PLANNING COMMISSION MINUTES
Regular Meeting
May 24, 1995
Vice Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga
Planning Commission to order at 7:00 p.m. The meeting was held in the Council
Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho
Cucamonga, California. Vice Chairman McNiel then led in the pledge of
allegiance.

ANNOUNCEMRNTS
Brad Buller, City Planner, announced that a letter had been received from the
applicant for Item B, requesting that the item be moved to the end of the agenda,
as he had a conflict with another meeting. He said the applicant had also
indicated he was in agreement with the staff report and resolution as modified,
and he requested approval of the project if he did not make the meeting.
Mr. Buller also indicated that the Commissioners had before them a memorandum
from the Engineering Division related to a question asked of staff during the
hearing on the Engineering Capital Improvements Program.
Mr. Buller reported that Associate Planner Beverly Luttrell had accepted a
position with the City of Chula Vista and would be leaving the City as of June
1, 1995.
Vice Chairman McNiel stated that Ms. Luttrell would be sorely missed.
PUBLIC HEARINGS
A. ENVIRONMRNT~r. ASSESSMRNT AND CONDITIONAT. USE PERMIT 95-01 - KENT - A request
to construct an 8,166 square foot day care facility within an existing
shopping center in the Neighborhood Commercial designation, located on the
east side of Haven Avenue, north of Highland Avenue - APN: 201-271-92.

Vice Chairman McNiel stated that the applicant had requested that the item be
continued to June 14, 1995. He stated the public hearing remained open from May
10, 1995, and asked if there was anyone present who could not attend on June 14
and would like to address the Commission.
There were no public comments at this time.
Motion: Moved by Lumpp, seconded by Melcher, to continue to June 14, 1995.

TENTATIVE PARCEL MAP 14789 - BAYOUN DEVEIOPMENT - A subdivision of 5.5 acres
of land into 1 parcel for reversion to acreage (currently 21 parcels) in the
Low Residential District (2-4 dwelling units per acre) and vacation of Park
Hill Drive, located on the southeast corner of Vineyard Avenue and Calle del
Prado, APN: 208-921-15 through 35.
Vice Chairman McNiel reiterated that the applicant had requested the item be
moved to the end of the agenda.

HOUSING DEVE!.OPMRNT CORPORATION - A request to change the land use category
from Industrial Park (Subarea 17) to "LM" (Low Medium Residential, 4-8
dwelling units per acre) for 1.38 acres of land at 9775 Main Street (south
side of Main Street east of Archibald Avenue). The City will also consider
"L" (Low Residential, 2-4 dwelling units per acre) and "M" (Mediu~
residential, 8-14 dwelling units per acre) - APN: 209-062-01. Staff
recommends issuance of a Negative Declaration.

Miki Bratt, Associate Planner, presented the staff report.
Commissioner Lumpp complimented Ms. Bratt on the staff report and said it was
well thought out and one of the most comprehensive reports he had read. He
stated that he would like placed in the record that the Commission was not
authorizing or condoning approval of the concept plan included with the staff
report.

Ms. Bratt confirmed that the concept plan was included for the Commission's
information only. She said the concept plan is what the applicant is currently
considering but it does not have any relationship to the land use change and the
City does not have an application for development at this time.
Commissioner Tolstoy asked if the railway spur will eventually be removed.
Ms. Bratt replied that a letter had been sent to the railway but no response had
been received as yet. She noted that the spur is currently covered with sand.
Commissioner Tolstoy asked where the spur is located.
Ms. Bratt indicated that the line comes in from Archibald and parallels the
adjacent property to the west and returns to the main line.
Commissioner Tolstoy noted that the track is now being used by Metrolink and he
thought they may wish to use it as a siding. He asked how it would impact the
project if the railroad refuses to abandon it.
Ms. Bratt thought the spur is located approximately 15 to 20 feet from the
property line. She thought the property could be developed with a fence or
garages adjacent to the spur to mitigate any negative impacts.
Vice Chairman McNiel opened the public hearing.
Pete Pitassi, architect, 8439 White Oak Avenue, Suite 165, Rancho Cucamonga,
stated he was representing Northtown Housing Development Corporation. He
complimented Ms. Bratt on her staff report. He felt the report was complete and
he supported staff's recommendations. He noted that Le Vine Management would
most likely provide property management for any project developed on this
property, rather than Southern California Housing Development Corporation as
indicated in the staff report. He confirmed that the applicant understood that
a recommendation of approval for the three amendments this evening would not
imply endorsement of the concept plan. He said it had been included to provide
some information on the thought processes that are going on. He thought they may
be ready to submit a design review application within the next several weeks.
He noted that any development of the property will require an acoustic analysis
and would undoubtedly require an acoustic wall to mitigate the issue of the
railroad. He said they had written a letter to the rail authority in April but
had not received a response as yet.
Vice Chairman McNiel expressed appreciation for the work of the Northtown Housing
Development Corporation and the involvement of the neighborhood. As there were
no other public comments, he closed the public hearing.
Commissioner Melcher felt the request was reasonable and he supported it.
Motion: Moved by Melcher, seconded by Lumpp, to recommend approval of a Negative
Declaration and adopt the resolutions recommending approval of General Plan
Amendment 95-01A, Development District Amendment 95-01, and Industrial Area
Specific Plan Amendment 95-01. Motion carried by the following vote:

Brad Buller, City Planner, announced that in June Habitat for Humanity will be
building a house that was designed by Mr. Pitassi. He said it will be located
on Comet Street on the south side of Arrow Highway.
DIRRCTOR'S REPORTS
PPm;,IMINARY ~RVIEW 95-05 - ~LTA LOMA SCHOOL DISTRICT - A courtesy review of
the proposed site acquisition for an elementary school on 12 'acres of land
located on the south side of Banyan Street, approximately 1/4 mile west of
Fredricksburg Avenue - APN: 201-271-37, 88, and 89 and 201-263-77 through
80.
Brad Buller, City Planner, stated the School District has been very open with the
City since it first started looking at the property. He said staff met with the
developer and School District representatives. He commented that staff had
recommended that the School District come back at a later date once the
architectural design is known.
Vice Chairman McNiel invited public comments.
Floyd Stork, Alta Loma School District, 9340 Base Line Road, Rancho Cucamonga,
introduced himself.
Commissioner Tolstoy asked if the School District had considered the
recommendations of the Design Review Committee.
Mr. Stork agreed with the City on the request for one-way access to the parking
lot and parent drop-off areas. He thought adjustments could be made to align the
westerly driveway on Mirador Drive with Chandon Place. He said the School
District had no objection to contour grading the slopes and planting them with
informal groupings of trees and shrubs. He said they would try to use metal
fencing rather than chain link but they would have to consider financing and
location. He reported they have not yet begun to design the buildings. He
anticipated that bus traffic would come from Banyan and stated they had therefore
made the bus turn around as close to Banyan as possible. He anticipated walk-in
students from nort~ of Highland Avenue, east of Haven to Milliken. He said they
would be working on the building design this summer and anticipated presenting
the design to the Planning Commission at the end of summer. He said they hope
to start construction in about a year for opening September 1997.
Vice Chairman McNiel expressed appreciation for the cooperation of School
Districts and the willingness of the Districts to design the school while being
sensitive to the neighborhood.
Mr. Stork said he would keep staff advised of their progress.
B. TENTATIVE PARCEL MAP 14789 - BAYOUN DEVELOPMENT
Maria Perez, Assistant Engineer, presented the staff report and suggested
clarification wording to Conditions 1 and 2 to indicate that dedication shall be
recommended to be rejected by the City Council.
Vice Chairman McNiel opened the public hearing. There were no comments, and he
closed the public hearing.

Motion: Moved by Melcher, seconded by Tolstoy, to approve issuance of a Notice
of Exemption, recommend vacation of Park Hill Drive, and adopt the resolution
approving Tentative Parcel Map 14789, with the clarification wording as suggested
by staff. Motion carried by the following vote:

Commissioner McNiel asked the yield on the parcel.
Dan Coleman, Principal Planner, responded that the previous tract had 21 lots and
was at 4 to the acre.
Commissioner Tolstoy said the lot will be interesting to develop with the
elevation from the street to the back of the parcel.
Brad Buller, City Planner, noted that the tract had gone through numerous
meetings in the neighborhood and did not yield as many lots as the developer
wanted because of some of the elevation issues.
Mr. Coleman remarked that the site will now be subject to the Hillside
Development Ordinance regulations.
PUBLIC COMMmNTS
Roger Sharp, 6513 Peridot, Rancho Cucamonga, stated his mother-in-law, Ruth Haas,
owns the property at the top of the hill near Parcel Map 14789. He said that
when the previous tract was approved, one of their concerns was the fencing
between the two properties.
Vice Chairman McNiel stated that the Commission had voted to void the parcel map
that was previously approved for 21 lots and the land would now revert back to
a single parcel. He said the street designed for the 21-lot subdivision is now
gone.
Mr. Sharp said that answered his questions.
COMMISSION BUSINESS
Commissioner Tolstoy stated he had called Dan Coleman to ask if there had been
any nominations for Design Awards and had been told there were none. He
suggested that the Claim Jumper be nominated as he felt it is a nice addition to
the Foothill Marketplace project. He also suggested that recognition be given
to the Metrolink Station, even though he felt it is not as grand as some, he
thought it is nice for what it is.
Commissioner Lumpp did not feel the Metrolink Station is deserving of an award.
Commissioner Tolstoy also thought the Men's Warehouse should be nominated.
Vice Chairman McNiel agreed with the Men's Warehouse.
Commissioner Melcher did not feel the Men's Warehouse should receive an award.

Commissioner Tolstoy noted that he was past the deadline for nominations.
Brad Buller, City Planner, stated that staff has not moved forward with the
awards program because no nominations were received. He asked if the
Commissioners would like the matter placed on their next agenda.
Commissioner Melcher suggested it be placed on the next agenda.
Commissioner Tolstoy felt that it is important to keep the program alive despite
the reduced staff. He thought perhaps the Commission could assist staff.
Commissioner Melcher suggested that the matter be placed on an upcoming agenda
to see if the Commission wishes to proceed with design awards this year.
Vice Chairman McNiel acknowledged that awards had traditionally been given out
in early summer, but he thought that no given date is fixed.
Mr. Buller agreed there is no specific date.
Commissioner Melcher felt that all of the projects completed are deserving of
consideration. He said he had not considered all of the projects because he did
not feel the program-was going forward. He preferred not having to discuss only
three projects.
Mr. Buller suggested the matter could be moved to June 28 and at that time allow
the Commission to vote on all projects.
Commissioner Tolstoy requested that the matter be put over until the firs~
meeting in July since he would not be available for the June meetings.
It was the consensus of the Commission that the matter be placed on the July 12
agenda.
Vice Chairman McNiel stated the Northtown Housing Corporation has been very
active in the last several years. He thought the residents in Northtown deserve
some recognition because of the improvements in the area.
It was the consensus of the Commission that recognition should be given, possibly
at the completion of the Villa Del Norte project.
ADJOURNMENT
Motion: Moved by Tolstoy, seconded by Lumpp, carried 4-0 with Barker absent, to
adjourn.
7:43 p.m. - The Planning Commission adjourned to 5:00 p.m. on May 30, 1995, for
a Joint Meeting with City Council.
