A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO CUCAMONGA, CALIFORNIA, MODIFYING THE
DESIGN REVIEW FOR MAP NO. 12659-2 TO INCORPORATE A
NEW BUILDING ELEVATION AND REVISE THE UNIT MIX FOR
PHASE TWO OF A PREVIOUSLY APPROVED TRACT MAP
CONSISTING OF 135 SINGLE FAMILY LOTS ON 67.67 ACRES
OF LAND IN THE VERY LOW RESIDENTIAL DISTRICT
(1-2 DWELLING UNITS PER ACRE) OF THE ETIWANDA
SPECIFIC PLAN, LOCATED AT THE SOUTHWEST CORNER OF
ETIWANDA AVENUE AND 24TH STREET, AND MAKING FINDINGS
IN SUPPORT THEREOF - APN: 225-111-38 AND 39.
A. Recitals .
(i ) On November 13, 1985, the Planning Commission adopted Resolution
No. 85-168, thereby approving, subject to specific conditions,
Tentative Tract Map No. 12659, which provides for the development of
135 single family lots and 3 common lots on 67.67 acres of land
within the Very Low Residential District within the Etiwanda
Specific Plan.
(ii ) On September 9, 1987, the Planning Commission adopted Resolution
No. 87-165, thereby approving, subject to specific conditions, the
Design Review for Tentative Tract Map No. 12659.
(iii ) The above-described property is located at the southwest corner of
Etiwanda Avenue and 24th Street and is within the VL (Very Low
Residential ) District.
( iv) On June 14, 1989, a modification request was filed with the Planning
Division for the incorporation of a new model (Plan 6) and the
revision of the unit mix for Phase Two.
(v) On the September 27, 1989, the Planning Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the
application and concluded said hearing on that date.
(vi ) All legal prerequisites to the adoption of this Resolution have
occurred.
B. Resolution.
NOW THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows :
1. This Commission hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Resolution are true and
correct.

2. Based upon substantial evidence presented to this Commission during
the above-referenced public hearing on September 27, 1989, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows :
a . The proposed project is consistent with the objectives of the
General Plan ; and
b. The proposed modifications to the design are in accord with the
objectives of the Etiwanda Specific Plan and the purposes of the
district in which the site is located ; and
c. The proposed modifications to the design are in compliance with
each of the applicable provisions of the Etiwanda Specific Plan ;
and
d. The proposed modifications to the design, together with the
conditions applicable thereto, will not be detrimental to the
public health, safety, or welfare, or materially injurious to
properties or improvements in the vicinity.
3. This Commission hereby finds and certifies that the project has been
reviewed and considered in compliance with the California
Environmental Quality Act of 1970 and, further, this Commission
hereby issued a Negative Declaration on November 13, 1985.
4. Based upon the findings and conclusions set forth in paragraph 1 , 2
and 3 above, this Commission hereby approves the application subject
to each and every condition set forth below.
a. Planning Division :
(1) All the conditions applicable from Resolution No. 87-165
shall apply.
(2) Landscape/irrigation plans for all front yards and slope
areas exceeding five (5) feet in vertical height shall be
submitted for Review and approval for the Planning Division
prior to the issuance of building permits for all remaining
phases (2 through 4) . Front yard landscaping shall
include, at a minimum, four (4) 15-gallon or larger size
trees on interior lots and eight (8) 15-gallon or larger
size trees on corner lots. Said trees shall be in addition
to required Street trees. Slope planting shall be shown on
the landscape plans in accordance with Section 17.08.040
(I) of the Development Code.
(3) Driveway approaches shall be reduced to a maximum width of
16 feet and driveway widths shall be reduced within front
yard setbacks wherever possible.

(4) Additional wood siding shall be continued along the side
elevations of Plan 6 to provide more complete side
elevation articulation.
(5) Additional articulation shall be added to the accent
features of Plan 6, such as , but not limited to , chimneys ,
columns, foundations, and windows.
5. The Secretary to this Commission shall certify to the adoption of
this Resolution.
