PLANNING COMMISSION MINUTES
Regular Meeting
September 11, 2002
Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, Califomia. Chairman
McNiel then led in the pledge of allegiance.
ROLL CALL
COMMISSIONERS: PRESENT: Rich Macias, John Mannerino, Larry McNiel, Pam Stewart,

ABSENT: None
STAFF PRESENT: Brad Buller, City Planner; Kirt Coury, Associate Planner; Kevin Ennis,

ANNOUNCEMENTS
Chairman McNiel reminded everyone that today is the anniversary of last year's tragic events. He
then led a moment of silence for the victims of 9-11 and their families. He also announced that a
special remembrance event is being hosted at Alta Loma High School at 7:30 p.m. this evening.
Brad Buller, City Planner, announced that the workshop for the Victoria Gardens Regional Center
scheduled for September 17, is being rescheduled for September 23 at 6:00 p.m. in the Rains Room.
This workshop is to introduce the project plans to the Planning Commission and will be the first in a
series of workshops and Design Review meetings for the Regional Center project.
APPROVAL OF MINUTES
Motion: Moved by Tolstoy, seconded by Macias, carried 4-0-1 (Mannerino abstain),to approve the
minutes of August 28, 2002.
Motion: Moved by Stewart, seconded by Tolstoy, carried 4-0-1 (Mannerino abstain),to approve the
adjoumed minutes of August 28, 2002.
CONSENT CALENDAR
A. DEVELOPMENT REVIEW DRC2002-00442 - YOUNG CALIFORNIA HOMES - The design
review of building elevations and detailed site plan for two previously approved tract maps
consisting of 109 single-family lots in the Low Residential District(2-4 dwelling units per acre)of
the Etiwanda North Specific Plan in the Rancho Etiwanda Planned Development, located at the
southwest comer of Day Creek Boulevard and Banyan Street -APN: 225-161-11, 12, 45, and
50. Related Files: Tract Maps SUBTT14493 and SUBTT14522. This project is based on the
Environmental Impact Report(EIR) previously certified by the County of San Bernardino Board
of Supervisors in 1991 and the Supplemental EIR (SEIR) previously certified by the City of
Rancho Cucamonga in 2001. This project is within the scope of these prior environmental
documents, does not raise or create new environmental impacts not already considered in the
certified EIRs, and the previously certified EIRs adequately describe the activities for the
purposes of CEQA.
Motion: Moved by Mannerino, seconded by Stewart, carried 5-0, to approve Development Review
DRC2002-00442 by adoption of the Resolution of Approval with conditions.

PUBLIC HEARINGS
B. ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT DRC2002-00290 -
CALVARY CHAPEL RANCHO CUCAMONGA-The proposed development of a 17,733 square
foot multi-purpose building and master plan for a future 12,500 square foot worship center for
Calvary Chapel on 4.10 acres of land in the Terra Vista Business Park in the Office Park(OP)
District of the Terra Vista Community Plan, located on the west side of Elm Street between
Town Center Drive and Church Street-APN: 1077-422-14.
Debra Meier presented the staff report. She noted that on Page B-51 of the agenda packet,
additions to the draft Resolution have been made in Planning condition No. 3 by adding the word
"awnings" and by adding Planning condition No. 7, which reads:
'The arcades on the north and west elevations shall use the same covered element that is
used on the porte-cochere, which is featured on the south elevation."
Commissioner Tolstoy asked if a gym is a tenant in the business center.
Brad Buller, City Planner, stated that there was, but that it has been moved to the Masi Plaza.
Ms. Meier noted that the higher parking demands in the center stems from the San Joaquin College
and Mountain View Faith church on Wednesday evenings.
Commissioner Stewart asked if the college were to grow, would they have to move.
Ms. Meier stated she is aware that there are a few remaining tenant spaces available in the park that
are not currently leased. She stated that the parking study figures have been adjusted to allow
parking spaces even when the center is fully occupied with tenants.
Chairman McNiel asked for clarification as to what parts of the facility would be included with Phase
1 and what is included in Phase 2.
Ms Meier noted that Phase 1 includes the Multi-purpose building as well as sport courts, a children's
play area and a courtyard and 134 parking spaces that follow around the areas developed in Phase
1. She commented that where Phase 1 ends and Phase 2 begins, the parking is just a driveway
area. She added that all that remains after Phase 1 is the pad for the worship center and an
additional 76 parking spaces that wrap around the perimeter of the Phase 2 worship center.

Chairman McNiel clarified that the parking on the north and east sides of the property will not be
developed until Phase 2.
Mr. Buller directed the Commissioners to page B-6 of the agenda packet to the site map noting an
area that is denoted as Phase 2 parking. He added that some of that area is a drive aisle and some
of the parking is not scheduled to be developed until Phase 2.
Chairman McNiel noted that as many churches grow, parishioners tend to park in undeveloped dirt
lots. He added that he would prefer not to see that happen if it can be avoided.
Commissioner Tolstoy asked how the pad would be treated prior to development of Phase 2.
Ms. Meier suggested that hydro seeding and irrigation could be done and that it can be added as a
condition of approval.
Commission Tolstoy asked that it be added.
Chairman McNiel also noted that the covered elements are in fact, metal.
Ms Meier stated she visited the site to confirm the material of the awnings and was surprised to find
that they are a fine grade metal. She added that we are requiring that all the new materials used are
to match the existing materials in the center.
Mr. Buller commented that the church representatives might be able to explain how they plan to
prevent off-pavement parking, either with fencing or some other method. He noted that it would be
likely to occur if the church holds a special event and off-pavement parking would be a violation of
our Code.
Ms. Meier noted that they have encouraged the church to develop all of Phase 1 and include just the
pad for the Phase 2 building so that it is in place, ready to go, but because of cost issues, they are
reluctant to do so.
Chairman McNiel opened the public hearing.
Jim Orate, Calvary Chapel Rancho Cucamonga, 10601 Civic Center Drive, Rancho Cucamonga
commented that the parking could be a concern and that finances allowing, they would be happy to
develop the pad for the Phase 2 building, but if they do not have the finances, they will comply with
whatever staff suggests to keep people from off-site parking.
Mr. Buller suggested that if the drive lane is improved without the Phase 2 parking, that an AC curb
or some other element along the paved edge to help prevent off-pavement parking. He also
suggested that it be hydro seeded and irrigated.
Commissioner Tolstoy concurred with Mr. Buller and added that the hydro seeded area also be
maintained.
Chairman McNiel noted that the total site is just over 4 acres, which is not a large area for a church
that may grow to large proportions. He asked the applicant if they could accept the additional
conditions for the AC curb, hydro seeding, irrigation, and maintenance to help prevent off-pavement
parking.
Mr. Orate stated that would be acceptable.

Leon Lago stated he is the architect on the project. He noted that they have prevented off-pavement
parking on other projects by providing wheel stops. He added that they are shown on the Grading
plans.
Ms. Meier interjected that they were eliminated during technical review.
Chairman McNiel commented that people often view wheel stops as an indicator for a parking place,
which means people will be parking in the driveway. He again supported the idea of AC curb
instead.
Mr. Buller added that the drive aisle as a required Fire Lane might have to be painted red so that it
will stay open and with that in mind, wheel stops would be unacceptable.
Chairman McNiel closed the public hearing.
Commissioner Mannerino moved for approval with the added condition regarding the hydro seeding,
irrigation and maintenance of the vacant pad and the addition of AC curb or some other barrier along
the drive aisle to prevent off-site parking.
Motion: Moved by Mannerino, seconded by Tolstoy, carried 5-0, to approve Conditional Use Permit
DRC2002-00290 by adoption of the Resolution of Approval with the added conditions as noted.

Motion: Moved by Mannerino, seconded by Tolstoy, carried 5-0, to adjourn. The Planning
Commission adjoumed at 7:25 p.m. to a workshop. The workshop adjourned at 8:30 p.m.and those
minutes appear separately.
