PLANNING COMMISSION MINUTES
Adjourned Meeting
September 9, 1993
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga
Planning Commission to order at 5:00 p.m. The meeting was held in the Rains
Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho
Cucamonga, California.

A. TERRA VISTA - NOW
1. COMPLIMENTS
The Commissioners complimented Lewis on the fine maintenance of their
commercial, industrial, and multi-family projects within Tetra
Vista. The Commission also had many good words to say about Terra
Vista Town Center.
City Planner Brad Buller, the Lewis representatives, and the
Commissioners concurred that the City and Lewis have a very good
working relationship.
Representatives from Lewis Homes specifically commented that they
appreciated the recent movement of the Planning Commission to defer
more items to staff rather than returning back before the Planning
Commission.
2. CONCERNS
a. Status of quadrant and area development plans
Commissioner Melcher felt that the area development plans are
difficult to read and do not provide much useful information as
currently drawn. He thought they should better show how proposed
developments relate to existing, as well as planned, projects in
the vicinity so that new projects could be designed with
sensitivity to adjacent projects. He also thought that project
plans should illustrate either design concepts or existing
projects in enough detail to clearly illustrate the relationship
between the project under consideration and its surroundings.
Lewis representatives stated they would work on that but indicated
that because they are showing future projects that may never
happen as drawn, they are reluctant to get too specific.
b. Density transitions between projects
The Commissioners discussed how to design transitions between
projects of differing densities. They stated that the massing and
architecture of buildings, as well as the overall site planning,
should be sensitive to adjacent projects of different densities.
It was felt that rather than providing all of the transition on
the higher density site, Lewis should plan ahead and provide a
buffer and transition on the lower density site as well.
Stan Bell, Lewis Homes, stated that the standards of the Tetra
Vista Community Plan are being met and that is all that Lewis
should have to comply with.
The Commissioners responded that meeting the minimum standards is
not necessarily sufficient and would not necessarily result in an
acceptable project design.
c. Density projections and arrangement of vacant land
The Commissioners all expressed their concerns about the future
densities that could result in the remaining portion of Tetra
Vista because of the number of units that are permitted under the
original Development Agreement. They were concerned that very
high density projects would be built on the last portions of Terra
Vista.
Don Thompson of Lewis stated that the company is not planning on
building a lot of high density projects as a final part of Tetra
Vista in order to achieve its maximum number of allotted units.
They said that it would not be possible to catch up, and that the
market would probably not support a lot of high density projects.
Commissioner Tolstoy felt it will probably not be feasible to
develop the proposed office and commercial district north of
Foothill Boulevard, east of the Terra Vista Town Center. He
suggested that a new master plan should be submitted for the
development of this area.
d. Variation in products

The Commissioners stated that greater variation should be provided
among the various unit types. They indicated they like the
integration of a single story floor plan into almost exclusively
two-story tracts.
B. TERRA VISTA - THE FUTURE
1. GOALS AND EXPECTATIONS
Mr. Bell stated that higher density single family projects and
townhomes with tuck-under garages will probably be proposed for future
Terra Vista developments. He reiterated that people still prefer
single family detached homes.
Mr. Bullet suggested that the issues and concerns raised by the
Planning Commission should be taken into account when designing future
projects for development.
It was the consensus and direction of the Commission that future
residential submittals must reflect greater sensitivity in transition
of density, variation in product type, and site planning.
2. PLANNING AND APPROVAL PROCEDURES
It was the consensus that this issue would continue to be addressed
and lines of communication will be kept open.
3. WORKSHOPS
The Planning Commission stated that an ongoing series of regular
workshops with representatives from Lewis Development Company would be
a good time to discuss new product ideas with the Commission. It was
decided that such meetings should take place once each quarter or on
as an as-needed basis.
