DESIGN REVIEW COMMITTEE MEETING OF JULY 16, 1992
The following is a description of projects which require review and
rating by the Design Review Co~nittee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Consent
Calendar items will be reviewed between 5:00 p.m. - 5:30 p.m., with the
first design review item being heard at 5:40 p.m. Please notify our
department if you will be unable to attend the meeting, or if you will
be late, so that the dinner can be properly ordered and the necessary
arrangements made.

DEVELOPMENT REVIEW 92-08 - WESTERN PROPERTIES - The
review of a detailed site plan and elevations for Phase
III of Terra Vista Town Center, consisting of two
restaurants totaling 15,000 square feet and three retail
buildings totaling 20,688 square feet, located at the
north side of Foothill Boulevard between Aspen and
Spruce Avenues - APN: 1077-421-73, 74, and 76.

DEVELOPMENT REVIEW 92-08 - WESTERN PROPERTIES - The review of a detailed
site plan and elevations for Phase III of Terra Vista Town Center,
consisting of two restaurants totaling 15,000 square feet and three
retail buildings totaling 20,688 square feet, located at the north side
of Foothill Boulevard between Aspen and Spruce Avenues - APN: 1077-421-
73, 74, and 76.
Design Parameters:
The applicant is requesting a review of the detailed site plan and
elevations for Soup Exchange (Pad 2), Building Pads S, P, and N.
Building Pad 3 is proposed for another restaurant (Chevys). A separate
Development Review application for Chevys' elevations will be processed
at a future date.
Staff Co~ents:
The following comments are intended to provide an outline for Committee
discussion:
Major Issues: The following broad design issues will be the focus of
Committee discussion regarding this project:
A. Soup Exchange -
The proposed location of the building entry only relates to
the northerly and westerly parking area. Because of this
building entry location, the service and delivery sides of the
building (south and east elevations) have to orient towards
Foothill Boulevard which is most visible to the public. The
issue is whether or not the building entry, being the most
attractive side of the building, should orient towards
Foothill Boulevard.
The south and east elevations, being most visible from
Foothill Boulevard, should be improved by adding architectural
elements and embellishments compatible to the existing center.
The area between the hip roof and the arch element for the
tower at the west side of the north elevation needs additional
architectural embellishments.
The flat roof towers at the west, south, and east elevations
appear to be "tacked on" as they are not true towers since the
depth ranges from 18 inches to 3 feet.

5. The quatrefoil element has been repeated 6 times on this
building. Additional architectural elements compatible to the
center should be introduced in order to add interest.
6. The stone material framing the arch for the tower at the west
and north elevations appears awkward and incomplete.
B. Building Pad -
1. The design and the details of the building is consistent with
the architectural style of the center.
C. Building Pad P -
1. The west and south elevations of the tower are architecturally
treated with a pattern of diamond shape plaster niche. This
design has been repeated many times within the center. Staff
recon~nends that other architectural elements consistent with
the center should be introduced to treat these two elevations.
D. Building Pad N -
1. The south and east elevations are most visible from Foothill
Boulevard and Spruce Avenue. These two elevations could be
improved by opening up the tower at the southeast corner of
this building.
Secondary Issues: Once all of the major issues have been resolved, and
time permitting, the Committee will discuss the following secondary
design issues:
A pedestrian connection from the public sidewalk to the west side
of Soup Exchange should be added.
2. Additional tree wells should be provided along the north side of
the site area for Buildings S and Soup Exchange as well as for
Buildings P and Chevys.
3. The landscape design for the pedestrian space between Buildings P
and Chevys should take into consideration the directions of the
prevailing and Santa Ana winds.
4. Additional tree wells should be added along the north and west
elevations for Building N.

Policy Issues: The following items are a matter of Planning Commission
policy and should be incorporated into the project design without
discussion:
Provide a separate loading/delivery parking space each for the two
proposed restaurants. This space should be larger than a regular
parking space in width and depth. For examples: the dimension of
the loading space for Chili's is 14 feet by 33 feet; the dimensions
of the loading space for Shakey's, a recently approved restaurant,
is 11 feet by 22 feet.

The Committee recommended that the applicant revise the plans to address
the following issues:
A. Soup Exchange
The proposed location of the building entry is acceptable.
Stone columns and wood trellis should be added to the south
elevation. The design and materials should be consistent with
the center.
The trellis structures at the east and west elevations should
have 3 columns.
The quatrefoil should be eliminated from the flat roof tower
at the west elevations.
Additional architectural elements compatible with the center
should be provided to the flat roof towers.
The stone materials should frame the arch completely (to the
finish grade) for the towers at the west and north elevations.
7. The roof and the cornice should be raised so that the trellis
structure is below the cornice.

Boulevard and Spruce Avenue should be improved with additional
articulation and embellishments.

July 16, 1992 Design Review Committee Staff Report.
