HomeMy WebLinkAbout87-18 - Resolutions RESOLUTION NO. 87-18 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING DESIGN REVIEW FOR TRACT NO. 13057 LOCATED AT THE SOUTHEAST CORNER OF HIGHLAND AVENUE & THE DEER CREEK CHANNEL IN THE VICTORIA PLANNED COMMUNITY DISTRICT WHEREAS, on the 17th day of September, 1986, a complete application was filed by the Fieldstone Company for review of the above-described project; and WHEREAS, on the 11th day of February, 1987, the Rancho Cucamonga Planning Commission held a meeting to consider the above-described project. NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as follows: SECTION 1: That the following can be met: 1. That the proposed project is consistent with the objectives of the General Plan; and 2. That the proposed use is in accord with the objectives of the Development Code, the Victoria Community Plan, and the purposes of the district in which the site is located; and 3. That the proposed use is in compliance with each of the applicable provisions of the Development Code; the Victoria Community Plan, and 4. That the proposed use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare, or materially injurious to properties or improvements in the vicinity; and 5. That the proposed subdivision design is substantially in conformance with the original Tentative Tract as approved. SECTION 2: That Design Review for Tract 13057 is approved subject to the following conditions: 1. This approval is only for the proposed site plan, lot line adjustment plan, and building architecture submitted as part of this application. All conditions of approval for Tentative Tract 13057 per Resolutions No. 86-55 and 86-105, except for any modifications that may be provided for herein, shall remain applicable with this approval for Design Review. Detailed site development plans, including, but not limited to, plot plans, landscape/irrigation plans, fencing plans, and architectural plans shall be submitted for the review and approval of the City Planner prior to issuance of any building permits. 3. Window upgrade treatment shall be provided at any side or rear elevation that is exposed to view from any public right-of-way. Plans detailing the extent of this upgrade treatment and to which lots they are to be applied shall be submitted for the review and approval of the City Planner prior to issuance of building permits. 4. An acoustical study detailing what mitigation measures, if any, are required to achieve noise levels, both exterior and interior, consistent with the City Standards for lots abutting Highland Avenue, shall be submitted for review and approval prior to the issuance of any building permits. 5. Each lot within the project shall have a minimum 15 foot flat (2% slope or less) rear yard open area from building to property line or slope/retaining wall . A final detailed site plan which indicates the slope and retaining wall location and unit plotting shall be submitted prior to issuance of building permits. 6. Corner side yard fencing and/or retaining wall shall be set back a minimum distance of 5 feet from the back of sidewalk. All retaining walls exposed to public view shall be constructed of decorative block. Wood fencing installed by the developer and exposed to public view shall be treated with water sealant or stain. All fencing details shall be included within the landscape/irrigation plans and shall be subject to review and approval by the City Planner prior to the issuance of building permits. 7. Complete property fencing consistent with the standard design for the Victoria Planned Community shall be provided by the developer. A detailed fencing plan shall be submitted as part of the landscape/irrigation plans. 8. Side yard fencing for all corner lots is to be constructed of a decorative masonry material subject to the review and approval of the City Planner. 9. For all corner lots, the side yard between the sidewalk and side yard fencing shall be landscaped and irrigated by the developer. Resolution No. Tract 13057 - Fieldstone Company February 11, 1987 Page 3 10. Each driveway shall receive special treatment in order to enhance the appearance of the street scene. Such treatment may include banded brick, special concrete color, or border treatment of like materials. The driveway hardscape detail shall be included in the landscape/irrigation plans subject to review and approval of the City Planner. 11. Architecture shall be revised to show the following: a. An upgraded entry treatment (such as window trim) is to be provided to the front entry on the side elevation for all Unit l' s. This treatment shall be subject to the review and approval of the City Planner prior to the issuance of building permits. b. Accent colors shall be muted pastels; loud, bright colors are to be avoided. A detailed color board shall be submitted for review and approval of the City Planner prior to the issuance of any building permits. 12. The driveway for Lot 31 shall be relocated from Kenyon Street to Blue Ridge Place. 13. All slope banks in excess of five (5) feet in vertical height and of 2:1 or greater slope shall be landscaped and irrigated for erosion control and soften their appearance as follows: one 15-gallon or larger size tree per each 150 sq. ft. of slope area, one 1-gallon or larger size shrub per each 100 sq. ft. of slope area, and appropriate ground cover. In addition, slope banks in excess of eight (8) feet in vertical height and of 2:1 or greater slope shall also include one 5-gallon or larger size tree per each 250 sq. ft. of slope area. Trees and shrubs shall be planted in staggered clusters to soften and vary slope plane. Slope planting required by this section shall include a permanent irrigation system to be installed by the developer prior to occupancy. 14. An in-lieu fee as contribution to the future undergrounding of the existing overhead utilities (telecommunication and electrical ) on the opposite side of Highland Avenue shall be paid to the City prior to occupancy or final inspection, whichever occurs last. The fee shall be one-half the City- adopted unit amount times the length from the centerline of Deer Creek Channel to the centerline of Fairmont Way.
