or design issues discussed at the previous Design Review Committee meeting, end any resolutions thereto. Once the major issues are resolved, the~ secondary design issues can be addressed with staff or at the Design Review Committee level. Background: The project has been reviewed previously at two Planning Commission workshops (July 19, 1990 and February 7, 199~) and twice as a courtesy review before the Design Review Committee (November 8, 1990 and March 21, 1991). At the last Design Review Committee meeting, the Conunittee (Chitiea, Melcher, Kroutil) specifically recommended that previously requested information (example: retaining wall options, architectural details), be provided to evaluate the project sufficiently. In addition, the Committee recommended that the project return for further review addressing the following design issues: Major Design Issues: The following interrelated issues should be addressed to promote aesthically upgraded viewsheds to Red Hill: A terraced retaining wall concept alternative should be prepared behind Buildings "G", "I", and "J". The Committee suggested that the retaining walls be faced with real river rock, other natural materials or a combination thereof; Building "G" should be significantly lowered in height to allow views of the top part of Red Hill from Foothill Boulevard and other public view areas. Suggested means to address this issue included excavating the underground parking DESIGN REVIEW COMMENTS CUP 90-20 - SYCAMORE VILLAGE MAY 2, 1991 Page 2 lot deeper into the hill, providing terraced rock walls with planters on the south elevations adjacent to the parking garage, and lowering the building plate line to 12 feet; A sensitively selected, native landscape palette (in accordance with City slope planting requirements) should be provided in conjunction with items l(a) and l(b) to mitigate the negative impacts of the contour grading concept. For clarification, issues l(a) through 1(c) were not specifically addressed in relation to Phase 2 Buildings "I" and "J." It has been interpreted that Phase 2 is shown for master planning proposes only with specific development review and approval required at a later date. The Committee directed the applicant to revise the architectural concept as follows: The "Craftsman bungalow" style architecture was considered inappropriate for Building "G" due to its mass and scale. It was suggested that a much simpler, cleaner approach to architecture (similar to buildings within National Parks such as Zion and Yosemite) be pursued on Building "G." Details should not necessarily be reduced in number to achieve the suggested approach; instead, the substance and massing of all details should be upgraded to achieve the rustic look the Committee recommended. (example: lintels, columns and bases, foundations, use of rock over flat openings, etc.) The general architectural approach to Building "A" through "E" was favorable to the Committee, provided design details such as colors, detail massing, storefront articulation, etc., are worked out at the Design Review Committee level. The color scheme for all buildings should be revised to include darker primary building colors and less contrast between primary building and accent trim colors. The tree perpetuation concept was accepted by the Committee, provided all technical aspects are resolved between staff and the City's and the developers arborist and put in a detailed program for review and approval of the full Planning Commission. The Committee recommended approval of the revised parking lot layout in front of the Sycamore Inn and Buildings "A" and "E" as long as the valet parking area was striped for regular parking and included an enriched paving material (i.e., interlocking pavers). DESIGN REVIEW COMMENTS CUP 90-20 - SYCAMORE VILLAGE MAY 2, 1991 Page 3 The Conunittee requested that the following information be provided for the next review of the project to resolve the major design issues: Revised grading plans, sight line studies, retaining wall plans and Building "G" concepts addressing the Committee's concerns for viewsheds to Red Hill; and Architectural elevations that are drawn with a higher level of detail and additional architectural details addressing the Committee's concerns for massing and material use. Staff ~mme~ts: At the time of comment preparation, revised plans and the requested additional information had not yet been submitted to staff. Therefore, the Commission should review the attached plans in light of the previous meetings issues and comments.
