PLANNING COMMISSION MINUTES
Regular Meeting
August 11, 2004
Vice Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga,Califomia. Vice Chairman
McNiel then led in the pledge of allegiance.
ROLL CALL
COMMISSIONERS: PRESENT: Richard Fletcher, Cristine McPhail, Larry McNiel, Pam Stewart
ABSENT: Rich Macias

ANNOUNCEMENTS
Brad Buller, City Planner, suggested Item A of the Consent Calendar, be heard with Item B shown on
the Public Hearing section of the agenda. Mr. Buller reported that Items C and D are related and
could also be heard together. He added that the pre-application workshop items would be heard one
at a time in the Serrano Room immediately following the Planning Commission meeting.
APPROVAL OF MINUTES
Motion: Moved by Stewart, seconded by Fletcher, carried 4-0-1 (Macias absent), to approve the
minutes of July 28, 2004.
CONSENT CALENDAR
A. DEVELOPMENT REVIEW DRC2004-00279-CRAFTSMEN HOMES-A request for the design
review of 9 single-family homes within an approved tract 16372 in the Victoria Arbors Master
Plan, located at the northwest comer of Etiwanda Avenue and Church Street—APN: 0227-171-
135. Related file: Conditional Use Permit DRC2004-00280. This action is within the scope of
the project reviewed in a supplement to an Environmental Impact Report (EIR) (State
Clearinghouse No. 98041137) that was certified by the City Council on July 7, 1999, and no
additional environmental review for the discretionary actions mentioned in this notice is required
pursuant to Public Resources Code Section 21166.
The Commissioners agreed to hear Item A in conjunction with Item B of the Public Hearings.
PUBLIC HEARINGS

Scott Woodside, 31988 Paseo Parallon, Temecula, stated he represents Craftsmen Homes. He
remarked that he had no questions or comments.
Vice Chairman McNiel closed the public hearing and commented that the applicant did a fine job in
the Design Review process and that the homes represent the Etiwanda Overlay area well and that
they look very nice.
Commissioner Fletcher remarked that it is a good home product and that the homes are nice and
large. He commented that the project creates a nice street scene.
Motion: Moved by McPhail, seconded by Stewart, to approve items A and B as presented by staff
and by adoption of the Resolutions of Approval. Motion carried by the following vote:
AYES: FLETCHER, McNIEL, McPHAIL, STEWART

C. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16539-CHARLES
JOSEPH ASSOCIATES - A request to subdivide 13 acres of land into 17 parcels within the
General Industrial District (Subarea 14) at Santa Anita Avenue and 6th Street. APN:
0229-283-23 and 48. Related file: Development Review DRC2004-00209. Staff has prepared a
Mitigated Negative Declaration of environmental impacts for consideration.
D. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2004-00209 -
CHARLES JOSEPH ASSOCIATES - A request to develop 17 industrial buildings totaling
219,482 square feet on 13 acres within the General Industrial District(Subarea 14), located at
Santa Anita Avenue and 6th Street-APN: 0229-283-23 and 48. Related File: Tentative Tract
Map SU6TT16539. Staff has prepared a Mitigated Negative Declaration of environmental
impacts for consideration.
Doug Fenn, Associate Planner, gave the staff report noting that 5 projects had previously been
proposed for this property. He reported that an issue regarding the abandoned rail easement had
been resolved and that correspondence from the rail line in addition to a field inspection confirmed
that Figure 17.30.080-P depicting the area in the Development Code is outdated and does not reflect
the current conditions. He assured the Commissioners that, as with several other approved projects
as well as this project, the rail easement was not required and that required parking and service yard
areas were allowed to be within the rail service easement with the understanding that if in the
unlikely event those rail easements were needed in the future, the parking would have to be
relocated.

Vice Chairman McNiel opened the public hearing.
Chuck Buquet, Charles Joseph Associates, 10681 Foothill Boulevard, Suite 395, stated he
represents the applicant. Mr. Buquet noted that he represented the applicants on 4 out of the 5
previously proposed projects for the property. He remarked that he is pleased with the design and
commented that this project compliments the existing buildings in the area. He concluded by stating
he is in concurrence with all the conditions of approval and the architect and property owner were
available for questions.
Commissioner Stewart commented that the project proposal went through the design review process
successfully. She reported that they had some design issues and that they did question the rail
access issue and the Design Review Committee was satisfied their questions regarding the rail
service had been answered. She said it is a good project.
Commissioner McPhail pointed out that the plant palette calls for Oleander. She requested that the
when it comes time to approve the landscape plans that they avoid using Oleander because a
widespread disease is killing all Oleander in the area.
Motion: Moved by McPhail, seconded by Fletcher, to approve items A and B as presented by staff
and by adoption of the Resolutions of Approval. Motion carried by the following vote:

NEW BUSINESS
111 E. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2004-00145-PUBLIC
STORAGE-A request to construct a 62,622 square foot public storage building on 1.24 acres
of land in the General Industrial District(Subarea 8), located on the south side of Arrow Route,
approximately 200 feet east of Utica Avenue - APN: 0209-491-80. Staff has prepared a
Mitigated Negative Declaration of environmental impacts for consideration.
Donald Granger,Assistant Planner, presented the staff report. He commented that the design of the
new building was well thought out and appears to be a visual extension of the original building on the
adjoining site. He reported that the applicant worked diligently with staff and that no correspondence
had been received regarding the environmental documents. He noted that an existing exterior wall
of the original building is currently painted with a yellow moisture sealant and that the applicant has
agreed to sandblast and restore the wall to its original color prior to occupancy of the new building.
Vice Chairman McNiel asked if the architecture of the new building would blend with the old so that it
appears as one building.
Mr. Granger stated that the architecture is compatible and that the only real difference is that they
have eliminated the plum trellis because it was creating a nuisance and a hazard; people were
climbing on it.
Vice Chairman McNiel asked if the trellis was originally reduced in size because they anticipated that
problem.
Mr. Granger stated that he did recall that as an issue with the original building application.

Commissioner Fletcher noted the time frames listed in Planning Condition #9 on page E-61 of the
agenda packet. He commented that conceivably, the applicant could wait a full 90 days before
restoring the exterior of the existing building.
Mr. Granger said that it could possibly work that way, that the applicant could 1) submit building
plans for plan check within 30 days of the adoption of the resolution of approval; 2) building permits
shall be issued within 30 days of all departments approving the plan check; and 3)construction shall
begin within 30 days of building permit issuance. He noted that if the applicant fails to comply with
these timelines, then the City Planner could require the immediate restoration of the building exterior.
He remarked that at any time, if there is a breech of the agreement, the City Planner could required
the immediate restoration of the building.
Vice Chairman McNiel opened the public hearing.
Jim Goodman, 31732 Rancho Viejo Road, Suite E, San Juan Capistrano, stated he is the applicant/
Commissioner Fletcher asked if they are ready to start their project.
Mr. Goodman responded that they are and that the timeframes noted are aggressive.
Commissioner Fletcher asked what were the problems experienced with the trellis.
Mr. Goodman noted that his firm did not design the original building and his information was second
hand. He commented that the Design Review Committee suggested they swap it out.
Commissioner Stewart reported that in Design Review, they originally downsized the trellis but that
there were several items that were on the table for negotiation and they felt the trellis could be
eliminated. She reported that their original design called for orange exterior doors that faced the
street. She said that this was not optimal and therefore the applicant agreed to paint the doors
facing Arrow Route gray instead of the orange.
Mr. Goodman commented that they also added a mesh screening across the entry. He added that
because this building is proportionately different than the original, the trellis could be successfully
eliminated without compromising the building design.
Vice Chairman McNiel asked if there is a piece of property that separates the two facilities.
Mr. Goodman noted that it will actually be a driveway and currently there is a wall there, and that
once the second facility is constructed, the wall will be removed. He remarked that the addition of
the new building would complete'the streetscape.
Vice Chairman McNiel asked how the new facility would be staffed.
Mr. Goodman said that the same people who manage the original building will also manage this
facility and there will not be additional living quarters constructed.
Brad Buller, City Planner noted that on pages E-6 and E-7 of the agenda packet, an aerial
photograph has been provided that shows how the two properties will appear as one separated with
the driveway.
Vice Chairman McNiel closed the public hearing and asked why gray was chosen for the doors
facing the street instead of beige that would match the color of the building inset panels. He asked if
anyone would object to changing the gray to beige.
Mr. Goodman stated he would not object to beige.

Commissioners Stewart, McPhail, and Fletcher concurred with Vice Chairman McNiel's suggestion.
Commissioner Fletcher moved approval noting the change of condition #6 in the Resolution of
Approval on page E-61 of the agenda packet for the color of the exterior doors facing the street to be
painted beige to match the inset panels instead of gray.
Motion: Moved by Fletcher, seconded by Stewart,to approve Development Review 2004-00145 by
adoption of the Resolution of Approval with the modified condition as noted. Motion carried by the
following vote:
AYES: FLETCHER, McNIEL, McPHAIL, STEWART

OLD BUSINESS
F. HILLSIDE REVIEW DRC2004-00297 - MOHAMMAD ALI - A request for a 8,937 square foot
single-family residence on .52 acre of land in the Very Low District(.1-2 dwelling units per acre),
located at 11002 Deer Canyon Drive on Lot 23 of Tract 12650 -APN: 1074-501-10.
Nancy Fong, Senior Planner, presented the staff report.
Commissioner Fletcher asked what size the surrounding homes are.
Ms. Fong approximated the homes to be 4-5,000 square feet and she estimated the homes on the
' south side of the street to be larger.
Mohammad Ali, 14552 Nevada Court, Fontana, stated many of the homes in the neighborhood are
over 7,000 square feet and some are 4-5,000 square feet. He said he thought the homes on the
north side of the street are large and that north of his project is the Haven View Estates in which
many of the homes are over 10,000 square feet in size.
Commissioner Fletcher said the home looks very attractive and is a good example of 360-degree
architecture. He commented that he wished the developers would take note of this type of design for
the housing developments being built.
Commissioner Stewart concurred and said it is a good design.
Motion: Moved by Stewart, seconded by McPhail, to Hillside Review DRC2004-00297,as presented
by staff and by adoption of the Resolution of Approval. Motion carried by the following vote:
AYES: FLETCHER, McNIEL, McPHAIL, STEWART
NOES: NONE

ADJOURNMENT
Motion: Moved by McPhail, seconded by Fletcher, carried 4-0-1 (Macias absent), to adjourn. The
Planning Commission adjourned at 7:40 p.m. to a workshop in the Serrano Room. The workshop
adjourned at 10:00 p.m. and those minutes appear separately.
