PLANNING COMMISSION MINUTES
Adjourned Meeting
November 12, 1997
Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga Planning
Commission to order at 10:45 p.m. The meeting was held in the Rains Room at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.

NEW BUSINESS
A. PRE-APPLICATION REVIEW 97-02 - LEGACY HOMES - The review of a proposed site plan
and conceptual building elevations for a proposed single family residential project on
approximately 20 acres of land located at the northeast corner of Base Line Road and Milliken
Avenue - APN: 227-691-01.
Brad Buller, City Planner, opened the meeting by introducing the development team to the Planning
Commissioners. He bdefly explained the function and format of the workshop and summarized the
comments from the previous Pre-Application Review meeting held on April 9, 1997, where two of
the Commissioners were absent.
Bob May, Legacy Homes, presented the revised plans to the Planning Commission and explained
the revisions that were incorporated into the plans based on comments raised previously by
Commission.
Bill Hezmalhalch, William Hezmalhalch Architects, summarized the specific site planning and
architectural revisions for the Commission. He noted the mitigations for the crowded look of the
project that caused the Commission concern at the previous meeting. Mitigations include the
incorporation of items such as the introduction of one-story elements, greater flexibility in setbacks,'
and unit plotting.
Steve Hayes, Associate Planner, outlined staff's concerns with the revised plans. Items highlighted
for Planning Commission consideration included building separation, the cluster court concept, and
issues associated with common open space.
Commissioner Tolstoy asked about the maintenance on common landscape areas.
Mr. May stated that all front yards and other common open space areas will be maintained by a
Homeowners Association while rear and other enclosed private yard areas will be privately
maintained.
Chairman Barker noted his concern with wood fencing and suggested that either a decorative block
material be used exclusively throughout the project or a wood-crete type material be used.
Commissioner Bethel expressed his concern with the overall closeness of the homes, especially on
the rear-to-rear situations and noted the importance of 360-degree architecture.
Commissioner Macias agreed with Commissioner Bethel regarding the issue of closeness of houses
in rear yard situations and the requirement for 360-degree architecture.
Commissioner Tolstoy liked the concept of detached individual units and the curvilinear main internal
street system but had concerns with the cluster court concept. He also expressed the need for a
stronger focal point element at the Mi[liken Avenue entrance to the site.
Commissioner McNiel felt that the project was well designed for what it is, but that the housing type
did not meet the intent of the City's General Plan in providing a diversity in housing units, being that
the proposed product is a single family detached unit on a site zoned for multiple family dwelling
units. He expressed concern with the proposed lot sizes and building separations.
Chairman Barker commended the development team on listening to and attempting to address the
comments of the Planning Commission from the first meeting. He also expressed concern with the
minimal building separations and stated that the northwest po~lion of the site should be reconfigured.
He noted that porches should be large enough to be considered useable.
Mr. Buller summarized the meeting by stating that the majority of the Commissioners felt the cluster
court concept could be pursued and that the number of requested variances should be reduced as
much as possible, perhaps by trying to maintain the required 15-foot separation between clusters.
He also reiterated the desire of the Commission to see masonry walls used exclusively throughout
the project and the introduction of usable porches.

There were no public comments at this time.
