PLANNING COMMISSION MINUTES
Regular Meeting
March 22, 2006
Chairman Stewart called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chambers at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, Califomia. Chairman
Stewart then led in the pledge of allegiance.
ROLL CALL
COMMISSIONERS: PRESENT: Richard Fletcher, Cristine McPhail, Pam Stewart
ABSENT: Rich Macias, Lou Munoz

ANNOUNCEMENTS
Commissioner McPhail announced that she would have to recuse herself from Items D, E, F,G and
H because the firm she works for has contractural agreements with the applicant and therefore a
conflict of interests could exist.
Larry Henderson,Acting City Planner, announced that in light of her recusal,the Commission would
lack a quorum for those items and therefore the items will be pulled from this agenda and re-
advertised for the April 12, 2006 meeting.

APPROVAL OF MINUTES
Motion: Moved by McPhail, seconded by Fletcher, carried 3-0-2 (Macias, Munoz absent), to
approve the minutes of March 8, 2006.

PUBLIC HEARINGS
A. ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT DRC2005-00704 -
ARE ASSOCIATES - A proposal to construct a recreational vehicle (RV) storage facility
•
comprised of 3 buildings subdivided into 196 units with an overall area of about 124,000 square
feet, with a caretaker's residence of about 2,000 square feet (including garage)on a parcel of
about 222,000 square feet (about 5 acres) in the General Industrial (GI) District, (Subarea 2),
located on the west side of Hellman Avenue, 500 feet south of Arrow Route-APN: 0209-012-
07. Related File: Minor Exception DRC2005-01067.
Mike Smith, Assistant Planner, presented the staff report.
Chairman Stewart opened the public hearing.
Brad Wheeler, 2658 Country Club Drive, Glendora, stated he represents the applicants. He noted
he has read and concurs with the resolution and conditions of approval.
Chairman Stewart closed the public hearing.
Commissioner Fletcher stated he has no major issues with the project. He said there is a great
need for this use because more and more people are buying recreational vehicles and they need a
place to store them other than on their property at home. He added that the architecture of the
facility is good and he moved for approval.
Motion: Moved by Fletcher, seconded by McPhail, carried 3-0-2 (Macias, Munoz absent), to
Approve Conditional Use Permit DRC2005-00704 as presented by staff with the adoption of a
Mitigated Negative Declaration of environmental impacts. Motion carried by the following vote:
AYES: FLETCHER, McPHAIL, STEWART
NOES: NONE

B. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT17013 - HANK
JONG -A request to subdivide 12.1 acres of land into 1 lot for condominium purposes in the
Medium Residential'District (8-14 dwelling units per acre) located at the northeast corner of
Arrow Route and Baker Avenue-APN: 0207-201-01, 21 and 44. Related File: Development
Review DRC2004-00705.
C. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2004-00705-NEVIS
HOMES-A request to develop 105 single-family attached and detached condominium units on
12.1 acres of land in the Medium Residential District (8-14 dwellings per acre), located at the
northeast corner of Arrow Route and Baker Street-APN: 0207-201-01, 21 and 44.
Emily Cameron,Associate Planner,presented the staff report noting a revised engineering condition
(#7) regarding the access easements.
Chairman Stewart opened the public hearing.
Scott Yang, Nevis Homes, 650 W. Huntington Drive, Suite 201, Arcadia, stated he represents the
owners. He commented that it is a courtyard design where the homes face courtyards rather than
the driveways.
Commissioner Fletcher asked if there was any progress in purchasing the "Not-A-Part" parcel on
Arrow Route.
Mr. Yang said they had conversations with them but no agreement had been reached. He asked if
the Planning Commission would support detached product because of the easement challenges.

Chairman Stewart replied that this would not be addressed in this forum and that staff would work
with the applicant.
Jim Echnos, 8651 Foothill Boulevard#194,said the project abuts an existing mobile home park. He
asked what the access would be.
Ms. Cameron stated gated access would be provided on the north side for the project and the
owners will have to allow that same access for the use of the mobile home park residents.
Chairman Stewart closed the public hearing.
Commissioner McPhail reported that the applicants did substantial work to resolve all issues and
moved approval.
Chairman Stewart commented that this project met with the Design Review Committee several times
and also had a workshop. She said the applicant noted they had been in the process for about 20
months. She noted that there were major problems with ingress and egress as well as issues
related to the abutment of the condos to the mobile home park. She remarked that the applicant
worked diligently to address both issues.
Motion: Moved by, McPhail seconded by Fletcher, carried 3-0-2 (Macias, Munoz absent), to
approve SUBTT17013 and DRC2004-00705 as presented by staff with the amended conditions,
and with the adoption of a Mitigated Negative Declaration of environmental impacts. Motion carried
by the following vote:
AYES: FLETCHER, McPHAIL, STEWART
NOES: NONE
ABSENT: MACIAS, MUNOZ - carried
D. ENVIRONMENTAL ASSESSMENT AND GENERAL PLAN AMENDMENT DRC2004-01 1 97-
PITASSI ARCHITECTS, INC. —A request to Amend The General Plan Land Use Map From
Open Space-Flood Control/Utility Corridor to Mixed Use with a Master Plan designation,
amending the Parks And Recreation chapter, and the Flood Hazards chapter, for the
development of 9 single-family detached residences, 126 multi-family residential units (14.77
Acres), and 2 office buildings (3.66 Acres) of one and two story design totaling 44,782 square
feet on a total net site area of 14.31 acres, located on the south side of Church Street, between
Center Avenue and Haven Avenue-APN: 1077-401-35 and 36. Related Files: Development

and re-advertised for the April 12, 2006 meeting because of a lack of quorum.
I. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT17382 - LEWIS
INVESTMENT COMPANY, LLC - A request to subdivide 20.54 acres of land for 156
condominium units, comprised of 79 numbered lots and 9 lettered lots for streets and open
space, in the Low-Medium Residential District(4-8 dwelling units per acre), located on the east
side of Center Avenue, between Arrow Route and 26th Street-APN: 0209-092-04. Related
Files: Development Review DRC2004-01270 and Tree Removal Permit DRC2004-01280.
J. ENVRIONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2004-01270-LEWIS
INVESTMENT COMPANY, LLC - A request to develop 156 dwelling units comprised of 78
single-family detached homes and 78 attached condominium units in a gated community on
20.54 acres of land in the Low-Medium Residential District(4-8 dwelling units per acre), located
on the east side of Center Avenue, between Arrow Route and 26th Street-APN: 0209-092-04.

Chairman Stewart opened the public hearing.
Mark Thomas, 1192 Calamesa Lane, Santa Ana, stated he represents.William Lyon Homes and
that Bryan Goodman from Lewis Investments would be available for questions as well. He
commented that he is pleased with the project and that they reviewed the resolution of approval and
accept all the conditions of approval. He noted that they have attempted to honor the history of the
property in the design and that it features a plan that encourages pedestrian traffic,well articulated
building design, nice detached single-family homes, and a variety in street scene within the project

as well as tri-plex units that look like large, single-family homes that will serve as an excellent sound
buffer to traffic.
Commissioner McPhail asked when the commercial portion of the project will be built.
Mr. Thomas stated that an agreement has been reached with Hilllwood Properties and they expect
to submit a formal application by June.
Commissioner Fletcher asked if the development will be true to the Master Plan.
Mr. Goodman said that they want to move quickly and that they would like to start construction in the
first quarter of next year for the office development. He said the development will be consistent with
the Master Plan in regard to the Site Plan and building elevations.
Chairman Stewart asked about the phasing plan. She said that in Design Review, there was
concern about the residential portion moving forward more quickly than the commercial portion of
the project and that she did not see anything noted in the resolution about that issue. She noted
that if the Haven Avenue office portion does not move forward, there is a landscaping provision in
the resolution.
Mr. Thomas concurred that he believes it is as she recollected and since that meeting they have
retained Hillwood Properties to develop the commercial portion.
Chairman Stewart closed the public hearing.
Commissioner McPhail said the architecture and landscaping plans are extremely well done and the
project is attractive. She remarked that she is disappointed to see this property that was formerly
zoned for office space to be developed with a residential use. She added that she hopes this is not •
a trend and that when we deviate from the General Plan, we upset the balance of uses. She said
that it is now extremely important to develop that commercial area and that everyone keep their word
with that development.
Commissioner Fletcher said that he would echo some of Commissioner McPhail's remarks. He said
this project is a good example of some projects that actually ended up better in the process. He
noted he likes the architecture and tri-plex portion of the residential development. He commented
that the residential component is dictating the architecture of the office product. He admonished the
owner/developer to remain true to the Haven Overlay District and not let the residential dictate what
is done there. He added that he has always believed the commercial portion of this project is far
more important than the residential.
Motion: Moved by Fletcher, seconded by McPhail, carried 3-0-2 (Macias, Munoz absent), to
approve Tentative Tract Map SUBTT17382 and Development Review DRC2004-01270 with the
adoption of a Mitigated Negative Declaration of environmental impacts. Motion carried by the
following vote:
AYES: FLETCHER, McPHAIL, STEWART
NOES: NONE
ABSENT: MACIAS, MUNOZ - carried
