PLANNING COMMISSION MINUTES
Regular Meeting
November 10, 1993
Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga
Planning Commission to order at 7:05 p.m. The meeting was held in the Council
Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho
Cucamonga, California.

ANNOUNCEMENTS
Brad Bullet, City Planner, announced that a letter which had been received
from a neighboring property owner regarding Items D and E was in front of the
Commissioners.
Mr. Bullet stated that the task force on signs would be having their first
meeting on Tuesday, November 16, at 2:30 p.m.
Chairman McNiel welcomed the two new Planning Commissioners who had been
appointed by the City Council and indicated they would be sworn in on December
8, 1993.

APPROVAL OF MINUTES
Motion: Moved by Melcher, seconded by Tolstoy, carried 4-0-1 with Vallette
absent, to adopt the minutes of October 27, 1993.

DEVELOPMENT REVIEW 93-11 - STEVE FALK - The development of a 6,626 square
foot single family residence on 0.78 acre of land in the Very Low
Residential District (less than 2 dwelling units per acre), located at
5044 Laredo Place - APN: 1061-801-08.
Motion: Moved by Tolstoy, seconded by Melcher, carried 4-0-1 with Vallette
absent, to adopt the Consent Calendar.

ENTERTAINMENT PERMIT 91-04 - BACKWATERS - A consideration to modify,
suspend, or revoke an entertainment permit granted for the following
entertainment uses: disc jockey doing vocals, playing records, and
videos~ live acts such as comedy, magic, dancing, and fashion shows~ live
bands (5 members or less); lip syncing~ special promotions such as talent
night contests, promoting sports teams, major sports events through
satellite TV, college bowl, and trivia questions contests, in conjunction
with a restaurant and bar, located at 10877 Foothill Boulevard -

Nancy Fong, Senior Planner, presented the staff report.
Chairman McNiel asked if the curbs on Laurel Street are currently painted red.
Ms. Fong responded that they are posted "No parking" but are not painted red.
Chairman McNiel asked if parking spaces would be delineated.
Ms. Fong replied negatively.
Commissioner Melcher noted that when the applicant had previously been before
the Commission, most of the problems were associated with Sunday nights and
the entertainment being offered on Sunday had been changed. He asked how many
nights per week there would be a need for overflow parking.
Chairman McNiel opened the public hearing.
Mike Sims, owner of Backwaters, 10877 Foothill Boulevard, Rancho Cucamonga,
stated he had spoken with Ms. Fong earlier and he requested that Option A be
approved, allowing for double parking in the parking lots in lanes which are
not designated as fire lanes. He felt that the double parking had not caused
any problems and noted that it meets Fire codes and is not opposed by the
Sheriff's Department. He acknowledged that Option D would also work but he
objected to constructing a sidewalk because of the cost involved. He stated
that Friday and Saturday nights are the only two nights they may have a need
for overflow parking and currently it is only an overflow of approximately 10
cars per night.
Chairman McNiel asked if Mr. Sims would be amenable to either option.
Mr. Sims responded that he preferred Option A and he understood that other
businesses in the City utilize double parking including the Quakes and

churches when they have special events. He said that anyone wishing to exit,
can get out because they leave enough room for cars to get out.
Commissioner Tolstoy asked if the lane is wide enough for a car to pass.
Mr. Sims replied that they would only have to get one car moved.
Commissioner Chitiea asked if the middle car would have to be moved before
someone parked in the normal parking spot could exit.
Mr. Sims replied that was correct.
Hearing no further testimony, Chairman McNiel closed the public hearing.
Co~nissioner Tolstoy stated he had objected to double parking in the parking
lot. He felt it is a safety hazard. He suggested the Copiesion consider
allowing parking on Laurel Street with a change in the signs but no
installation of sidewalk. He noted that problems have not been experienced at
other locations in the City where people park next to undeveloped property
with no sidewalk. He observed that Mr. Sims had indicated the overflow
parking would not be used very often.
Commissioner Chitlea concurred. She felt double parking in the lot would not
be appropriate. She observed that the street is wide enough and she thought
the sidewalk could be deferred until development occurs.
Brad Buller, City Planner, remarked that the sidewalk had been recommended but
not required by the City Engineer.
Commissioner Tolstoy felt it would be best to have the sidewalk but he
understood that the cost would be prohibitive. He thought it would be
acceptable to change the signs only.
Mr. Bullet suggested that the Co~enission take action on the entertainment
permit and direct staff by minute action to work with the applicant regarding
overflow parking on Laurel Street.
Commissioner Melcher observed that the City's Disaster Preparedness staff,
Fire, and Police had all advised that Option A is workable. He preferred
allowing the applicant to utilize Option A for a 6-month period to see if any
problems develop and then change the signs on Laurel Street if problems
develop.
Chairman McNiel did not like either Option A or D because he felt Option A is
inconvenient for patrons and Option D permitted parking on a street designed
for no parking. He thought Commissioner Melcher's suggestion was
satisfactory.
Commissioner Tolstoy stated he objected to double parking because of problems
that could be encountered in an emergency and there may not be any emergencies
during the proposed 6-month trial period. He acknowledged that Mr. Sims had
shown cooperation but he did not want the patrons in jeopardy.

Commissioner Chitlea agreed. She felt parking on the street during specified
hours would be acceptable.
Commissioner Tolstoy suggested removing the "No parking" signs and allowing
parking at any time.
Dan James, Senior Civil Engineer, stated the policy of the City is to have no
parking on streets and having streets posted notifies potential developers
that on-site parking will have to be provided.
Commissioner Melcher stated that after reflecting on Cor~nissioner Tolstoy's
latest comments, he supported the idea of having the applicant change the
parking signs on Laurel Street.
Commissioner Chitlea asked if there had recently been any unusual incidents at
Backwaters.
Ms. Fong replied that staff had not received any notice of such from the
Police or Fire staff.
Motion= Moved by Tolstoy, seconded by McNiel, to adopt the resolution
approving the modification to Entertainment Permit 91-04 and to direct staff
to work with the applicant regarding overflow parking with the understanding
that the consensus of the Commission was that no sidewalk would be required
along Laurel Street in connection with any street parking for this project.

outdoor storage yard on approximately 13,000 square feet located at 9823
Crescent Center Drive in the General Industrial District (Subarea 5)
of the Industrial Area Specific Plan - APN: 210-071-55.
Beverly Luttrell, Associate Planner, presented the staff report.
Chairman McNiel opened the public hearing.
Lyman Lokken, Transamerica Occidental Life Insurance, 1150 South Olive Street,
#2200, Los Angeles, commented that the square footage had expanded from the
originally requested 13,000 to 14,500 square feet. He suggested that the
resolution be revised.
Chairman McNiel questioned the material to be used for the storage yard.
Mr. Lokken replied it will be slag.
Chairman McNiel asked the function of the building.

Mr. Lokken replied that the existing building will remain unchanged. Me said
a small portion will be used for offices and the remainder of the building
will be used for storage.
Hearing no further testimony, Chairman McNiel closed the public hearing.

MODIFICATION TO ENTERTAINMENT PERMIT 91-02 - SAM'S PLACE - A request to
modify the entertainment permit by allowing entertainment on Sunday and
adding entertainment consisting of live bands with 5 or more members, disc
jockey, and karaoke, in conjunction with a restaurant and bar located at
6620 Carnelian Avenue in the Neighborhood Commercial District -
APN: 208-811-56 through 60.

amusement arcade in conjunction with a restaurant and bar located at 6620

Nancy Fong, Senior Planner, presented the staff report and noted that a letter
was in front of the Commissioners from a nearby resident.
Commissioner Melcher questioned the requested days and hours of
entertainment. Me noted that the original entertainment permit approved
Tuesday through Saturday from 8:00 p.m. to 2:00 a.m., while the new request
was for Tuesday through Sunday from 8:00 p.m. to midnight but staff was only
recommending Tuesday through Saturday from 8:00 p.m. to midnight.
Ms. Fong responded that was correct.
Commissioner Melcher asked if the requested sign restricting patronage of
those under 18 years old during school hours and after curfew was a
requirement of all amusement arcades.
Ms. Fong replied the same condition was recently applied to another approved
arcade.
Chairman McNiel opened the public hearing.
Thomas Nabarrete, 1026 Pebble Beach, Upland, stated he was representing Sam's
Place. Me said they did not object to the signs or fire inspections. He
commented they were trying to attract a different clientele with the blues
music on Sundays and it would be typically low-key. He said he has been in
the bar business for 8 years. He commented that Sam's Place has personnel in

the parking lot to look for potential problems. He felt that the management
is very tight and deals with problems very effectively. He stated the name of
his business was the Spearmint Rhino.
Commissioner Tolstoy felt the room area would be too small for the requested
five-member bands.
Mr. Nabarrete replied that the type of clientele Sam's Place attracts dictates
a four- to five-piece band.
Commissioner Tolstoy asked if patrons are on stage during the time the band
operates.
Mr. Nabarrete replied that half of the upper section ie for the band and the
other half is occupied by patrons. He said that unavoidable incidents do
occur with any bar business but he felt Sam's is basically trouble-free.
Sam Pellegrino, Sam's Place, 6620 Carnelian, Rancho Cucamonga, stated that
when a band is on the upper floor, patrons are not there.
Chairman McNiel noted that complaints had been received from some of the
residents of the neighborhood and one had specifically objected to
entertainment on Sunday evenings.
Mr. Pellegrino stated they were requesting that bands be permitted on
Tuesdays, Thursdays, and Sundays. He said the complaints were only received
after the Planning Division sent out letters announcing the hearing. He said
there had been some previous problems because a bad element was trying to get
into his establishment when another club changed its entertainment venue.
Commissioner Chitlea observed that the staff report included a copy of an
advertisement indicating a live band on Sunday and a lingerie show. She
stated that these were not permitted under the previously approved
entertainment permit.
Mr. Pellegrino stated that as soon as he was advised that these were not
permitted, he had stopped. He said they had the lingerie shows for
approximately two months, but they didn't work. He stated he really does not
need to advertise but the newspaper had talked him into advertising.
Commissioner Chitlea commented that she had seen his ads posted on telephone
poles all over the City and she had heard radio advertising. She felt he
should have known that he was violating the terms of his entertainment permit
because the types of entertainment and permitted hours were clearly shown on
the approved permit, he had artended public hearings at which those issues
were discussed, and had retained an attorney to represent him in the matter.
Mr. Pellegrino replied that he had made a mistake and he apologized for having
done so.
Chairman McNiel felt the Commission was placed in an awkward position of being
asked to approve what had been done illegally for some time.

Mr. Pellegrino stated he was trying to run a business, not break the law. He
said a Code Enforcement Officer had visited him several times. He thought his
attorney should have made him aware that he was in violation.
Con~nissioner Tolstoy noted that entertainment was being requested on Sunday
evenings from 8=00 p.m. to midnight.
Mr. Pellegrino said they were trying to accommodate the patrons.
Commissioner Tolstoy asked if Mr. Pellegrino would be emenable to different
hours.
Mr. Pellegrino replied he would have to abide by the rules.
Jim Gatewood, 7040 Archibald Avenue, Rancho Cuc~monga, stated that he books
bands. He said that smaller bands try to sound bigger, so they play louder
than larger bands. He commented that he plays blues music between sets. He
remarked that they always maintain that the doors are to remain closed but
patrons sometimes want the doors open. He said the bouncers have been advised
that the doors must remain closed. He said they felt that stopping the
entertainment at midnight would facilitate closing down the establishment by
2:00 a.m. He stated that the patrons prefer the Sunday blues entertainment be
earlier.
Commissioner Melcher asked what would be a reasonable time to end the
entertainment on Sunday evenings.
Mr. Gatewood felt 10:00 or 11:00 p.m. would be acceptable. He said the blues
draws an older crowd that needs to get up on Monday mornings to go to work.
Commissioner Tolstoy asked what he would consider a viable starting time on
Sunday evenings.
Mr. Gatewood felt 6:00 to 8:00 p.m. would be acceptable. He suggested that
the starting time might be later in summer and he requested that the hours be
from 8:00 p.m. to midnight to allow Sam's Place the leniency to schedule as
appropriate.
Commissioner Vallette joined the Commission.
Scott Davis, musician, 1985 Briar Trail, Upland, stated that Sam's Place gives
local musicians a place to play. He felt musical culture is needed and
commented that the blues are a good venue.
Ralph Willia~s, patron, 7686 Marine Avenue, Rancho Cucamonga, stated the bar
is a mellow place. He felt the bar offers a good musical variety and he
con~nented that Sam cuts off the music and does not let it get too loud. He
thought the bar is a good place for Rancho Cucamonga residents to patronize.
Hugh Hairston, 6632 Topaz Street, Rancho Cucamonga, presented a letter to the
Con~nission. He said he had reviewed the staff report and thought it appeared

the modification had already been approved because a resolution of approval
was included in the report.
Chairman McNiel commented that the resolution of approval was prepared based
on staff's recommendation. He said the Commission also had the option of
requesting that staff prepare a resolution of denial.
Mr. Hairston felt that there were many things that had not been adhered to
under the current entertainment permit. He asked what happens when there are
violations of the entertainment permit.
Chairman McNiel noted that the matter was currently before the Commission
because the City's Code Enforcement staff had discovered they were not
adhering to the entertainment permit.
Mr. Hairston asked if fines are imposed.
Chairman McNiel responded there are no fines.
Mr. Hairston felt that there had been a number of occurrences where the
applicant had not complied and he asked what would guarantee compliance. He
said he had spoken to a number of the neighbors and they expressed concerns
about the noise levels. He said he had only lived there a few months and he
felt the noise levels from the bar are excessive, especially on weekends. He
stated he lives on the west side of Topaz and he was surprised that the City
allows such a use so close to a residential area. He thought increasing to a
five-piece band would make matters worse as he did not believe a three-piece
band makes more noise than a five-piece one. He said a neighbor had sent a
letter but could not appear because his wife is incapacitated. Mr. Hairston
thought the noise is a public nuisance and interferes with the peace and quiet
of the surrounding neighborhood. He said he had spoken with Mike Goody, the
manager of Bob's Big Boy, and Mr. Goody had indicated he was not aware of the
hearing regarding the entertainment permit. He questioned if there would be
adequate parking spaces and if children are allowed to play the arcade games.
Mr. Pellegrino felt he does not disturb the peace of any other businesses in
the shopping center because no other businesses are open after 8:00 p.m.
except for Bob's Big Boy. He said the manager of Bob's Big Boy visits the bar
all the time. He remarked they do not allow children to play the arcade games
and every child in the establishment is accompanied by a parent.
Hearing no further testimony, Chairman McNiel closed the public hearing.
Commissioner Chitiea co~raented that the last time the entertainment permit was
reviewed by the Planning Commission it was determined there was non-compliance
and the Commission reconnended denial. She said the matter was appealed to
the City Council and the Council approved the permit. She observed that the
Council resolution clearly established that only a duet was approved. She
noted there had been repeated violations and the staff report included s
letter from a neighbor regarding noise, an August 1993 newspaper advertisement
listing unauthorized entertainment, and staff letters from June and September
1993 and yet Mr. Pellegrino had stated he would not have had unauthorized

entertainment if he had been aware. She questioned how things could have been
made any more clear. She did not believe the kinds of entertainment being
offered are appropriate next to a residential area. She did not feel anything
showed a willingness to abide by the rules established and she did not think
the Co~nission should approve an expansion. She did not feel the Commission
should condone the approach of doing what one likes in the hope you will not
be caught.
Commissioner Vallette questioned if the City Council had expressed any
feelings regarding expanding the entertainment permit when it approved the
entertainment permit in December 1991.
Ms. Fong replied that the Council had not discussed any expansion because the
request at that time was only for a duet.
Commissioner Vallette asked if the Council had given any direction regarding
possible revocation in the future.
Ms. Fong said she believed members of the Council wanted to give the business
a chance to prove it could be a good neighbor.
Commissioner Vallette felt that would mean compliance with the conditions of
the permit. She agreed with Commissioner Chitlea. She believed Mr. Hairston
had objected to the number of times the establishment was not in compliance
and the noise levels generated by the business and the patrons leaving late at
night. She commented that the City advertises itself as being family
oriented. She felt that the business provides a service but she felt there is
a conflict with the neighboring residential area in this location.
Commissioner Melcher felt that once the conditional use permit was granted,
the potential for a problem was established. He commented that Mr. Pellegrino
had purchased the problem. He suggested the Commission be more vigilant when
requests are first processed.
Com~nissioner Tolstoy agreed with Commissioners Vallette and Chitlea, but he
felt the neighborhood objections had subsided in recent times. He stated he
would like to work out some type of arrangement to allow other types of
entertainment but he questioned the proper hours for the entertainment. He
felt the present owners had done a better job than previous owners, but he
objected to their instituting new forms of entertainment without first
requesting a revision to the permit. He felt, however, that the Commission is
not judicial in nature and its duty is not to punish people.
Commissioner Chitlea observed that the Commission was considering an
expansion, not a denial or revocation. She stated letters had been received
indicating the expanded uses were not working and she did not feel the
Commission should approve the expansion.
Chairman McNie~ =ommented that the Commission had previously struggled with
the entertainment permit based on the history of this specific location and
many problems encountered there a number of years ago. He observed that the
Commission had denied the permit, but the matter was appealed to the City

Council, and the Council approved it. He said he had been in Sam's Place and
he felt the management runs a tight ship and clean operation within the
building, but he felt there was not a lot that can be done regarding the
outside problems created by noise in the parking lot. He stated that Mr.
Pellegrino had one of the most informed attorneys in the City and the matter
was now before the Commission because of violations. He did not think it was
logical for the Commission to to approve the expansion.
Motion= Moved by Chitlea, seconded by Vallette, to direct staff to prepare a
resolution of denial for modification to Entertainment Permit 91-02 for
adoption at the November 23, 1993, meeting on a consent calendar basis.
Commissioner Melcher suggested the Commission explore options to address the
concerns and allow the expansion before making a final decision to deny. He
thought a person knowledgeable in the field of acoustics could determine if
any mitigation measures could be taken. He suggested the applicant could be
required to employ off-duty Sheriffs to police the parking lot. He thought
the problems might be contained with such measures and he asked that the
Commission consider those options.
Commissioner Vallette stated she understood why Commissioner Melcher wanted to
work with the applicant, but she felt evidence showed that the applicant did
not intend to abide by what was set forth.
Commissioner Chitiea did not feel the Commission could make the findings
necessary to approve the application. She said her motion stood.
Commissioner Vallette indicated her second stood.

Commissioner Tolstoy stated he had voted no because he felt it would still be
possible to work with the applicant.
Ralph Hanson, 'Deputy City Attorney, suggested the Commission act on
Conditional Use Permit 93-47.
Chairman McNiel felt the amusement machines are common in similar businesses
and they seem to work well.

approving Conditional Use Permit 93-47. Motion carried by the following vote:

Mr. Pellegrino presented photographs of various stores in town which he felt
were in violation of sign requirements and stated that he was not the only one
to violate City codes.

CONDITIONAL USE PERMIT 93-45 - HILDENBRAND - A request to establish a
stress reduction clinic within an existing industrial complex in the
Industrial Park Designation (Subarea 6) of the Industrial Area Specific
Plan, located at 8645 Haven Avenue, Suite 550 - APN: 209-144-54.
Scott Murphy, Associate Planner, presented the staff report.
Connissioner Melcher questioned if the Fire District and Building and Safety
had reviewed the project.
Mr. Murphy replied that the applicant had received their approvals on tenant
improvement plans.
Chairman McNiel opened the public hearing.
Debts Hildenbrand stated she was available to answer questions. She said she
had been to a similar facility in Los Angeles and one of her professors at
Chaffey College had recommended such a facility to students. She thought the
business would do well because it is near the college.
Commissioner Melcher suggested employers may wish to utilize the facility for
employees in order to cut down on workers' compensation stress claims.
Hearing no further testimony, Chairman McNiel closed the public hearing.

G. DEVELOPMENT CODE AMENDMENT 93-01 - CITY OF RANCHO CUCAMONGA - A request to
establish standards and locations for adult oriented businesses.
Duane Baker, Assistant to the City Manager, presented the staff report.

Commissioner Melcher questioned how the development standards would be
determined and why a consistent standard was not developed in connection with
the ordinance.
Dan Coleman, Principal Planner, responded that an adult business would have to
meet the same development standards as other businesses in the district as
well as the additional requirements set forth, such as proximity to schools,
churches, residential areas, and other adult businesses.
Commissioner Melcher asked which district would be most compatible to adult
businesses.
Ralph Hanson, Deputy Attorney, stated it would depend upon the type of use.
He observed that standards would be different for a movie theatre as opposed
to a book store and development standards for a movie theatre would be very
different from what would normally be in that section of town. He said the
wording of the ordinance allows latitude to utilize all parts of the
development code which would be appropriate to the particular location and
use. He thought that normal parking for industrial uses could be woefully
inadequate.
Chairman McNiel opened the public hearing. There was no testimony, and he
closed the hearing. He said he was delighted that the ordinance was being
prepared in advance of any projects rather than in a reactionary mode.
Commissioner Tolstoy agreed.
Commissioner Vallette felt the background work was well done.
Commissioner Tolstoy agreed that it appeared well researched.

DESIGN REVIEW FOR TENTATIVE TRACTS 15594 AND 15595 - LEWIS HOMES - A
modification to Tract 13717 to reduce the number of units from 394 to 377,
to reorient buildings, and to redesign the recreation buildings and
amenity package for a condominium project in the Medium High Residential
Designation (14-24 dwelling units per acre) of the Terra Vista Planned
Community, located at the northeast corner of Church Street and Spruce
Avenue - APN: 1077-791-01 through 09 and 1077-801-01 through 11.
Scott Murphy, Associate Planner, presented the staff report.
Commissioner Chitlea asked how a 10-foot setback from the project entry was
approved.
Mr. Murphy replied that there were no established standards regarding wall
setback from an entry at the time the project was processed. He said that
setback requirement was subsequently established when the multi-family
development standards were approved.
Commissioner Chitiea questioned the architectural style of the recreation
buildings.
Mr. Murphy indicated the recreation buildings would blend in with the style of
the development.
Commissioner Vallette asked if the Fire District had determined there is
enough s pace to plant trees in the entry.
Mr. Murphy replied affirmatively.
Commissioner Vallette suggested that a plaque be included in the project to
indicate that heritage olive groves were on the site.
Chairman McNiel opened the public hearing.
Tom Delaquila, Lewis Homes, 1156 North Mountain Avenue, Upland, said they
would be willing to include a plaque. He stated an olive grove will be
surrounding one of the recreational buildings. He said the olive trees are
boxed and need pruning and they could use mature olive trees from a Fontana
project to supplement the boxed trees.
Commissioner Vallette stated the olive trees were designated as heritage
trees. She wanted to acknowledge what the site was used for and the
significance of the grove of trees.
Commissioner Melcher stated it was his understanding that the trees were to be
moved to La Mission Park. He thought a new, uniform olive grove would be
better suited to the project site.

Mr. Delaquila thought six to eight of the heritage trees were to be used in
the park. He said the parks people had expressed concerns about the
maintenance of the trees. He agreed that a matched set of trees for the grove
by the recreation building would be best.
Commissioner Tolstoy felt if the mature trees were pruned properly they would
go well in the park but not in the housing project. He thought it would be
nice to have plaques in both the park and the housing project. He felt
uniform trees should be used for the grove by the recreation building.
Commissioner Vallette agreed that was satisfactory.
Commissioner Melcher thought more than six to eight trees should be in the
park.
Commissioner Tolstoy suggested that all preserved, viable trees should be
placed in the park.
Mr. Delaquila agreed that should be satisfactory and a matched set of olive
trees could be used for the grove.
Commissioner Chitlea felt there may be some focal points in the residential
project where the heritage trees could be utilized. She suggested one area
might be in the entry way.
Brad Bullet, City Planner, stated that when the project was first approved it
was conditioned to use some of the heritage trees in the park and the rest in
the tract. He observed that Lewis Homes and the Community Services staff have
carefully considered where the trees could be used in the park. He remarked
that the park is in its third plan check and the use of the trees in the park
would be a Park and Recreation design issue. He suggested that the Commission
could give direction to staff to work with Lewis to find appropriate locations
for the trees in the residential tract.
Chairman McNiel felt it would be appropriate to install a plaque and utilize
the trees in the project where conditions are appropriate.
Commissioner Chitlea requested verification that the previously approved
architecture for the recreational building was no longer planned.
Mr. Delaquila stated that the building architect had decided it would be best
to be consistent with the other buildings in the project. He thought the
revised entry statement was an improvement.
Commissioner Vallette agreed that the entry statements will be better.
Hearing no further testimony, Chairman McNiel closed the public hearing.

approving Tentative Tract 15594, Tentative Tract 15595, and Design Review for
Tentative Tracts 15594 and 15595. Motion carried by the following vote:

Commissioner Melcher hoped there would be workshops with the new Commissioners
as soon as possible. He felt the previous Commission workshops on goals and
priorities had been beneficial and he thought that such workshops would assist
in an extremely important transition.

Brad Bullet, City Planner, commented that the City Council plans to appoint
the new Planning Commission Chairman and Vice Chairman at the City Council's
December 1, 1993, meeting.
