SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF JUNE 4, 1992
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets- After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 p.m. - 5:45 p.m., Consent Calendar items will
be reviewed between 5:45 p.m. - 6:30 p.m., with the first design review
item being heard at 6:40 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

Background:
This custom lot subdivision was approved by the Planning Division on
July 12, 1989. The tract map was approved with the following conditions
which the Committee should discuss:
"The enhanced parkway treatment along Streets "A", "D", and
"F" shall be redesigned to include a double row of clustered
trees. The design shall be reviewed and approved by the
Design Review Committee prior to the recordation of the tract
Additionally, during the plan check process, the tentative tract map was
modified due to drainage concerns. The map modification allowed a
temporary on-site detention basin of approximately 56,000 square feet
located on lots 1-5 of the tract. The modification was approved on
March 27, 1991 with the following condition:
"The proposed on-site detention basin shall be reviewed and
approved by the Design Review Con~aittee for landscaping and
screening issues prior to issuance of building permits."

The following co~unents are intended to provide an outline for Co~unittee
discussion:
The double row of trees along the enhanced parkway on Ridge Crest
Drive includes Lagerstroemia .indica (Crape Myrtle) in the
foreground and Sophora japonica (Japanese Pagoda tree) in the
background. Crape ~yrtles are used as a street tree on the
opposite side of the street as well. Staff would suggest
introducing an evergreen tree for variety since both of the trees
proposed are flowering decidious species.
The double row of trees along Rock Creek Road includes Melaleuca
quinguenervia in the foreground and Sophora as a background tree,
with the Melaleuca being used as the street tree on the opposite
side.
The temporary detention basin is located at the southwest corner of
the site along Etiwanda Avenue and Golden Prairie Road. The
screening along the north side of the basin is adequate, and
contains both Eucalyptus and Canary Island pines and allows some

views into the basin for security purposes. The basin is also
fenced with wrought iron fencing. However, the south side of the
basin should be planted with trees and shrubs to soften the
boundary.

The Design Review Committee recommended approval Of the conceptual
streetscape and interim detention basin plans subject to the following:
Street trees shall be planted to the north of the detention basin
concurrently with other street trees throughout the project.
All street trees along Ridge Crest Drive should be decidious,
consistent with the conceptual streetscape plans.
All street trees shall be provided with a deep watering irrigation
system, which shall be reviewed and approved by the Planning and
Engineering Divisions.
Pinus Halenpensis or Eldarica species shall be substituted for the
Pinus Canariensis trees, per the discretion of the Planning
Division.
The southern property line wall shall be constructed consistent
with the permanent design solution for this project as shown on the
approved landscape/irrigation plans.
The 2:1 slope area on the southern side of the detention basin
shall be planted with trees and shrubs consistent with the north
slope.
In addition, the Committee recommended that the landscape architect work
with staff to prepare an informational flyer regarding the maintenance
of street trees, which would be available to all perspective home buyers
in the model home sales office.

DEVELOPMENT REVIEW 92-04 - OH - The development of a single family
residence totaling 4,851 square feet on 0.5 acres of land in the Very
Low Residential District (less than 2 dwelling units per acre), located
at 4965 Calico Street - APN: 1014-311-23.
Design Parameters:
The proposed single family residence is located within the existing
Haven View Estates. The project is an approved custom lot subdivision
and was rough graded prior to adoption of the Hillside Ordinance. The
sites slope ranges from 5 to 20 percent over the entire lot. The
applicant is proposing a 4,851 square feet residence of stucco, brick
and tile roofing. The primary style is modern with neo-classical
elements applied for articulation.
The Hillside Ordinance guidelines state that building sites should be
sensitive to the natural terrain. In addition, structures should be
oriented in such a way so as to minimize necessary grading; parallel to
the slope and not perpendicular.
Staff Comments:
Major Issues:
The following broad design issues will be the focus of Committee
discussion regarding this project:
The majority of the site along the south side of the lot is indicated as
the fill areas, and the north side as the cut areas. Although the floor
pad slopes in a few areas, a total of 1.5 feet over almost 80 feet in
length, the applicant is proposing retaining structures and stem walls
to mitigate the hillside condition. Staff feels that the proposed
grading techniques are not consistent with the intent of the Hillside
Ordinance. Staff requests that the Committee review the proposed
grading for consistency with the Ordinance.
Secondary Issues:
Once all of the major issues have been addressed, and time permitting,
the Committee will discuss the following secondary design issues:
The house design is contrary to the intent and requirements of the
Hillside Development Ordinance. Specifically, the floor
configuration is not sensitive to the existing grade which falls
approximately 10-12 feet from north to south of the proposed
house. The house should be redesigned to conform to the existing
contours using various techniques as described in the ordinance,

including but are not limited to, stem walls and split level
foundations to minimize the effective bulk on the exterior of the
structure.
Policy Issues:
The following items are a matter of Planning Commission policy and
should be incorporated into the project design without discussion:
The brick treatment to the west elevation (front elevation) should
be designed to wrap onto the sides to terminate at a logical point.
Concrete molding should be used at the window detailing to
establish consistency within the architectural design.

The Committee acknowledged the fact that the lot is within a tract that
had been mass graded where the contours on the natural grades were
mostly man made. The Committee was concerned with the "bulky"
appearance of the proposed single family home. However, the applicant
has explained to them how he had technically met the Hillside
standards. Based On this, the Conduittee approved the project with the
condition that the applicant work with staff in improving the details of
the proposed architecture.
